PERFORMANCE WORK STATEMENT
Community College of the Air Force Education Advisor
1 March 2021 1.
DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include providing academic advisement, information, and guidance plus preparation of documents associated with the services provided.

QUALIFICATIONS: The personnel who will be performing the assigned duties is required to have a baccalaureate degree from an accredited college or university and must pass a background check. Two years or more of experience in adult/military education guidance counseling is required as evidenced by documented employment from the guidance office of a college or university or military education center as an academic/guidance counselor. Knowledge of or experience with Air Force terminology, office procedures, and education programs is preferred. Familiarity/facility with Outlook, Microsoft Word, PowerPoint, Excel, and Access is also preferred.

WORK HOURS/DAYS: The Education Advisor hours will be 9:00 A.M. – 4:00 P.M. Monday through Friday, with a one hour lunch from 12:00 P.M. – 1:00 P.M. (The lunch hour may be adjusted with coordination and approval with the Chief of Education and Training). These hours will not be worked on federal holidays, when the office is closed, or outside the normal work hours of 0800-1600 M-F.

GUIDELINES: All tasks shall be accomplished in accordance with Air Force Instruction (AFI) 36-2649: Air Force Voluntary Education Program and all other pertinent Air Force, Air Force Space Command, Defense Activity for Non-Traditional Education Support (DANTES), and local command policies and publications. Contractor shall read AFI 36-2670 and become thoroughly familiar with the Community College of the Air Force (CCAF) Handbook and Counselors Guide, as well as all on base schools and degree programs, preferably prior to, but no later than, the first week of the period of performance. The AFI will be made available upon request through on-line reference material. The handbook, guide and school catalogs are available in the Education Services office.

SPECIAL REQUIREMENT: The contractor must inform the Education & Training Section Chief (E&TSC) of anticipated absence from a work schedule at least 24 hours prior to scheduled absence except in emergency situations. Non-emergency leave of one (1) week or more must be scheduled with the E&TSC at least two (2) weeks in advance and may not exceed two (2) weeks at a time, with a maximum of four (4) weeks in any one fiscal year. Leave shall not be scheduled two (2) weeks prior to the end of the CCAF bi-annual class closeout.

MATERIALS AND EQUIPMENT: The Government will provide all necessary equipment, supplies, and materials to include workstations, computer (with Internet access), telephone, and other materials and equipment mutually agreed upon to fulfill the requirements of this contract.
7.
SPECIFIC TASKS:
a. Advises active duty personnel on all programs available through voluntary off-duty education, such as the Community College of the Air Force (CCAF), DANTES, The Air University (AU), officer accession programs and other educational support programs as required by the E&TSC. Keeps the E&TSC current on all program and catalog changes and advises affected students promptly.
b. Provides advice and guidance to Active Duty Air Force (ADAF) members on CCAF degree opportunities by evaluating military training and course completions, reviewing transcripts and applying credit obtained. Conducts follow-up activities (phone calls, mail-outs, emails) to ensure individual student educational objectives are being met.
c. Pulls the Advanced Standing List, Five-Year Warning, Candidate Status and Possible Graduates reports from the CCAF Online website to email potential graduates and to track in progress and/or actual graduates.
d. Teaches potential CCAF graduates on how to use AFVEC features, to include but not limited to, how to update their personal data/supervisor information, how to create an Education Goal and how to access/use Associate to Baccalaureate Cooperative (AU-ABC) and General Education Mobile (GEM).
e. Instructs service members on how to use the Civilian Course Conversion Table (CivCCT), the Military Course Conversion Table (Mil CCT) and the 2017 Credit by Exam Matirx by Degree Program, as well as, how to track a transcript, submit a transcript and order a transcript.
f. Submits CCAF Action Requests to CCAF Program Managers and follows up with the services members regarding replies and/or action taken by CCAF.
g. Thoroughly, documents every phone call, email and conversation with service members in AFAEMS and provides the Education Services Officer (ESO) with weekly statistics.
h. Responsible for retrieving CCAF graduation confirmation emails from the organization email box, sending the notification to the service member, uploading a copy of the notification letter into Student Document Folder in AFAEMS and updating the CCAF Education Goal/marking the goal as complete
i. Assists all ADAF with information regarding Air Force tuition assistance information (does not obligate funds), Veteran Administration education benefits, federal financial assistance programs, local scholarships, and Air Force Aid Society.
j. Ensures courses taken for CCAF using military TA are needed for CCAF degree and completes counseling notes in AFAEMS. Approves or disapproves CCAF Education Goals in AFAEMS.
k. Assistance incoming CCAF Instructors with requirements and enrollment into Instructor of Technology & Military Science degree. Maintain communication with the 533rd and 532 Training Squadron’s CCAF Liaisons. CCAF Advisor will sign of the Instructor’s In Processing worksheet provided by the squadron and the advisor provide a signed Web Progress Report Worksheet for the member.
l. Refers students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their education goals.
m. Must be thoroughly familiar with the DANTES test program and advises students of DANTES tests that are applicable to their programs of study.
n. Conducts briefings for ADAF and all other requestors (units on base, Commander’s Calls) as needed.
o. Responsible for preparing all necessary correspondence and forms and maintaining related records and logs required to support all aspects of job tasks. The contractor shall also maintain statistical data as required by the E&TSC and assist with reports required by AFI.
p. Advises 30 Space Wing designated graduation committee on semi-annual CCAF graduation ceremonies. The contractor will communicate with CCAF and others regarding graduate certificates, Pitsenbarger Awards, etc. Provides E&TSC with graduation dates. Provides E&TSC weekly committee updates via email up to the day of the ceremony.
q. Maintains a by-date record showing advisement or counseling sessions conducted. The invoice shall be submitted at the end of each month through WAWF for verification and approval.
r. Uses the Air Force Automated Education Management System (AFAEMS) to maintain individual student records.
s. Assists, as needed, with planning, organizing, coordinating, and executing the annual Vandenberg Air Force Base Education Fair.
