Performance Work Statement

Media Blast Air Quality Program

Purpose: When completed the Media Air Quality Program shall meet and/or exceed the required minimum air quality necessary for personnel blast helmet air breathing and media blasting operations in accordance with Aircraft Technical Order required for the T-1, T-6, T-38 and F-16 airplanes.

Scope or Mission: The work covered within this performance work statement consists of furnishing all labor, tools, equipment and supplies necessary to clean, adjust, and lube the air servicing components required to properly blast aircraft. The air system compressors and air dryer, are critical to the Media Blast Unit’s capability to Air Force Corrosion Control Program in prolonging the life of our T-1, T-6, T-38, F-16 aircraft. The Randolph Air Force Base Media Blast Unit is an Air Force Regional Media Blasting Facility. If the compressors and air dryer are not serviced they will fail to operate and our regional facility would have to shut-down to repair or replace these critical assets at a much higher cost. The aircraft scheduled would have to be reconfigured and would need to get diverted to another facility outside this region for lateral support at more of a cost to the government and delay the Pilot Training Program and/or possibly ground aircraft that may come up overdue.

Period and Place of Performance: Period of performance shall be for one time purchase for service repair which should take no longer than 2 business days.

Background: The Quincy 1250 air compressors serial #’s UN103343 and 92312J and Hankison Dryer HES2500 require an 8,000 hour servicing to ensure proper and prolonged operation of the air quality program. These components require specific servicing and maintenance to continue blasting operations thus ensuring safe dry breathing air is provided to blasting operators during operation and Media Blast operations are completed.

Performance objectives to provide all labor, tools, equipment and supplies necessary to clean, adjust, service two compressors Quincy 1250 Compressors serial #’s UN103343 and 92312J and one each Hankison Dryer HES2500 located in Hangar 61, Randolph AFB to operating at peak performance.

The following operation checks shall be performed:

a. Change air filters, oil filters, separators

b. Clean/blow out coolers

c. Test run unit for proper operation

d. Check AMP draws and grease motor bearings

e. Check electrical instrumentation

f. Check running temperatures and pressures

g. Check for any air or oil leaks

h. Check drain

i. Clean/wipe down unit

No Ma’am. The service is called an 8,000 hr. service in accordance with the manufacturer’s book. This service is considered a major inspection/service.

So are they not working now? When was the last time this type of servicing took place?

Currently, the service lights are lit on the units. The last time these were serviced was estimated over 5 years ago.

The above performance checks will be done to the following:

1 each Quincy 1250 serial #UN103343

1 each Quincy 1250 serial #92312J

1 each Hankison Dryer HES2500

Location: Hangar 61 at Randolph AFB, Texas to keep secure it is maintained in optimum working condition.

Anti-terrorism (AT) Force Protections: The work performed on this contract shall comply with DoDI O-2000.16 Vol.1_AFI 10-245 para. 2.13.20.b. Coordinate with the installation Antiterrorism Officers or Antiterrorism Program Manager (ATPM) to ensure Level I – AT Awareness Training is offered to all contractors. Coordination for training should be done by the requiring unit after contract award and JBSA AT Plan para. 3.2.4.3 Coordinate with the location ATPM to ensure Level 1 – AT Awareness Training is offered to all contractors. Coordination for training will be accomplished by the requiring unit after contract award.

Hours of Operation: The contractor is responsible for conducting business, between the hours of 7:00AM – 4:00PM Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closingsThe Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

Contractor POC: The contractor shall provide a primary and alternate POC to be responsible for the performance of work under this contract. The alternate shall act for the contractor when the primary is absent, and shall be designated, in writing, to the Contracting Officer. The primary or alternate POC shall have full authority to act for the contractor on all contract matters relating to any issues that may arise during work performance. The primary or alternate POC shall be available between [7:00 a.m. to 4:00p.m.], Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.

Is it 8,000 hours each or all together? What’s the critical objective, the hours or the checks? The CLIN may need to be by hours, not each and may want to separate the equipment into separate CLINS and payments will be scheduled performance payments. That also depends on the period of performance.
