Section B: Description of the Supplies/Services Required

This action is a new firm fixed price order for the following:

The specific items included are:

- (Qty 4) USRP X310 (KINTEX7-410T FPGA, 2 Channels, 10 Gig-E and PCIE Bus) Part #: 783145-01

- (Qty 8) UBX-160 (6GHz Rx/Tx, 160 MHz, X Series only); Part #: 783775-01

- (Qty 1) USRP N310 (ZYNQ-7100, 4 Channels, 10 MHz-6GHz, 10Gig-E); Part #: 785067-01

- (Qty 1) Alternate UHD License; Part #: 960150-01

These are Ettus radios, which is a National Instrument brand. The required brand name is National Instruments (NI).

Section C: Justification for Soliciting from a Single Source or Brand Name

These transceiver radios are one part of the Hardware Development Kit for the . The office has developed this standardized hardware configuration for collaboration among organizations developing technologies for the . The USRP radios were selected by the program office as the best-of-breed to meet all program objectives and requirements. Maintaining a common baseline hardware configuration will provide compatibility and reduce risk for the team which will also translate to a cost savings for the Government. NI is the only manufacturer of this product that is compatible with the Hardware Development Kit. Purchasing a different transceiver radio from another manufacturer would not be compatible and would render the Government system useless.

Section D: Efforts to Obtain Competition

Market research indicates this product is available from several small businesses in the open market and on NASA SEWP;

however, the Government will receive better pricing from open market vendors. Recommend soliciting through sam.gov with a small business set-aside.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Government will continue to monitor the market in order to identify opportunities to maximize competition in potential future requirements and in the event that the research and development activity changes, other products will once again be evaluated to determine their capability to support future projects.
