Performance Work Statement DLA Distribution Puget Sound, WA requires contractor support to provide floor mat and dust mop service at the Bremerton, WA site. The service shall include:

1) Dust mop head exchange

2) Floor Mat exchange

3) Dust mop head and floor mat cleaning/laundering service This is a non-personal services contract to provide dust mop and door mat cleaning and exchange service at the DLA Distribution Puget Sound Bremerton, WA site. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Government and the Contractor understand that the services to be provided under this contract by the Contractor are non-personal services and that no employer-employee relationship exists between the Government and the Contractor. The Government may provide technical direction which will assist the Contractor in accomplishing tasks in the Statement of Work (SOW); however, the Government will not control the methods used by the Contractor to perform the service requirements set forth in the SOW.

The Contractor shall provide all personnel, equipment, tools, materials, replacement parts, supervision, and other items and services necessary to perform the duties of dust mop and door mat cleaning and exchange. The contractor will provide absorbent floor mats and dust mops. The floor mats will be constructed from rubber and carpet and provided in the following sizes 3’x10’, 4’x6’, and 3’x4’. Dust mops will be approximately 36” in width and be constructed of cotton and or synthetic materials.

The contractor will provide the required floor mats and dust mop service in accordance with the attached schedule (see attachment matrix.xlsx). On a biweekly basis both floor mats and dust mops will be replaced with like equipment that has been thoroughly cleaned and restored to sanitary condition. Destruction of the floor mats and dust mops due to normal wear and tear will be included in the cost of service. Replacement costs due to government abuse of these items will be provided by the government according to pre-established/negotiated price schedule.

Navy Commercial Access Control System (NCACS) Project:

Commander, Navy Installations Command (CNIC), has established the Navy Commercial Access Control System (NCACS), a standardized process for granting unescorted access privileges to vendors, contractors, and suppliers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy installation by submitting identification credentials for verification and undergoing a criminal screening/background check. Alternatively, if the vendor chooses, it may voluntarily elect to obtain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials at its own cost through a designated independent contractor NCACS service provider.

Credentials will be issued every five years and access privileges will be reviewed/renewed on an annual basis. The costs incurred to obtain Navy installation access of any kind are not reimbursable, and the price(s) paid for obtaining long-term NCACS credentials will not be approved as a direct cost of this contract. All deliveries to CNRNW commands must pass through the base Truck Inspection Station. All delivery vehicles are subject to inspection. Drivers should expect delays due to heightened security.

For access to the main perimeter gates at any Navy Base Kitsap installation, contractors are required to be a US Citizen and have either:

(a) RAPIDGate badge or

(b) Request a One-day Visitor badge at Pass & ID. Be prepared to present:
