L-174 Mobile Crane Rental at Hill AFB for

RSLP

Statement of Work 28 July 2022

1.0 BACKGROUND

The fixed Gantry Crane in the MAMMS has been deemed unserviceable due to age and the significant number of deficiencies and the refurbishment effort has stalled. A mobile crane solution is required to meet mission needs.

2.0 OBJECTIVES

The vendor shall supply two mobile cranes on two separate occasions. The dual crane solution shall be capable of lifting a maximum load of 172,000 pounds in tandem for the proof load and 140,000 pounds for the mission cross load with an option to extend each. The vendor’s cranes must be ordinance certified and qualified for lifting live, explosive loads.

3.0 DECRIPTION OF WORK

3.1 Proof Load

· Vendor shall provide 2 cranes capable of lifting 172,000 lbs. The cranes will be used for lifting three rocket motors in their shipping containers and holding them for a period of five minutes for proof load.

· Vendor shall provide a Hill AFB safety approved lift plan including dimensions, drawings, equipment description and footprint, etc.

· All lifts are expected to be straight up and down with the conveyances moving in and out under the load.

· Vendor shall provide proper grounding of all equipment to prevent the buildup of static electricity.

· Vendor must provide all proofload certifications for any rigging used

· Vendor will be provided at minimum a 14 day notice with date of work start to ensure the solution is operational and ready.

· Vendor will provide 2 crane operators and rigger. Operators must hold valid certifications, and a copy of the certifications shall accompany the bid.

Note: Hill AFB Safety Approved Lift Plan required in 3.1 and 3.2 the same plan if all required elements are accounted for in a single plan.

3.2 Mission Cross Load

· The solution must be able to crossload 3 rocket motors in their containers from the customer’s Type II trailer to a commercial heavy hauler.

· All lifts are expected to be straight up and down with the conveyances moving in and out under the load.

· Vendor shall provide 2 cranes capable of lifting 140,000 lbs in tandem. The cranes will be used for lifting rocket motors in their shipping containers.

· Vendor shall provide a Hill AFB safety approved lift plan including dimensions, drawings, equipment description and footprint, etc.

· Vendor shall provide proper grounding of all equipment to prevent the buildup of static electricity.

· Vendor must provide all proofload certifications for any rigging used.

· Vendor will be provided at minimum a 14 day notice with date of work start to ensure the solution is operational and ready.

· Vendor will provide 2 crane operators and rigger. Operators must hold valid certifications, and a copy of the certifications shall accompany the bid.

3.2 Removal

· Solution will remain operational for one year with an option to extend.

· Vendor is responsible for removing all equipment after period of operation has expired.

3.3 Supplied Items

· Vendor will supply all equipment, hardware, labor, materials, pickup and delivery.

· All equipment shall be UL/ETL approved.

4.0 DESIRED SKILLS AND KNOWLEDGE

· Vendor shall have knowledge of crane operations and rigging for explosive payloads.

· Vendor should have knowledge and ability to comply with federal, state, Air Force, local, and county laws and regulations governing the work requested in this statement.

5.0 PERIOD OF PERFORMANCE

· The vendor shall deliver all equipment between 0800-1700 PST 1-3 days before proof load of RSLP Equipment, exact date TBD.

· The Vendor will support up to 4 days of mission ops starting within 5 days of task order award with an option to extend if required.

· Vendor shall deliver all equipment mission ops equipment between 0800-1700 PST 1-3 days before cross load and continuing each day for up to 3 days of mission ops, with an option to extend if mission requirements dictate.

· The vendor shall enter Hill Air Force Base through the Roy Gate.

5.1 GOVERNMENT FURNISHED ITEMS

· Technicians required to attach GFE rigging between the containers and the hooks.

5.2 GOVERNMENT FURNISHED EQUIPMENT

· Qty 4 Toe Fitting adapters for rocket motor shipping containers

· Qty 4 10-ft 50-ton slings

· Qty 8 35-ton shackles

5.3 GOVERNMENT FURNISHED SERVICES

· Utilities. The Government will furnish electricity.

Facilities. The Government will provide necessary access to the MAMMs area of Hill AFB via the Roy gate.

· Refuse Collection. The Government will provide dumpsters for refuse. The Government will provide containers and collection of recycling materials.

· Protection Services. The Government will provide Security Forces and Fire Protection.
