Performance Work Statement For
Purchase and Installation of Emergency Call Radio Boxes for 18 FSS/Okuma Detachment 1, Kadena
AB, Okinawa, Japan 20 Aug 2020

1. DESCRIPTION OF SERVICES - The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, safety equipment, needed supplementary items and services necessary to supply, install and configure Emergency Radio Call Boxes and Radio Consolette at Okuma Recreation Site.
1.1 SUPPLY AND INSTALLATION
1.1.1 The contractor will properly assemble, install & configure all materials, mounts, and any other required equipment to complete four Emergency Radio Call Boxes and a Radio Consolette. The contractor shall reprogram as necessary the existing radios at Okuma to monitor the new radio enabled emergency call boxes.
1.1.2 Radio Communications – The Emergency Call boxes will have radios that operate on the existing Okuma radio network embedded in them as part of the Kadena AB System known as the Joint Japan Korea Land Mobile Radio (J2KLMR). A Radio Consolette is required for on-duty dispatch monitoring of the call boxes.

Four (4) new portables radios will be required & one (1) new consolette. All installation materials must be provided to install at the Okuma Security Office and programming for all devices.
Programming will require:
• Program, tune, and align portables & consolette with appropriate system ID and talk groups as determined by Okuma
• Load base encryption key (UKEK) and Radio Authentication Codes
• Activate units on the J2KLMR system

• Program up to 15 security portable radios that already exist at Okuma in order to monitor the emergency call boxes
• New antenna, cable line and mount
1.1.3 Emergency Call Box – The call box shall be powder-coated aluminum with a self-closing door suited for outdoor use where harsh and inclement weather is expected.
Enclosure 13” H x 9.5” W x 6.5” D
Minimum required characteristics, features, and options for the Emergency Call Boxes.
• Battery –12amp hour battery allowing a one day charge to provide up to 40-day battery standby

Four (4) new Call Boxes will need to be installed. Two (2) of the Call Boxes shall be Solar Powered and two (2) will be AC/DC. Two (2) additional AC/DC Call Boxes will be provided as spare enclosures. A total of six (6) call boxes will be provided
The AC/DC shall be A plug-n-play AC/DC with NEMA rated enclosure for a fast, easy, inexpensive installation where commercial power is available
Solar Power shall have a 5-watt Solar Panel for independence from commercial power sources.
The Installation will require removal of the existing legacy call boxes and installation of the new call boxes.
1.1.4 The contractor shall provide, properly assemble, and install all materials, mounts, and any other required equipment to provide a complete noise reduction system. The contractor must ensure all arriving material fits through standard doorways.
1.1.5 As noted in section 1.1.2, supply and installation of materials shall not be provided for designs using sound absorbing materials along the baffling. The absence of materials or installation shall not absolve the contractor of the responsibility to provide a complete design that will meet all ETL 11-18 requirements.
1.1.6 Liability for damages – The contractor shall be held responsible for any damages that occur by the contractor and/or any personnel that work under this contract to Government facilities, Government owned property, and Government purchased material.
1.1.7 The Contractor is responsible for door to door delivery, unloading, assembly, and installation of all products. The contractor shall dispose of and remove from the installation all refuse generated during installation. Disposal shall follow all Japanese government regulatory requirements.
1.1.8 The contractor will coordinate schedule with 18 FSS/Okuma staff, based on beneficial occupancy date. Indoor storage will be available upon request at the 18 FSS/Okuma UCC building 206, but the contractor will be responsible for transportation of all materials to and from the work site.
1.1.9 Locations:
2 GENERAL INFORMATION.
2.1 HOURS OF OPERATION. The contractor must perform the on- site services required under this contract during the following hours: 07:30 am- 16:30 pm, Monday through Friday, except on U.S. holidays specified in section 2.1.1 of this PWS and PACAF Family days.
2.1.1 Holidays – The building 204 staff will not be on-site for the following holidays:

If holiday falls on a Saturday, it will be observed on the preceding Friday. If it falls on a Sunday it will be observed on the following Monday.
2.2 SECURITY REQUIREMENTS - The contractor must be responsible for safeguarding all contractor controlled government property at the close of each work period. If the contractor departs the facility after building staff, they will be required to lock the facility gate.
2.2.1 Pass and ID - The contractor must obtain and ensure employees have the necessary identification and gate passes in accordance with U.S. military installation regulations prior to the start of this contract. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate to obtain a vehicle pass.
2.2.2 Safety and Fire - The contractor must comply with applicable government published safety requirements and regulations which will be available upon request by the contractor.
2.2.3 Utilities. The government will provide water and electricity, as available.
2.2.4 Conservation of Utilities. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions, which prelude the waste of utilities.
2.2.5 Lights shall be used only in areas where and when work is actually being performed.
Water faucets or valves must be turned off after the required usage has been accomplished.
2.3 CONTRACTOR PERSONNEL REQUIREMENTS.
2.3.1 Contract Manager - The contractor must provide a contract manager who will be responsible for the performance of the work. The name of this person, and an alternate(s), who will act for the contractor when the contract manager is absent, must be designated in writing to the CO five working days prior to start of projects.
The contract manager or alternate will have full authority to act for the contractor on all contract matter relating to the daily operation of this contract. The contract manager or alternate will be available during normal duty hours with sixty (60) minutes to meet on the installation with the government personnel (designated by the Contracting Officer) to discuss problem areas. After normal duty hours, the manager or alternate must be available within two (2) hours. The contract manager or alternate(s) must be able to read, write, speak, and understand English.
2.3.2 Contractor Personnel - Contractor personnel must use protective clothing whenever they are performing tasks that could cause harm to the employees or damage to property.
2.3.3 The contractor must not employ persons to work on this contract if such person is identified to the contractor by the Government as a potential threat to the health, safety, security, wellbeing or operational mission of the installation populace.
2.3.4 Smoking – Smoking is not permitted in any government building, a smoking area will be provide outside of the work facility.
2.3.5 Employees – The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt of these personnel could adversely affect the contractor’s ability to perform. Their absence at any time shall not constitute an excuse for nonperformance under this contract.
