Wash Rack Preventative Maintenance 2021 dtd 19 May 21
Statement of Work (SOW) Wash Rack Preventative Maintenance
Vandenberg Air Force Base LRS, hereinafter referred to as VAFB, has the need for preventative maintenance (PM) and repairs for a water filtration unit and five (5) bay pumping stations that support five (5) vehicle wash stations.
These systems are used throughout the year to wash vehicles, trucks and other equipment. The system is critical to the mission. PM and repairs must be made on a schedule that supports the operation of these systems with an emphasis on keeping the systems functioning between PM visits.
There must be a sense of urgency in the contractor’s response to repair systems that breakdown between PM visits. The contractor must be able to provide year-round repair services Monday through Friday between 6:00 AM and 5:00 PM with no more than forty-eight (48) hour notice.
The systems are manufactured by Riveer Environmental www.riveer.com and Enviro Safety Technologies (EST) www.envirosafetytech.com.
The contractor and all service technicians are required to be Riveer and EST Factory trained for the duration of the contract. This will allow the exclusive access to Riveer and EST product and product support, to allow service for the proprietary Riveer and EST Systems from top to bottom, including all electrical, plumbing and fabrication needs. In addition the contractor must have the ability to program Allen Bradley Programmable Logic Controllers (PLC) on-site.
1.1 SCOPE OF WORK
The contractor will be responsible for preventative maintenance (PM) of the filtration system, pumping system, foaming brush system, water softener, air compressor, and all other related components. PM visits will be conducted once per month for a total of twelve (12) annual PM visits each contract year.
All materials and replacement parts required to accomplish the monthly PM are to be supplied by the contractor at no additional billable cost. This includes, but is not limited to; pumps, contactors, motors, filter housings, filter media, wash soap, foaming brush soap, hoses, wands, foaming brush assemblies, water softener salt, pump oil, filtration system filters, and pump rebuild kits.
The preventative maintenance tasks to be performed include the following:
Inspect the system for proper operation and identify any repairs required
The contractor will make repairs such as stopping leaks, replacing fittings or other hardware, replacing worn out hoses, replacing belts, rebuilding pressure washer spray wands, rebuilding foaming brush assemblies, repair or replacement of solenoids, repair or replacement of ozone injector valves, repair of high pressure pumps pressure, replacement of pumps, replacement of contactors, and repair of pressure regulators.
Record meter readings and maintain comprehensive maintenance records.
Analyze system performance using maintenance records and observations to identify performance degradation trends and recommend appropriate corrective action.
Clean lantec filters – replace damaged or unserviceable filters as required.
Drain filtration settling tank and hose clean.
Clean high pressure filter. Replace filter if unserviceable.
Ensure that the high pressure filter system “change filter” indicator functions correctly.
Fill water softener salt bin, test water for hardness and adjust settings as needed
Check wash soap and foaming brush soap. Replace drums as needed (no additional cost to Govt)
Drain waste oil from the oil skimmer. Contractor to properly dispose of waste oil off-site in accordance with all applicable Federal, State, and local regulations.
Drain and hose clean filtered water tank on a quarterly basis
Backwash the media filter per the manufacturer’s instructions.
Replace carbon in carbon filter when no longer allowing proper water flows
Clean oil / water separator recirculation solenoid valve and ensure it operates correctly.
Check the filtration pump for proper operation and that they are free of leaks. Ensure that flow rates and pressures are within established operating parameters.
Clean the ozone injector and ensure that it is leak free.
Check the ozone generator and ozone pump for proper operation.
Check the oil level in all high pressure pumps and air compressor, add oil as necessary to maintain the proper level. Change the oil quarterly.
Ensure that the high pressure wand and foaming brush operate properly and are leak free.
Rebuild or replace wands and foaming brushes as required to ensure proper operation.
Check and adjust balanced relief valves, soap injectors, hydro minders, rinse solenoids, and wash solenoids
Check proper operation of air compressor including auto condensate drain valve
Check operation of each wash station for wash, foaming brush, and rinse.
Repair or replace any other component which is needed to provide a fully functional system. All parts and labor included.
Check vacuum for proper operation, clean filters, and empty debris bin, make any repairs needed.
Replace vacuum hoses and motors as needed.
1.2 EXTRA REPAIRS & LABOR
All labor and materials required to maintain a fully functional system are included within the PM contract. If it is determined that the system requires complete replacement, stainless tank, holding tank, etc. A quote will be provided to the POC.
1.3 CONTR ACTOR’S RESPONSIBILITY
The contractor shall be responsible for the following:
All work shall be in compliance with all current applicable City, County, State, and National building codes. The work area is to be maintained in compliance with all health and safety requirements applicable to OSHA standards.
Careful examination of the job site(s) conditions to be encountered in performing the work.
Preparation of a written schedule including dates and times, prior to the performance of the work and notifying the Government POC one (1) day in advance of scheduled service calls.
Providing the Government POC with a written notice prior to performance of first preventative maintenance visit that no ACM/Lead (asbestos containing material) will be used for the work.
Returning work area to original condition at completion of work.
Removal of all trash and debris created by the work. No materials may be disposed of onsite – the contractor is responsible for proper disposal of all waste materials off-site in compliance with all applicable regulatory requirements.
The contractor shall maintain sufficient supplies of Cyclonator filters, wash soap, foaming brush soap, water softener salt, and all other parts and materials required to complete the PM in a timely fashion.
Items furnished hereunder shall conform to the requirements of this contract and shall be free from defects in design materials and workmanship. Parts are to be OEM or equivalent approved by the POC.
The contractor must maintain sufficient supplies of common repair items so as to facilitate minor repairs of equipment during a routine scheduled service call. There will be no additional charge to VAFB for a special trip to make minor repairs required under this contract should the contractor fail to maintain the required part or rebuild kit on his service truck. It is not acceptable to put off replacement of a part until the next scheduled visit if doing so renders the system inoperative or poses any risk of injury or equipment damage.
Provide eyewash station that must meet SDS requirements.
Use of subcontractors for this project will require advance written approval of VAFB.
