1.0 Introduction

This effort requires a contractor to provide 360-degree software and support services to support FAA Terminal Facilities renovation and repair projects.

2.0 Scope

The contractor must provide software, and support services for Terminal Facility renovation and repair projects, to include but not limited to technical, engineering and administrative support.

The FAA will provide the 360-degree capture equipment. The contractor is responsible for managing, coordinating, tracking and reporting for the following: cost/schedule/performance measurements, risk management, component procurement management, system engineering management, resource management and data management. As directed by the FAA, the contractor may be required to interface with system integration contractors, equipment manufacturers, airport personnel, and various FAA and U.S. Government organizations. The contractor must have FedRamp certification.

2.1 Tasks

A. The software must:

1. Be a Software as a Service Cloud application.

2. Have a Federal Government Authorization to Operate (ATO) at FIPS 199 Low.

3. Support virtual building/site walk-throughs for pre-bid solicitations or acquisition evaluation.

4. Capture existing conditions to incorporate into solicitations, documentation of pre-construction conditions, document historic building features, portfolio inventory, etc.

5. Support feasibility studies and asset condition assessments.

6. Augment prospectus or budget funding requests/justifications.

7. Enhance virtual Design and/or Construction Peer Reviews.

8. Document construction progress.

9. Facilitate RFI, Change Order, Punchlist, and Pay Application Requests.

10. Encourage in depth pre-inspection coordination making the on-site inspections more effective and efficient.

11. Document Pre Close-in Conditions in support of long-term facility management.

12. Provide a true capture of an asset’s as-built condition.

13. Document building conditions for disposal of assets.

B. The contractor must have a minimum of one (1) year of experience utilizing the software to support Federal Government construction contract RFPs.

C. The contractor must have a minimum one (1) year of experience implementing, training, and supporting the application across a portfolio of projects for the Federal Government.

1. D. Obtain licenses for the following new tower projects: ANC/A11 (Anchorage, Alaska), CHS (North Charleston, South Carolina), and GFK (Grand Forks, North Dakota). It is anticipated the design and construction for the new towers will be a duration of seven (7) years. .

2. The software license must include:

a. Unlimited users stored on the FAA cloud

b. Unlimited photo and video storage on the FAA cloud

c. Video Walk Mapping

d. Navisworks Integration

e. Procore Integration

f. Autodesk BIM 360 integration

2. Options: 500,000 gross square feet of additional project capacity for major modernization/sustainment projects:

a. Option 1:TPA (Tampa, FL)

b. Option 2:LGB (Long Beach, CA)

c. Option 3:SMF (Sacramento, CA)

d. Option 4:C90 (Chicago, IL)

e. Option 5: DTW/D21 (Detriot, MI)

F. The contractor must provide training for FAA employees and FAA contractor employees and maintenance support activities to include coordination of training and maintenance conducted by GFE equipment vendors and SI contractors at various airport sites.

H. The Contractor must conduct an initial kickoff meeting with the project team, to include a demonstration of the software, best practices, and planning next steps to on-board project team.

I. The contractor must set up the software, to include: upload of drawings, project team members, and project tags.

K. The contractor must maintain an up-to-date tracking spreadsheet of the capture equipment inventory.

L. The contractor must provide bid support to assist the FAA’s use of the software content in their bid and process documents.

M. The contractor must provide Autodesk Navisworks, BIM 360, and Procore Integration Support.

N. The contractor must provide strategic IT Security and IT Systems planning to ensure data is leveraged throughout design and construction, and can be used for ongoing operations and maintenance of the facility. This includes strategic planning of integration of data with Project Management Information Systems (PMIS), Computerized Maintenance Management Systems (CMMS), Integrated Workplace Management Systems (IWMS), Geographic Information Systems (GIS), or other systems the FAA may use for life cycle management of their facilities.

O. The contractor must provide telephone and text support from 7 a.m. to 5 p.m. Eastern Time (ET), Monday through Friday.

P. The contractor must provide Live Chat Support via web and mobile applications from 8 a.m.

to 5 p.m. Central Time (CT), Monday through Friday.

Q. The contractor must provide close out support including offline archiving of pictures and transfer to FAA systems.

2.2 Program Management

The contractor must provide oversight and supervision of the contract to ensure all employees are performing their designated assignments in a timely manner. The project manager is the primary point of contact and must inform the Contracting Officer Representative (COR) the Contracting Officer (CO) immediately of any potential problems and provide recommendations for potential solutions. The contractor must provide a quality assurance system to ensure the FAA receives quality services as specified in the scope.

2.3 Documentation

2.3.1 General Requirements

The contractor must coordinate with the COR on all reports, letters, memoranda, project documentation, meeting minutes, monthly reports, telephone conversation reports, trip reports and other written material. All documents must approved by the COR prior to distribution. All documents distributed outside the FAA must be reviewed for sensitive and/or classified information in accordance with the Form DD-254 issued under this contract prior to any distribution of draft or final versions of those documents.

2.3.2 Document Review

All documents prepared by the contractor are on the behalf of the FAA and may not be independently published or distributed without prior written permission from the FAA. The contractor must review and provide written comments on the technical accuracy and completeness of each document within 14 days submission. No documents, reports or information may be released to the public or provided to any party other than the FAA and its contractors without Security Sensitive Information and classification review in accordance with the Form DD-254 and written approval of the FAA.

2.4 Reporting Requirements

The contractor must hold weekly project check-in meetings to respond to questions, collect feedback, and suggest best practices for the initial six (6) months of the contract and monthly meeting thereafter.

2.5 Contract Duration

The Base Period will be 24 months in duration with five (5) twelve-month Options for a total of 84 months if all Options are exercised.
