Section B: Description of the Supplies/Services Required

This action is for a new firm fixed price order for software licenses to unlock software-locked features of existing Keysight branded microwave control hardware, as required for

. The required brand name is Keysight. The total estimated cost is .

Section C: Justification for Soliciting from a Single Source or Brand Name

The Government currently possesses Keysight branded microwave control hardware worth approximately . As noted in Section B above, this current requirement is for the purchase of software licenses to unlock several software-locked capabilities of the existing Keysight branded microwave control hardware. Specific capabilities include fast feedback, fast data acquisition, and simultaneous triggering of multiple instruments. To the extent that the existing microwave control hardware is Keysight branded and the required additional features/capabilities of this hardware can only be unlocked by purchasing the necessary software licenses through Keysight, the required brand name is Keysight and the Government has determined that other companies' products do not meet or cannot be modified to meet the needs of the Government.

Section D: Efforts to Obtain Competition

Market research has determined that the required Keysight branded software licenses are available in the Open Market from at least two (2) small businesses. Accordingly, a competitive open market solicitation set aside for small business is recommended.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The end user will continue to perform market surveys in order to identify opportunities to maximize competition in future requirements and will analyze changes to the market which may result in a decision to supplement or replace the current hardware with that from a different brand.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
