Section B: Description of the Supplies/Services Required

This action is a new firm fixed price order for Keysight's Optical Mainframes and Attenuator Modules. The required brand name is Keysight Technologies. The estimated cost is

Section C: Justification for Soliciting from a Single Source or Brand Name

Keysight Technologies equipments are required due to the need for compatibility with existing modules, i.e. sources, detectors, attenuators and other modules such as filters at AFRL. Mainframe and modules must be plug and play compatible with existing hardware Keysight's commercial software and custom in house develop software for device automation (+100 hours effort). The mainframes and modules in use are designed for interchangeability between mainframes as required by the continually changing experiments for which they are used.

This portability and reconfigurable are key specifications that make this product useful to AFRL/RITQ. This purchase increases the number of units available to RITQ, their possible configurations and therefore, the number and types of experiments that can be simulations conducted by AFRL.

Section D: Efforts to Obtain Competition

Market research indicates that these products are only available through one small business, on GSA Advantage; however, they can be obtained from multiple small businesses in the open market such as

. Recommend soliciting through sam.gov with a small business set-aside to promote competition in the open market.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Government will continue to research the performance and technical capabilities of similar products against each of their future requirements to avoid omitting other qualified sources. The market will be monitored for future availability of additional providers.
