I. Contracting Activity.

II. Nature and/or description of the action being processed.

This action is a new firm fixed price order for Keysight tunable laser sources and mainframes.

III. Description of supplies/services required to meet agency needs.

This requirement is for the purchase of tunable telecom laser sources and mainframes combining both the tunable telecom laser systems and additional telecom detector and attenuation modules. One of the systems will be utilized in the IAC and one of them will be utilized in the ECF on new cryostats for investigations of microwave-optical transduction. Such systems must be integrated with plug and play capability and rack mountable. AFRL/RITQ requires additional external detector modules in the same telecom band with matching software controls for optics experiment automation.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The brand name products to be acquired are essential to the Government’s requirements and other companies’ products do not meet, or cannot be modified to meet AFRL/RITQ needs without the Government experiencing substantial duplication of cost and effort that could not be expected to be recovered through competition. The requirement is brand name only for Keysight equipment due to a need for compatibility with existing modules (sources, detectors, attenuators and other modules such as filters) at AFRL/RI. Mainframe and modules must be plug and play compatible/interchangable with existing hardware (with a value of over

) and Keysight commercial software and custom in house developed software for device automation (with over of effort). The mainframes and modules in use are designed for interchangeability between mainframes as required by the continually changing experiments for which they are used. This portability and reconfigurability are key specifications that make the products useful to AFRL/RITQ. The current purchase will increase the number of units available to AFRL/RITQ, their possible configurations, and therefore the number and types of experiments that can be simulations conducted by AFRL/RI.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

It is anticipated that the receipt of competitive offers from a BetaSAM.gov solicitation will produce a fair and reasonable offer less than or equal to the Government estimate.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

It is anticipated that the receipt of competitive offers from a BetaSAM.gov solicitation will produce a fair and reasonable offer less than or equal to the Government estimate.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research conducted by the end user of the product and the required characteristics was conducted. An internet search was unable to identify any other products with compatible design and software, therefore it was determined that no other manufacturers or products exist that are capable of meeting the specifications of this requirement.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

The Government estimate is based on an open market quote provided by The informational quote was obtained by AFRL for budgetary purposes. AFRL Market research concluded that the requirement is available through open market vendors.

Correspondence with Keysight Technologies confirmed they offer numerous Government approved resellers.

X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The end-user will continue to monitor the market in order to identify opportunities in order to maximize competition in potential future requirements.
