CONSTRUCTION STATEMENT OF WORK

FOR

INSTALLATION AND TRAINING OF GATEKEEPER’S INTELLIGENT VEHICLE UNDERCARRIAGE

SCANNER (IVUS) SYSTEMS

15 JUNE 2021

INSTALL AND TRAINING OF GATEKEEPER IVUS SYSTEMS

1. SCOPE. This Statement of Work (SOW) defines the scope of effort required for the installation and training Vehicle inspection systems at the Kirtland CVI Contractor Gate located on Kirtland Air Force Base (KAFB).

1.1. BACKGROUND.

1.1.1. The objective of this project is installation and training of Gatekeeper IVUS systems, specifically GKR-2011 system. The IVUS GKR-2011 system and mobile stand with mounting points for LPR, Junction Box, Scene Camera, and Traffic Light are in possession by the government and will be supplied to the successful offeror. This system will require connection to power and have communication capability. This system should have capability to handle commercial vehicle traffic and all weather conditions within the Albuquerque area. The system should have the capability to communicate with both scanner to detect and record information.

2. APPLICABLE DOCUMENTS. The following documents are applicable to this SOW. The contractor shall reference and adhere to the documents listed in this Section to complete the renovation project, including the tasks specified in the Requirements Section:

2.1. All work shall be in strict compliance with all current applicable codes and standards as adopted and modified by the state of New Mexico, UFC, AFI, and all local, State, and Federal building codes and ordinances at time of construction. In the event of any inconsistencies within or between any codes and standards the most stringent shall apply.

3. REQUIREMENTS: The contractor shall complete work in accordance with documents listed in the Applicable Documents Section, and as detailed in this Section. The requirement of this SOW are provided for the purposes of revealing the general nature of the work involved.

3.1. GENERAL.

3.1.1. The contractor shall provide the manpower, labor, equipment, materials, services, means and methods required to complete this renovation effort.

3.1.2. The contractor shall field verify all dimensions and site conditions.

3.1.3. The contractor shall prepare and submit in writing to the CO, for approval by User and CO, a Critical Path Method (CPM) two (2) weeks prior to starting construction. The contractor shall update and submit the CPM monthly in writing to the CO and User for the duration of the project. The CPM shall demonstrate a schedule that meets the contract period of performance end date.

3.1.4. AF 66 and submittals are not required on this effort.

3.1.5. The contractor shall provide pictures in writing to the CO and project manager of all areas before starting any work and pictures of all areas after work has been completed and accepted by the government.

3.2. AUTHORIZED GATEKEEPER IVUS TRAINER AND INSTALLER

3.2.1. The following activities shall be completed by an authorized Gatekeeper IVUS trainer and installer.

3.2.1.1. Installation and calibration of Gatekeeper scanner and light rails in Gatekeeper vault per system

3.2.1.2. Pull and termination of Gatekeeper scanner and lights rails to Junction box per system

3.2.1.3. Termination of ground loops (2) in Junction Box per system

3.2.1.4. Termination of CAT6 in junction box and guardhouse for operator terminal per system

3.2.1.5. Installation of Gatekeeper traffic light per system

3.2.1.6. Termination of 3-wire traffic light cable in junction box and at traffic light per system

3.2.1.7. Installation of Gatekeeper Scene/overview Camera per system

3.2.1.8. Termination of CAT6 in junction box and to camera per system

3.2.1.9. Calibration, setup, and testing of all Gatekeeper equipment

3.2.1.10. Training of Kirtland AFB Personnel, training to be provided at system, up to 8 hours total. Multiple hands-on/onsite training courses typical to cover all available personnel at various shifts. Training schedule to be developed with customer to meet site needs. To be done in conjunction with installation, evening hours possible.

3.2.1.11. Install (4) ground loops

3.2.1.12. Install (2) Gatekeeper Vault Assemblies

3.2.1.13. Install (2) GKR-1086 poles

3.2.1.14. Install (2) control boxes on the (2) poles

3.3. OTHER REQUIRED ACTIVITIES

3.3.1. Other required activities shall be completed by the successful offeror or subcontractor:

3.3.1.1. Provide dig permits as required by the Kirtland Air Force Base.

3.3.1.2. Provide GPR scan to locate existing utilities prior to beginning any underground.

3.3.1.3. Shall provide and install one two-inch schedule 40 PVC, with a single mode fiber from the guard shack to each above ground control box.

3.3.1.4. Provide and install one one-inch schedule 40 PVC, with a 20-amp, 120v circuit from the guard shack to each aboveground control box.

3.3.1.5. Provide and install one two-inch schedule 40 PVC, with pull string from each control box to each scanner.

3.3.1.6. Provide and install one two-inch schedule 40 PVC, with pull string from each control box to each ground loop.

3.3.1.7. Provide and install (2) pole foundations.

3.3.1.8. Provide and install one fiber converter in each control box.

3.3.1.9. Provide and install traffic control during construction.

3.3.1.10. Provide electrical commissioning/testing

4. SCHEDULE AND DELIVERY.

4.1. The start of construction will be approved by the CO in writing as a Notice of Proceed (NTP). The contractor shall incorporate the number of days for the specified tasks and reviews detailed below when developing the construction schedule:

The timeframes specified in the table above are in calendar days.

5. CONSTRUCTION

5.1. FACILITY/USER COORDINATION.

5.1.1. The contractor is responsible for minimizing interference and interruptions with the user’s mission and active areas surrounding the construction work zones. The contractor shall be flexible, provide, and coordinate work near the wash rack, any outages, and other construction activities that will interrupt or interfere with the user’s mission. The contractor shall coordinate two (2) weeks in advance in writing to the CO, for approval by the CO, CE, and User, requests to perform work that interferes with the user’s mission, including utility outages. Contractor shall schedule outages after business hours or during the weekend.

5.1.2. The contractor shall coordinate obstructions of any doorways and building egress with CE and User in writing.

5.2. DD1354.

5.2.1. The contractor is not required to complete a DD1354 for real property records.

5.3. PERMITS. All applicable permits and approvals required by AF, County, City and State shall be obtained prior to the start of construction. This includes permits reference herein, the welding permit.

5.3.1. The following additional permits, if applicable, may be required on the subject project:

5.3.1.1. Dig Permit

5.3.1.2. Welding/Burn Permit (If Applicable)

5.3.2. All permits and waivers must be approved before any on site work can start.

5.3.3. Other permits may be required on this project. If changes are made to the project, or new laws/policies enacted by the local agencies, there may be additional permits required for construction. Prior to work starting, it is recommended the government verify current permit requirements are being met at the time of construction.

5.4. ENVIRONMENTAL COMPLIANCE. The contractor shall comply with all AF, State, Local, and Federal environmental regulations.

5.5. STAGING, STORAGE AND PARKING.

5.5.1. Staging and storage shall be determined during the construction phase if not noted otherwise in the contract documents. Materials for this project shall be stored as determined in the pre-performance meeting. The contractor shall only park in designated parking spaces or areas designated as the staging and laydown area. The contractor shall not park on sidewalks or in grass areas. Parking may not be available in close proximity to the construction site.

5.6. AVAILABILITY OF SITE. This SOW defines the working hours and duty days available to the contractor. This SOW Section clarifies any contradictions regarding the site availability between the Specifications and this SOW. Workdays are defined as 8-hour duty days of Monday through Friday, excluding Federal holidays.

5.6.1. The facility’s normal hours of operation and duty days are 7:00 AM to 4:00 PM, Monday through Friday, excluding Federal Holidays. The following Federal Holidays are observed and are not considered duty days: New Year’s Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, and Holidays issued by Presidential Executive Order.

5.6.2. The contractor shall accomplish this renovation effort during normal hours of operations and duty days. Outages shall be coordinated and scheduled after business hours, on weekends, or Federal Holidays. At least fourteen (14) days in advance, the contractor shall submit in writing to the CO, for approval by CE, CO, and User requests to work during the specified Federal Holidays or weekends to accomplish work that interferes with the User’s mission. After business hours, Federal Holiday, and Weekend work requests are dependent on the User’s ability to support the request.

5.6.3. Due to sensitive location of the site, the Contractor may encounter delays to accommodate the Air Force’s mission and exercise activity. If such delays occur, it is the responsibility of the Contractor to document such delays and notify the Contracting Officer within ten (10) calendar days.

5.7. SITE PROTECTION, CLEANUP, REPAIR OR REPLACE AND DIFFERING SITE

CONDITIONS.

5.7.1. The contractor shall ensure that all adjacent property, buildings and contents are protected from dust, dirt, runoff, debris, and other damages resulting from project activities. This shall include ensuring the project site is cleaned up on a regular basis.

5.7.2. The contractor shall ensure that all unfinished work is secured and protected from weather at the end of each workday. The contractor is responsible for any material and equipment loss incurred due to inadequate weather or security protection for the duration of this project.

5.7.3. Upon discovering issues that could not be foreseen or differing site conditions, the contractor shall stop work and immediately contact the CO and Project Manager. Proceeding without notifying the CO and Project Manager shall be taken as acceptance of conditions.

5.7.4. The contractor shall replace or repair to match original existing conditions, all existing adjacent finished surfaces, utilities, equipment, products, vegetation, and structures or parts thereof that have been damaged or removed as a result of the contractor’s construction activities.

5.7.5. The contractor shall dispose of trash and debris on a regular basis. The contractor shall ensure that all non-recyclable trash, debris, refuse, garbage, etc. is disposed of in a safe and legal manner. All recyclable materials shall be removed from the site on a regular basis. The KAFB landfill is available for disposal of non-hazardous waste.

5.7.6. The contractor shall ensure that the project site is clean prior to the pre-final walkthrough and the final walk-through. The contractor shall also ensure that the site is properly cleaned and free of scuffs, dirt and dust. Areas surrounding the construction site shall also be cleaned of any dirt or dust.
