1.0 GENERAL REQUIREMENTS AND SPECIFICATIONS
1.1 The ship will be responsible for the following:
1.1.1 Provide secure stowage for the contractor’s tools and equipment during the installation.
1.1.2 Working with the contractor to make timely decisions to solve interference problems, and to ensure access to the ship and work areas.
1.1.3 Making available electrical power and/or ship’s service air to contractor’s equipment that is operationally compatible with the ship’s systems
1.1.4 Making all connections to ship’s power source or service supply for new equipment installation.
1.1.5 Labeling of all compartment identifications, power sources, and service supplies.
1.1.6 Rigging to and from space to ensure contractor’s equipment and product are moved to the work area.
1.1.7 If applicable (for hot work), will provide fire watch personnel. If hot work is required, the ship will provide the personnel.
1.1.8 Provide temporary ventilation as required during installation. This shall include connection of the vent hose to the blower and installation of the blower shall be outside of the compartment if flammable or explosive materials are being used in the installation or removal, or if the ships ventilation system is disabled at any time during installation in the space.
1.1.9 If applicable (in yards), the ship will fill out and post a Work Authorization Form (WAF) in the space.
1.1.10 Ships force is responsible with removing old shelving and disposing it in accordance with disposal regulations.
1.2 The contractor shall comply with the following:
1.2.1 This specification is based upon the following requirements whose provisions shall prevail in areas where this specification is silent:
A. NAVSEA S9AA0-AB-GOS-010/GSO, “General Specifications For Overhaul Of Surface Ships” B. NAVSEA 59AA0-AB-GOS-030 SUPPLEMENT, “General Specifications For Ships With The Aegis Addendum” C. NAVSEA Standard Items
1.2.2 Where drawings or specifications are referenced herein, the latest revision/amendment of such drawing or specification in effect upon date of award of contract shall be applicable, unless otherwise specifically noted.
1.2.3 Contractors shall obtain from sources designated as repositories, copies of standard navy drawings, referenced specifications, and standards which are part of the DOD Index Of Specifications And Standards (DODISS). Other required references should be made available for examination at a designated location.
1.2.4 Unless otherwise noted in the purchase document, the contractor shall be responsible for all requirements as applicable to the type of supply and/or service being provided. The government shall rely on contractor expertise for final design and fabrication of items. The design emphasis is encouraged to have modern, eye appealing characteristics that conform to the general requirements specified herein.
1.2.5 Prior to material delivery or installation, the contractor, when requested by the contracting officer, shall provide the ship and the contracting officer with a written certificate of conformity from the contractor, stating that the materials procured for installation meet applicable NAVSEA specifications. If a certificate of conformity is not requested, then the contractor shall be deemed to be self-certifying and shall be solely responsible for compliance with NAVSEA specifications.
1.2.6 All materials procured/installed shall be in accordance with Military Specification MIL-STD-1623 Fire Performance Requirements and Approval Specifications for Interior Finish Materials and Furnishings (Naval Shipboard Use).
1.2.7 The contractor shall not interfere with the daily routine of the ship.
1.2.8 The contractor shall be responsible for ensuring that each item installed, is fully functional, and operates in accordance with the intended design, and within the intended capabilities or limitations of the specific piece of equipment.
1.2.9 Furnishings manufactured for knockdown construction must be capable of passing through surface ship access (26” x 66”) or submarine access (26” diameter). Furnishings may be fabricated and assembled at installation site whichever method is employed; it must first be consistent with accepted shop practices. The ship’s representative shall furnish dimensions not specified here in.
1.2.10 The contractor shall be responsible for replacing any item installed or re-installed under the requirements of the contract/delivery order, if the item is damaged as a result of the contractor.
1.2.11 The contractor shall be responsible for complying with all safety requirements as specified by OSHA, the industrial activity and the Ship’s Safety Officer. In the event of a conflict, the ships safety requirements shall take precedence.
1.2.12 Where permanent removals are specified in the contract, contractor shall remove the items in the ship’s space and turnover to ship’s representative in that space.
1.2.13 Where the terms renovate, refurbish, repair, or renew are used herein to apply to a degree of work to be accomplished for a specific item, the terms shall mean that the item is to be restored to a like-new condition. This shall mean that any components of the item which are necessary to the structural integrity of the item, are to be repaired if practicable or replaced with new components if needed. Any internal, external or ancillary components of the item, which are pertinent to the functioning of the item shall be repaired or replaced to ensure that the item performs in accordance with the intended design and within the items capabilities and limitations. In the absence of specific reference to cosmetics, the decorative or protective surfacing of the item shall be removed and similar new surfacing shall be installed, unless the existing surfacing is non-approved material or has been applied in a non-approved manner. In such case, the new surfacing material and the method of installation will be specified. Preparation of the existing surface and installation of the new surfacing shall be accomplished in accordance with gen specs sections 631 unless otherwise stated.
1.2.14 Install flashing to seal off areas, which are inaccessible for cleaning.
1.2.15 Items being removed and re-installed are to be tagged with a tag no., showing compartment no./frame no./port or starboard locations and held for re-installation as noted in this specification.
1.2.16 Items shall be removed with supporting components (mounting hardware, sub-base, etc.) and held for re-installation by this specification. Replace any damaged supporting component with similar material.
1.2.17 Paint new/existing items as identified in this specification (furniture, trim, doors, etc.) and touch-up existing paint damaged incidental to work shown hereon including adjacent surfaces affected by welding. Painting shall include surface preparation and shall be in accordance with NAVSEA Tech Manual S9086-VD-STM-010/020/030, CH 631 V1, V2, V3, preservation of ships in service (surface preparation and painting). The required paint formulas (number of coats, etc.) are specified in Chapter 631-1-3, V1 of the tech manual.
1.2.18 Treat faying surfaces between dissimilar metals in accordance with section 8.2.9 of NAVSEA S9086-VD-STM-030/Chapter 631 V3, Preservation of Ships in Service (Surface Preparation And Painting).
1.2.19 All sharp or rough edges and corners that present a possible source of injury to personnel or damage to equipment shall be rounded off by grinding or other mechanical means to provide a smooth surface. All new product shall be secured to bulkhead using mil-strip approved adhesive.
1.2.20 Install all furnishings and equipment level and/or plumb with baseline of ship.
1.2.21 Items installed shall be installed in a manner which will not impede damage control efforts. Full visibility and accessibility shall be provided for damage control fittings and other vital systems components.
1.2.22 Where high pressure plastic laminate (HPPL) is required, it shall be in accordance with Military Specification MIL-P-17171. Laminating material for cabinets, showcases, cash stands, etc. shall require Type 1 Adhesive in accordance with Specification A-A-1936 (supersedes M-M-130) shall be used to bond the HPPL to aluminum. Comply with Gen Spec 637.
1.2.23 Unless otherwise specified, items installed hereon may be shifted slightly to clear minor interferences. The notation “min. (typ)” next to dimensions on in this specification indicates the item(s) shall be installed as close as practical to ship’s structure, vent, piping, etc.
1.2.24 Abbreviations are in accordance with MIL-STD-12D except as follows:

1.2.25 Use backing plates/sway-bracing/cantilever supports when attaching furnishings to bulkheads/overheads or furniture to provide reinforcement.
1.2.26 Template exact location of mounting bolts from equipment.
1.2.27 Furniture items shall be secured to the deck or bulkhead in accordance With General Specifications Section 640 and NAVSHIPS Drawing Number S3306-921770; Sub-Bases And Clips, Shipboard Furniture and/or NAVSEA Drawing Numbers 612-2121710/2121711; Misc Furniture Details.
1.2.28 Furniture item numbers referred to herein may indicate a specific furniture item described in the U.S. Navy Shipboard Furniture Catalog (SFC); NAVSEA S9600-ad-gtp-010. The NAVSEA drawing numbers for fabrication of furniture items is given when available. All furniture items shall be fabricated using steel / aluminum structural components (i.e., angle, tubing, etc.), and sheathing in accordance with the following specifications where applicable: (note: workmanship described within must be adhered to.)

1.2.29 Where installation of storefront showcases and ship store/barbershop access doors is required, these items shall be installed with #10 self-mounting screws on 18” inch centers on each at corner and middle of item or install ¼”-20 UNC HEX head bolts with nylon lock nuts. The showcase provides a ready installed light kit to be plug into the ships outlet.
1.2.30 Where polycarbonate material is specified for mirror/transparent designs, it shall be fabricated from sheets confirming to specification MIL-P-46144C, Type III, Class 1, Grade A.
Note: Commercially available polycarbonate is acceptable. The material shall be similar to polycarbonate manufactured by General Electric (GE). The polycarbonate shall be Type III (mar-resistant), Class 1 (ultraviolet stabilized), Grade A (high abrasion resistant) as defined in Mil Spec MIL-P-46144 Rev C. Polycarbonate has previously been manufactured and tested in accordance with the above specification; Rev B. Revision C of the specification has imposed additional testing criteria. The manufacturers of polycarbonate do perform product testing to verify that the product confirms to the specification. However, because of the stringent testing requirements of Rev C, manufacturers will not provide certification that their product meets all requirements.
Accomplishment of this requirement shall be in accordance with the Habitability Equipment Procurement Policy dtg R031615Z20MAR20.
Ships Store fixtures shall be in accordance with products listed in the US Navy Shipboard Furniture Catalog S9600-AD-GTP-010, Chapter 8, URL: https://navlogtd.navy.mil/habitability/furnitureCataloghome.aspx?categoryld=46
The intent of this requirement is to complete a renovation of the ships store, in order to modernize the store and provide the current shipboard approved fixtures and merchandising plans.
The contractor is to furnish labor and materials, remove any existing items in ships store, procure from the NAVSEA catalog, and install the following materials where indicated. Some of the Ships Store fixtures may be provided as GFM for installation in accordance with the following sections.
PAYMENT INFORMATION
Payment will be in accordance with the Government Purchase Card. Quoted price shall include any fees associated with GPC payment.
Period of Performance: To be completed no later than 30 September 2024
SECTION 2.0 – SCOPE OF WORK
A plan for the renovation of the USS GERALD R. FORD (CVN 78) 02 level ships store and the replacement of the counter in the main store. The Contractor is to furnish all labor and materials to remove any existing items, manufacture and/or procure, and install the following materials where indicated on the attached layout.
Period of Performance: To be completed by 30 September 2024.
FOR THE 02 LEVEL SHIPS STORE:
2.1 COUNTER SHOWCASE DISPLAY
Remove existing counter-top showcase and cash/wrap counters. Provide and install one (1) new counter top showcase, where indicated on attached sketch. Showcase shall be approximately 36”L x 22”D x 39”H, and provided with a 3-inch high sub-base (black in color). Construct from cold rolled steel, minimum 14-ga, and cover exterior in High Pressure Plastic Laminate (HPPL), Nevamar Sovereign Cherry Textured, W8325T. Other metal portions are to be powder-coated to shipboard standard Sea Pearl. Provide each showcase with one (1) shelf, twelve (12) inches below the counter top, and running full width and depth of the unit. Provide with mirrored sides. Contractor shall ensure that counter top provides adequate support. Section below display shelf is to be lockable storage with one (1) adjustable height metal shelf, minimum 12-ga. Provide sliding access doors capable of being locked. Provide sliding doors upper and lower retainer tracks. The counter top shall be minimum 3/8” thick tempered safety plate glass. The doors, shelves, and other transparent or mirrored material shall be at least ¼ thick. Provide the display shelf area with interior LED lighting. Display lighting must illuminate all areas of showcase interior sections when shelves are stocked with product/display items. Interior lighting is to be UL approved. Utilize MDL Item #NSC-3936-S, B-8A-45.
2.2 ROM CASH STAND
Remove existing cash register stand. Provide and install two (2) new ROM III register-CPU stand where indicated on attached layout. Unit is to be 39”H X 22”D X 24”W, and provide with a 3-inch high sub-base (black in color). Construct from cold rolled steel, minimum 14-ga, and cover exterior and top surface in High Pressure Plastic Laminate (HPPL), Nevamar Sovereign Cherry Texture, W8325T. Other metal portions are to be powder-coated to shipboard standard Sea Pearl. Register stands shall have a continuous level surface with counter top surfaces. Provisions/brackets shall be provided to mount the monitor and POS components (printer, scanner, etc.). Provide cable penetrations through top surface and cable/cord relief to bottom of unit. Stands are to have a computer shelf below the top surface, with ventilation perforations and a pull-out keyboard tray. Provide the stands with a lockable, six inch deep drawer below the computer area, with a pull handle. Provide lockable doors on lower section. Utilize MDL Item #NRS-3924-ROMIII, NSFC B-8A-51.
2.3 COUNTER CORNER FILLER
Provide and install corner filler counter piece. Fabricate unit pie-shaped, approximately 39”H X 22”D X 24”W. Construct from cold rolled steel, minimum 14-ga., and cover with high-pressure plastic laminate (HPPL). Laminate will match other pieces (Nevamar Sovereign Cherry Texture). Install where indicated on attached drawing. Corner filler piece shall have continuous level surface with counter top surfaces. Utilize MDL Item #NRF3924.
2.4 COUNTER TOP SHOW CASE
Remove existing counter. Provide and install one (1) new counter-top showcase where indicated on attached layout. Show case will be 39”H X 22”D X 24”W and provide a 3-inch high sub-base (black in color). Construct from cold rolled steel, minimum 14-ga, and cover exterior in High Pressure Plastic Laminate (HPPL), Nevamar Sovereign Cherry Texture, W8325T. Other metal portions are to be powder-coated to shipboard standard, Sea Pearl. Provide showcase with one (1) shelf, twelve (12) inches below the counter top and running the full width and depth of the unit. Contractor shall ensure that counter top provides adequate support. Section below the display shelf is to be lockable storage with one (1) adjustable height metal shelf, minimum 12-ga.
Provide access doors capable of being locked. Utilize MDL Item #NSC-3924-S.
2.5 SHELVING UNITS
Remove existing shelving units. Provide and install new, continuous, metal slat wall shelving units as identified below. Install where indicated on attached layout. Construct from cold rolled steel, with slat wall panels a minimum 20-gauge, and vertical uprights to be minimum 11-gauge. Shelves to be minimum 12-ga, with 12-ga shelf brackets welded to shelf side frames to form a shelf assembly. Vertical uprights shall be double-slotted, with ½” slots on 1-1/4” centers, and shall be part of the welded side panel assembly. A commercial slat wall shelving system shall be provided that conforms to the general requirements of NSWCCD-SSES Shipboard Furniture Catalog and General Specifications for Ships of the U.S. Navy section 654. Provide Metal Dynamics, Ltd. System 90, with standard Sea Pearl powder coat.

2.6 PAINTING
Paint exposed areas where existing shelving was removed, and new shelving was installed.
NOTE: The Contractor shall ensure that all materials procured for installation shall comply with applicable specifications of material approved for shipboard use. Contractor shall provide a Certificate of Conformity from the manufacturer, if and when requested by the Contracting Officer.
Store fixtures and shelving to be Metal Dynamics, Ltd., System 90 in order to maintain uniformity and flexibility through the fleet, and interchangeability or be manufactured to equivalent standards and be of identical form, fit, and function.
