PERFORMANCE WORK STATEMENT PROTESTANT RELIGIOUS EDUCATION (RE) COORDINATOR

VANDENBERG SFB, CA

20 July 2021

1. INTRODUCTION:

a. Vandenberg SFB (VSFB) is a Continental United States (CONUS) military community with a split population of Active Duty, Reserve, Civil Service employees, retirees, and dependents. The VSFB program has the responsibility of meeting the needs of this diverse community in support of Vandenberg’s continuous global space mission.

b. The VSFB Chapel is composed of chaplains, religious affairs airmen, appropriated and non-appropriated fund contractors, and lay volunteers. The programming developed by this staff is implemented in a pluralistic environment and is subject to the standards established by the U.S. Air Force.

c. The Chapel Community is one of diverse faiths, participating in and supporting Chapel programs at VSFB. This community operates energetic ministries that requires a high degree of coordination and cooperation among its staff.

2. GENERAL DUTIES AND RESPONSIBILITIES

The Contractor agrees to furnish the following described services at the locations, intervals and times specified by the Vandenberg SFB Chapel. The Contractor shall:

a. Under the direction of the Wing Chaplain, or their designee, manage and coordinate the Protestant Community’s comprehensive Religious Education (RE) program. The program may include, but is not limited to: Sunday school, Children’s Church, AWANA, Vacation Bible School, and all other parish or ecumenical bible study/religious education programs.

b. Manage, coordinate & ensure RE program scheduling to include facility and purchase requests for all RE events. Ensure purchase requests are submitted to the Appropriated Fund (APF) Approving Official or Chapel Tithes & Offering (CTOF) Account Manager, as appropriate, no later than two weeks prior to event for approval.

c. Plan, advertise, coordinate, and offer at least one RE program for Women, Men, Youth and Children respectively, to the VSFB Protestant Community during the Fiscal Year (FY).

d. Plan and coordinate children's church lessons in conjunction with Protestant worship services.

e. Maintain records, statistical information, and reporting as required by applicable Air Force Instructions, Air Force Chaplain Corps and local policies. [Ex: program/event attendance & hours]

f. Attend Protestant worship services at least three times monthly (community visibility enables volunteer relationships).

g. Attend weekly or regular chapel staff meetings, and Protestant Advisory Council (PAC) meetings.

h. Attend weekly staff meetings, or other official meetings, as required by the Wing Chaplain, or their designee.

i. Plan, coordinate, and submit annual Protestant RE Budget Proposal and Activities Calendar for the following FY to the Wing Chaplain, or his designee, by 1 August.

j. Coordinate selection and procurement of RE curriculum, supplemental materials and supplies with the Wing Chaplain’s designee.

k. Design and implement marketing campaign for RE programs in coordination with the Wing Chaplain’s designee.

l. Work in conjunction with the Catholic Religious Education Coordinator to plan, prepare and coordinate any and all ecumenical religious education programs.

m. Provide an equally qualified alternate to perform duties in the event of a known absence, upon prior approval by the Wing Chaplain. Wing Chaplain Approval should be given at least two (2) weeks prior to the absence.

3. VOLUNTEER MANAGEMENT REQUIREMENTS

The Chaplain Corps is authorized to utilize volunteers IAW DoDI 1100.21, Voluntary Services in the Department of Defense, to support religious education. A volunteer is an individual who performs gratuitous services in an official capacity in support of Chaplain Corps programs (e.g., RE, youth programs, etc.). All volunteers require oversight, training and recognition related to their specific duties. Volunteers who may come in contact with minors in the performance of their duties require a Child Care Criminal History Background Check IAW DoDI 1402.05, Background Checks on Individuals in DoD Child Care Services Programs.

a. Serve as the Chaplain Corps Volunteer Supervisor for the Protestant RE Program IAW AFI 52-101.

b. Recruit, train, and supervise volunteers for all Protestant RE programs. Ensure all planned programs have adequate volunteer support, and the volunteer to child ratio is within DoD and Air Force regulations and Chapel Policy.

c. Ensure volunteers meet all DoD and Air Force volunteer policy requirements to include:

i. Complete DD Form 2793, Volunteer Agreement for Appropriated Fund Activities & Non Appropriated Fund Instrumentalities, certifying their understanding of their roles and responsibilities as a volunteer.

ii. Complete chapel non-disclosure agreement to certify understanding of privileged communication while volunteering in religious programs.

iii. Maintain daily record of hours volunteered.

d. Ensure all personnel, working in programs involving minors in the performance of their duties during Chaplain Corps programs, have completed a Child Care Criminal History Background Check and comply with Line of Site Supervision (LOSS) requirements IAW DoDI 1402.05, Background Checks on Individuals in DoD Child Care Services Programs.

e. Create and maintain a master protestant RE volunteer list and contact information.

f. Provide initial and annual orientation & training for program volunteers.

g. Comply with all DoD and Air Force volunteer policy requirements as outlined on the Chapel SharePoint site.

4. SPECIAL QUALIFICATIONS The Contractor must:

a. Have at minimum, a HS diploma and at least 1 year of experience coordinating spiritual formation programs. Bachelor’s degree or relevant training, experience, or education is preferred.

b. Have a strong theological grasp of the Protestant faith, understanding multiple denominations, and have openness to a wide variety of faith expressions within the Protestant community. Also, be able to demonstrate the ability to clearly express the details of basic Christian doctrine.

c. Be able to recruit, train and maintain a volunteer base for programs.

d. Be able to perform word processing in Windows. Must be capable of working with calendar programs, MS Word, PowerPoint, Outlook and show ability to work with other software programs if necessary.

e. Be able to resolve interpersonal conflicts and promote constructive working relations.

f. Maintain a respectful, positive, and spiritually sensitive environment. Must be able to work with Chapel staff members, all military personnel, Chapel volunteer lay leaders, and Chapel volunteers with diverse spiritual backgrounds.

g. Undergo a Federal Bureau of Investigation (FBI) Background Check, receive a final favorable suitability or fitness determination, and be current on all periodic reinvestigations as required by DoDI 1402.05, Background Checks on Individuals in DoD Child Care Services Programs.

h. Qualify as a Line-of-Sight Supervisor for programs involving minors. Line-of-Sight Supervision (LOSS) is defined as continuous visual observation and supervision of an individual whose FBI background check has not yet cleared, and has a favorable interim suitability or fitness determination, while engaged in child interactive duties, or in the presence of children in a DoD-sanctioned program or activity.

5. CERTIFICATION OF SERVICES FOR PAYMENT: The Contractor shall submit a monthly invoice via Wide Area Work Flow (WAWF). The monthly invoice will include the dates and times of programs and total due for said month. The Contractor will be responsible for filing any applicable social security, federal, or state taxes. The invoice will be accepted on the 20th of the month after the completion of the service month or the first business day after the 20th if the 20th falls on a weekend. Payment will be made via Electronic Fund Transfer (EFT).

6. DESCRIPTION OF UNITS OF WORK: A unit of work for this position consists of one calendar month. A typical work week will consist of approximately 25 hours, but may fluctuate based upon the activity/activities necessary to complete the intent of the contract.

Maintain regular office hours at least four days a week, and telework hours when the environment or mission needs dictate. Regular office hours will be 0800-1600. Specific hours will be coordinated with the Protestant Service pastor.

7. PERIOD OF SERVICE: Hours are to be based around the needs to accomplish work at the Vandenberg SFB Chapel. The Chapel, building 16200, or a designated religious education facility will be the primary place for activities unless program needs dictate online presence, such as Facebook or Facebook Live events as required.

8. STANDARDS OF DRESS: The Contractor will be neatly attired, well groomed, and practice proper personal hygiene. Business casual for worship, special rites and services, such as funerals, retirements, etc. More casual for rehearsals is acceptable. Any hair length, beards, or mustaches are acceptable, provided it is neat, clean, and properly trimmed. Contractor must act in a professional and business-like manner while performing this contract.

9. EQUIPMENT AND SUPPLIES: The Chapel will provide adequate work and storage space, office supplies, and reproduction support. The Contractor will provide any Contractor preferred supplies and equipment.

10. SECURITY: The Contractor will comply with all Air Force /Space Force computer and information security requirements.

11. TERMINATION PROCEDURES: The Contractor may request termination of the contract with 60 days advance notice in writing. The government, at own discretion, may terminate the contract at any time. The contract may be terminated by mutual consent of both parties at any time.
