2. Nature and/or Description of the Action Being Processed

This action is for the new, firm fixed price purchase of Keysight brand optical laser systems and modules for light wave mainframes on a Brand Name Only basis

3. Description of Supplies/Services Required to Meet the Agency’s Needs

Customer requires Keysight brand Optical Power Sensor Modules (3 each), Variable Optical Attenuator Modules (2 each), Lightwave Measurement System (1 each), Tunable Laser Source (1 each) and Connector Interface FC/PC (14 each). The total estimated cost for this requirement is .

4. Authority Permitting a Brand Name

10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy the agency requirement.

5. Applicability of Authority

The requested system is the only available brand that meets the current requirement. The requested components are intended to be integrated with the current ongoing laboratory experiments performed by AFRL. The optical components must be plug and play compatible with existing hardware (manufactured by Keysight) currently in use, estimated value greater than .

The required hardware must have compatible software accessibility and control API, as significant amounts of custom, in-house developed software has been written to drive the experiments. This effort is greater than 1 FTE.

6. Fair and Reasonable Cost Determination by the Contracting Officer

The cost will be determined fair and reasonable through competition.

7. Description of Market Research Conducted Among All Awardees

Market research of the product and the required characteristics was conducted. An internet search was unable to identify any other products similar in specifications or function. It has been determined that no other manufacturers or products exist that are capable of meeting the specifications of this requirement.
