2. Nature and/or Description of Action.
a. Description of Requirement: Keysight PXle equipment. This action is for the purchase of instrumentation to perform control and measurement in a superconducting qubit experiment.

4. Statutory Authority. 10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy the agency requirement.
5. Justification or Authority for Action.
The products to be acquired are essential to the Government’s requirements and other companies’ products do not meet, or cannot be modified to meet the Government’s needs. Keysight is the only known brand to make the equipment listed above, which is required for the control and measurement of the Government’s experiment. The required equipment provides an adaptable PXle mainframe which allows for arbitrary combinations of digitizers and AWGs which would allow the Government to adapt the FPGA code base in order to meet the need of the Government’s demanding experiments. Keysight is the only known brand to allow for rapid communication between systems through a mainframe, which allows for fast feedback loops, with unprecedented flexibility, which will greatly enhances experimental capabilities. The Government has determined this required Keysight piece of equipment to be critical in order to perform its transduction experiments (which require adjustments to the standard superconducting qubit control scheme), which is of the year’s mission mandate. This needed equipment will be utilized in conjunction with equipment which represents an infrastructure that represents . Failure to obtain this equipment will jeopardize the Government’s experiment and cause unacceptable delays of at least year. Given this information, it is determined that Keysight is the only brand able to meet the Government’s requirement without the Government experiencing substantial duplication of cost not that could not be expected to be recovered through competition as well as cause unacceptable delays in fulfilling the Government’s requirement.
6. Efforts Made to Ensure Offers are Solicited from as many Sources as Practicable.
The requirement will be solicited as a small business set-aside on BetaSAM.
7. The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable through competition.
8. Market Research/Other facts.
As the market research shows that there is only one small business provider on GSA, an open market strategy is recommended in order to promote greater competition. The non-manufacturer rule does not apply to efforts between the micro-purchase and simplified acquisition thresholds ($10k - $250k). As there is a belief of obtaining offers from at least two responsible Small
Businesses that are competitive in terms of market prices, quality, and delivery, a total Small Business set-aside is recommended.
9. Any other facts supporting Other than Full and Open Competition. The Government researched other potential manufacturers to determine whether they could meet the needs of the experiments.

The end-user will continue to perform market surveys in order to identify opportunities to maximize competition in potential future requirements and will analyze any changes to the market that may result in a decision to replace the existing software.
