The United States Special Operations Command (USSOCOM) at MacDill AFB, FL desires to procure annual subscription service of a Library Management System (LMS) cloud-based software program to support Theater Special Operations Command (TSOC) and Joint Special Operation University (JSOU) patrons.
CLIN 0001 - 4001: LMS Cloud-Based Software System product — EOS.web (or Equal)
To be considered “equal” to EOS.web, offered products must meet the following salient functional, physical and/or performance characteristics:
1. Cloud Based program to allow the librarians to access the LMS without having to download any software to their government computers.
2. Tracks and Stores items and patron records
3. Function to check out books, place holds, add items and patrons to the system
4. Provides search functions for users and staff users
5. Includes remote support services for five (5) concurrent staff users
6. Unlimited Web Online Public Access Catalogue (OPAC) users
7. Modules that allow:
-Acquisitions -Cataloging -Circulation -OPAC Discovery -Classification Management -Indexing -Interlibrary Loans -Reference Tracking -Report Writing Support -Internet Protocol (IP) authentication with Secure Socket Layer (SSL) encryption security

Includes the list of security protocols approved by HQ USSOCOM J6
Training Requirement:
Staff librarians must be trained on platform layout, how modules store information of over 10,000 item records and interface, and understand how the LMS interacts with the OPAC, other software and other databases and ebook platforms.
Integration Requirements:
Complete integration and training must be completed within 2 weeks of receipt of an award.
