PERFORMANCE WORK STATEMENT FOR

ROME RESEARCH SITE CABLE TV SYSTEM

AIR FORCE RESEARCH LABORATORY ROME RESEARCH SITE

ROME, NEW YORK

13 May 2020

Solicitation No. FA8751-20-Q-0408

SECTION I

DESCRIPTION OF SERVICES

1. PROGRAM OVERVIEW. The contractor shall provide all personnel, equipment, tools, materials, supervision, outside programming and other items and services necessary to maintain operation of the Air Force Research Laboratory (AFRL) Rome Research Site (RRS) Cable Television System and provide Standard Definition (SD) and High Definition (HD) Community Antenna Television (CATV) standards of channel programming. The system is currently supporting over 65 channels of commercial, over-air, educational, informational, local, and security view programming throughout the RRS campus of six buildings. The contractor will modify, troubleshoot, test and perform periodic signal alignments as defined in this Performance Work Statement (PWS). The contractor will provide for all current programming and commercial programming rebroadcast licensing. Requirements will be as defined in this Performance Work Statement (PWS). The contractor shall perform the requirements in this PWS and conform to the industry standards identified in this contract and shall follow all other applicable instructions and directives as identified by this PWS.

1.1. SCOPE.

1.1.1. The contractor shall perform preventative and remedial maintenance, periodic signal alignment, trouble shooting, testing, and modifications to sustain the system’s operational performance to provide SD QAM, HD QAM and SD NTSC CATV channels over a fiber- optically cable distributed system to thirty-nine (39) Communications Closets and distributed by coaxial cables to end user devices (TVs, etc).

1.1.2. The contractor shall be responsible for maintaining the programming, all commercially provided programming and redistribution licensing including current hardware and operating software/firmware patches and upgrades.

1.1.3. The contractor shall repair/replace any components including RF devices, modulators, fiber optic transmitters, receivers, couplers, satellite and antenna reception equipment and associated rack equipment in order to maintain the overall integrity of the system that exists internally and externally between the buildings of RRS.

1.2. BACKGROUND.

1.2.1. This is an all new fiber optic and coaxial cable CATV distribution system installed in 2015, replacing the dual broadband and fiber optic MULTINET system.

1.2.2 Programming can be sent from other RRS areas into the system by using the campus multi-mode and single-mode fibers infrastructure or a digitized stream over IP through the campus-wide computer network.

1.3. TECHNICAL REQUIREMENTS. The contractor shall accomplish the following technical, quality assurance, and reporting requirements.

1.3.1. Furnish all labor, supervision, equipment, tools, transportation, test equipment, parts, materials, outside programming and other items and services necessary to sustain the operation of the Government-owned RRS Cable TV System in order to support SD QAM, HD QAM and SD NTSC channels over a fiber-optically distributed CATV system to thirty-nine (39) Communications Closets and from those closets distributed by RG-6 coaxial cable to the end user devices. The requirements have been broken down into three (3) tasks as follows.

Task 1 – Maintain CATV Distribution System

(a) Maintain the operation of the fiber optic full spectrum CATV forward distribution system to all thirty nine (39) RRS Communications Closets. The spectrum will be 47MHz to 1GHz or better. The design and operation will comply with all current NTSC and CATV industry standards. Refer paragraph 1.3.4. System Certification.

(b) Origination of said all fiber optic full spectrum CATV forward distribution system is in the RRS Building 106TC2A Communications Closet System cabinet supporting a RF Headend feeding five (5) RF to Fiber Optic Transmitters to four (4) Fiber Optic Splitters in RRS Buildings 2, 3, 3W and 106 with a direct transmitter feed to the Gym.

(c) Provide adequate RF amplification to the distribution user fields in each of the thirty nine

(39) closets to deliver the full spectrum from the closet’s fiber optic receiver, tap and from one (1) to six (6) 16-way splitters to the end user drop.

(d) Maintain user location drops “home runs” to the nearest communications closet for Auditoriums, Break Rooms, Lobby TVs, Canteen, Conference Rooms, and user TVs.

(e) Provide and install “home-run” RG-6 cable drops within any area of the RRS buildings to the distribution user fields in the nearest Communications Closet. Information as to where and when cable drops are to be accomplished will be provided by the Government. The number of cable drops will be limited to ten (10) per month or one hundred twenty (120) per year and will be approximately two hundred (200) feet or shorter in length each.

Task 2 - CATV Internal Local Programming

(a) Maintain the currently provided NTSC SD CATV channels: Refer Technical Exhibit 2, TABLE 1: RRS Cable TV Channel Assignments.

(b) Maintain the currently provided QAM SD CATV channels: Refer Technical Exhibit 2, TABLE 1: RRS Cable TV Channel Assignments.

(c) Maintain the currently provided QAM HD CATV channels: Refer Technical Exhibit 2, TABLE 1: RRS Cable TV Channel Assignments.

(d) Maintain all associated receivers, satellite dishes, antennas, RF amplifiers, channel modulators, etc. Refer Technical Exhibit 2, Table 2. RRS Cable TV Summary Components List.

Task 3 – Dish Network Smartbox Commercial Satellite and ATSC Off-Air Programming

(a) Maintain the Dish Network Smartbox, all its blades and components including the Dish Network satellite Superdish 1000. Refer Technical Exhibit 2, Table 2: RRS Cable TV Summary Components List.

(b) The contractor will provide the Dish Network Smartbox commercial programming. This includes: the cost of programming, redistribution licensing costs, as well as providing and installing all current hardware and operating software/firmware patches and upgrades. The contractor must be a valid Dish Network Business Class Authorized Reseller in order to provide said programming, redistribution licensing and current and validated hardware and operating software/firmware patches and upgrades.

(c) Maintain the Dish Network Smartbox to provide sixteen (16) ATSC over-air local broadcast channels and modulate as CATV QAM channels. Refer Technical Exhibit 2, TABLE 1: RRS Cable TV Channel Assignments.

(d) Maintain the Dish Network Smartbox to provide twenty four (24) Commercial programming and modulate as CATV QAM channels. Refer Technical Exhibit 2, TABLE 1: RRS Cable TV Channel Assignments.

(e) Maintain the Dish Network Smartbox to provide sixteen (16) Commercial programming and modulate as CATV NTSC SD channels. Refer Technical Exhibit 2, TABLE 1: RRS Cable TV Channel Assignments.

(f) Maintain Two (2) mast roof-mounted Terrestrial Digital DB-8 UHF Antennas [one (1) Utica pointing, one (1) Syracuse pointing], RF Amplifiers and RG-11 cabling to the Building 106TC2A Communications Closet CATV System cabinet.

1.3.2. System Maintenance.

1.3.2.1. Maintain the entire system and equipment and perform signal alignments as necessary. The coax component includes amplifiers, distribution taps, various splitters, and head-end assembly. The fiber optic component consists of single-mode fiber optic cables, transmitters and receivers. The programming system consists of antennas and satellite dishes, off-air antenna receivers, satellite receivers, channel modulators and other miscellaneous parts generally located in the Building 106TC2A Communications Closet CATV System cabinet. Provide for and maintain all off-site programming and redistribution licensing.

1.3.2.2. Develop, maintain, and deliver system documentation that indicates all system layout changes, equipment changes & manuals.

1.3.3. Preventative and Remedial Maintenance.

1.3.3.1 Prime Time Remedial Maintenance. Respond to any authorized maintenance call during Prime Time as defined in paragraph 4.2. Normal response following a request for remedial repair shall be within two hours with repair of the system completed by the contractor within four hours after arriving at site.

1.3.3.1.1. Coordinate factory repair of individual components with the Government. The contractor is responsible shipping cost and loss or damage to equipment from the time when equipment is sent to the factory until the repaired equipment is returned to the Government.

1.3.3.1.2. Maintain carrier to noise ratio of at least 46 dB, measured with a suitable time domain oscilloscope or spectrum analyzer.

1.3.3.1.3. In the event of a fiber optic cable failure, test fibers end-to-end for proper light transmission to assure operation of optical modems and terminate the ends of the fiber with the proper connectors when necessary. The Government will maintain the fiber cables within and between the buildings. In the event of a fiber failure, the Government will assign another fiber.

1.3.3.1.4. Accomplish remedial maintenance, trouble shooting, and testing during Prime Time in such a manner as not to interrupt the remaining portion of the system. In those cases where remedial maintenance will interrupt the remaining portion of the system, a period of time agreeable to both the contractor and the designated Government representative will be set aside for repair. Such repair periods shall be at no additional cost to the Government and may or may not be accomplished during Prime Time hours.

1.3.3.2. Remedial Maintenance Other Than Prime Time. Provide on-call maintenance service for all hours outside of Prime Time. Complete repairs before the start of the next Prime Time period or within the first four hours of the next Prime Time period.

1.3.3.3. Preventive Maintenance. Perform preventive maintenance on a non-interference basis during Prime Time at six-month intervals. Reschedule preventative maintenance that may interfere with the normal operation of the system to a time other than during Prime Time. The rescheduling of such maintenance will be mutually agreed to between the contractor and the Government on a case-by-case basis and will be at no additional cost to the Government.

1.3.3.3.1. Preventive maintenance consists of checking the system for equalization, signal levels, frequency response, hum modulation measurement, amplifier level checks, on proper channel programming and installing equipment software updates and patch releases. Preventive maintenance is required every six months.

1.3.3.4. Fiber Optics. Maintain the fiber optic distribution including both internal and external fiber optic links, optical transmitters and receivers, fiber splitters, and replacement of optical fiber cable, as required, inside the buildings. Maintain the integrity of the fiber optics communication that exists internally and externally between the buildings of RRS.

1.3.3.4.1. In the event of a failure, test these fibers end-to-end for proper light transmission to assure operation of optical transmitters, receivers and fiber splitters and terminate the ends of the fiber with the proper connectors when necessary. The Government will maintain the fiber cables between the buildings. In the event of a fiber failure, the Government will assign another fiber.

1.3.4. System Certifications.

1.3.4.1. Certify the entire system within 30 days after contract award.

1.3.4.2 All work is to be in accordance with FCC specifications for CATV systems Title 47 Telecommunications, part 76.605. Refer to this document for rules, standards, channel testing and procedures, and equipment needed to perform tests.

1.3.4.3 All work is to be in accordance with cabling and cable television system installation and maintenance standards by the National Cable Television Institute (NCTI) and Building Industry Consulting Services, International (BICSI).

1.3.5. Modification.

1.3.5.1. Perform modifications to the coaxial cable and the fiber optic cables distributions due to construction or relocation of offices, closets and laboratories as identified by the Government. Prepare and submit an estimate of all costs involved for the work to be accomplished. This estimate shall be submitted to the Government contracting officer and is subject to negotiation. No work shall commence until approved by the Government contracting officer. If the approval to perform the work is given, the work shall commence at a time mutually agreed to by the contractor and the Government contracting officer. The performance period for the work is subject to mutual agreement between the contractor and the Government contracting officer.

1.3.6. Facilities and Equipment.

1.3.6.1. Spare or Replacement Equipment. Stock or supply all parts and equipment required to support the system including all RF coaxial system amplifiers, power supplies, couplers, splitters, different value attenuation taps, connectors, fittings, mounting brackets, cables, transmitters, receivers, channel modulators, fibers, and patch panels.

1.3.6.2. Diagnostic Hardware. Utilize contractor-furnished diagnostic and test equipment to support the system including coaxial time domain reflectometer, optical time domain reflectometer, fiber fusion splicer, CATV spectrum analyzer, sweep generators, RF Frequency Counter, RF radiation and fiber light leakage detection equipment, optical power meters, satellite Ku-band signal meter, and Cat 5e cable tester.

1.3.6.3. Installation Equipment. Utilize contractor-furnished tools and installation equipment including coring tools, cable preparation tools, splicing equipment, punch down tools, cable pulling guides, pulleys, fiber optic fusion splicer, various mechanical splicers, terminating, and connectorization equipment, and ladders.

SECTION III

GOVERNMENT-FURNISHED PROPERTY

3.1. Property. No government property shall be furnished. Interior Building Maps of Communications Closets and Fiber Optic Interconnections will be made available on contract award.

SECTION IV

GENERAL INFORMATION

4. GENERAL INFORMATION. In addition to the description of services provided in Section I, the contractor shall perform the following general tasks.

4.1. CONTRACTOR PERSONNEL.

4.1.1. Personnel Qualifications. The contractor shall provide qualified personnel who meet the minimum qualifying criteria at the beginning of their employment as specified. Listed below are the qualification and experience requirements for personnel.

4.1.1.1. The overseeing contractor lead must be Registered Communications Distribution Designer (RCDD) certified. The contractor lead shall assign employees for work on this contract when such employee is identified and certified as a qualified CATV technician that is professionally trained and certified for cabling and cable television system installation and maintenance by such organizations such as the National Cable Television Institute (NCTI), Building Industry Consulting Services, International (BICSI) or Society of Cable Telecommunications Engineers (SCTE).

4.1.1.2. The contractor overseeing the operation, configuration, modification, hardware and software patches and upgrades of the Dish Network Smartbox must have Dish Network Smartbox Certification.

4.1.2. Employee Training. The contractor shall provide necessary training to employees.

4.2. HOURS OF OPERATION.

4.2.1. Prime Time Hours. The contractor shall perform the services required under this contract during the following hours: Monday through Friday, (7:00 A.M. to 5:00 P.M.) hours unless otherwise stated.

4.2.2. Recognized Holidays. Unless stated otherwise in this PWS, the contractor is not required to provide service on the following days: US federal holidays.

4.3. PERFORMANCE. The performance of these services is not considered to be mission essential during time of crisis. Should a crisis be declared, the Contracting Officer or his/her representative will advise the contractor of any revised requirements, followed by written direction.

4.4. PLACE OF PERFORMANCE. The contractor shall perform the requirements of this contract at Rome Research Site Rome, New York.

4.5. SECURITY REQUIREMENTS.

4.5.1. The work to be done on this project is located in and around areas that are under the scrutiny of the Department of Defense Police assigned to the RRS Information Directorate. To gain access to the areas to examine the work to be done for job estimation purposes, arrangements must be made through the Contracting Office. Contractor personnel will be escorted into the areas for the purpose of project estimation.

4.5.2. When it has been determined which Contractor will accomplish the project a Visit Request from the company, preferably on Company letterhead, will be necessary prior to initial work commencement. The Visit Request letter needs to be signed by the Company President or Director of Human Resources. The Visit Request will also be used as the Entry Authority List. The Contractor will supply the Visit Request to Security (AFRL/RIOF) through the Contracting Office. The Visit Request can be done via RRS Visit Request Form, AFMC Form 97 (found on the AFRL web page, https://rlweb.rl.af.mil/security/) or a simple Company Letterhead letter identifying all personnel who will be employed during the work. The request will contain a full name to include a middle initial (Frank A. Dude), date of birth (14 Dec 1953), state of driver’s license issuance and place of birth (Austin, Texas). This information will be used to do a Local Files Check. This check will provide Drivers License Info, Wants & Warrants and Protection Orders and will also provide information on Illegal Immigration and suspected terrorist affiliations. The Local Files Check will also be accomplished prior to work commencing. If the individual is not a US Citizen they will not be allowed within the complex or facilities. If, the individual is not a US Citizen but has a Green Card, Form I-551 or has the I-551 stamp on their passport, Security will need to see either one. There will be no foreign national workers allowed on the Rome Research Site

4.5.3. Provide the Company’s phone number and a Project Leaders or Supervisor/Foremen cell-phone number is necessary for the Law Enforcement Desk Sergeant.

4.5.4. All facilities are entered using a magnetic media entry badge. Contractor work within the facilities will be required to obtain an Unescorted Visitor Badge; this will be procured by the Division/Branch with oversight of the work. The badge is obtained in the lobby of Bldg 3, West Wing, Security Office. This badge will be worn at all times within the facility. These badges will be returned to the Contracting Officers’ Technical Representative before completion of the final inspection. Any badges lost during the period of work will be reported to Security as soon as possible.

4.5.5. Access to the RRS Complex is controlled by a Main Gate on Brooks Rd, located just west of the Otis & Brooks intersection. Identification for the contractor to enter with a vehicle will be an access list supported by the electronic badge issued. All commercial vehicles entering the gate will be searched. One-time deliveries can be escorted from the gate to delivery point by project personnel.

4.5.6. All commercial vehicles are searched prior to entry into the RRS Complex. Vehicle operators will be aware of the vehicle search pull-off area prior to approaching the Main Gate. A search of the vehicle will be conducted prior to its entry. All vehicles not needed for delivery of equipment or tools will be parked in the visitor parking area unless cleared through Security. There are No vehicles allowed within 25 meters (80 ft) of the RRS facilities.

4.5.7. All personnel should be aware that the Rome Research Site is Property of the United States Air Force. All personnel will follow all posted signage.

4.5.8. Contractor personnel will be notified by RRS Police of any emergencies which would require an evacuation or work stoppage, such as an increase in the Force Protection Condition.

4.5.9. Building/Room Keys: If the contractor needs access to area(s) that are locked (i.e. mechanical rooms, janitor’s closet, communications closet, etc.), a request for entry of at least 2 working days prior to the need for access will be submitted to AFRL/RIOC construction or AFRL/RIOS communications representative. The area(s) will be provided on a daily basis. The area(s) will be locked down at the end of the day’s work.

4.5.10. The 24 hour Desk Sargent can be reached at 315-330-2961.

4.6. SAFETY REQUIREMENTS:

4.6.1. Comply with all safety and health requirements necessary for the protection of personnel, facilities and equipment including, but not limited to all applicable Occupational Safety and Health Administration (OSHA) standards, while performing this contract at the Air Force Research Laboratory (AFRL), Rome Research Site (RRS), Rome NY. It is the contractor’s sole responsibility to make certain that all safety requirements are met.

4.6.2. Maintain a written safety program for compliance with the applicable OSHA standards, and make said program available for review by the Government upon request by the Contracting Officer.

4.6.3. In the event of a mishap, or a “near miss”, during the performance of this contract on AFRL RRS, notify the Contracting Officer or the DET 4 Safety Office in an expeditious manner. Written notification shall be provided to the Contracting Office (who will forward a copy to the DET 4 Safety Office) within 72 hours and shall include the following information (Air Force Form 978 Supervisors Mishap Report may be used):

a. Contract, Contract number, Name and Title of Person(s) Reporting

b. Date, Time and exact location of accident/incident

c. Detailed narrative of accident/incident (events leading to accident/incident, answer who, what, when, where and how)

d. Cause of accident/incident (if known)

e. Type of injuries resulting from the accident/incident and estimated cost of accident/incident (material and labor to replace/repair)

f. Nomenclature of equipment involved in accident/incident

g. Personnel involved in accident/incident

h. Corrective Actions (taken or proposed)

i. Other pertinent information

4.6.4 AFRL RRS uses a Safety and Health Management System to implement and manage its safety programs. A SHMS is a systematic approach to managing safety and health activities by integrating occupational safety and health programs, policies, and objectives into organizational policies and procedures. Simply stated, a SHMS is a set of safety and health program components that interact in an organized way. An effective SHMS consists of five critical elements that apply safety and health management practices of employers who have been successful in protecting the safety and health of their employees. All contractors are required to familiarize themselves with the requirements of a SHMS. An example of a SHMS is OSHA’s Voluntary Protection Program (VPP). Detailed information on VPP is available at the OSHA website at http://www.osha.gov/dcsp/vpp/index.html. On-site contractors are required to attend a Local Conditions Course as part of in-processing at AFRL RRS.

4.7 Environmental Requirements

4.7.1. Comply with the AFRL/RI Hazardous Material (HazMat) program for the purchase, storage, documentation, inventories, requisitions and disposition of HazMat. Maintain a Hazard Communication (HazCom) Program at each facility, include an inventory identifying hazardous materials and their locations, and the Safety Data Sheets (SDSs) for those items.

4.7.2 Comply with AFRL/RI environmental programs to include Spill Prevention Control and Countermeasures (SPCC) guidelines and other documents published by AFRL/RIAFRL/RI Civil Engineering Environmental Office (AFRL/RIOCV), e.g., Hazardous Waste Management Plan(s), Pesticide Management Plan(s), Asbestos Management Plan (s) wetland delineation reports, environmental baseline survey reports, etc. Site specific training will be required on an as needed basis and will be provided by AFRL/RIOC. Perform storage tank inspections and supply information to the EOH Office when requested. Assist AFRL/RIOCV with Environmental Compliance Assessment and Management Program (ECAMP) and Management Internal Control Toolset (MICT) findings for the facilities. Assist (answer questions, escort personnel) AFRL/RIOCV personnel and their contractors who are performing environmental studies and conducting various environmental projects at the facilities.

DOCUMENTATION AND BACKGROUND INFORMATION

1. DOCUMENTATION & BACKGROUND INFORMATION.

1.2. Design Architecture.

1.2.1. The RRS Cable TV System is comprised of coaxial and fiber optic cables and equipment being feed CATV programming from various satellite, antenna and internal sources. All programming originates in the B106TC2A Communications closet. The programming is modulated, based on type, onto SD NTSC, SD QAM and HD QAM CATV channels. These channels are balanced, merged and amplified in the headend assembly and feeds five (5) 1GHz spectrum fiber optic transmitters. The output of these transmitters is carried by fusion spliced single-mode fibers to fiber optic splitters in RRS buildings 2, 3, 3W, and 106 with a direct (un-split) feed to the Gym. Hanger 101 is an extension of the Building 106 distribution. The fiber optic splitters in each major building fan out to that building’s communications closets. Each closet contains a fiber optic receiver that is padded by an appropriate value multi-way tap feeding the user field of 16-way RF splitters.
