1. SCOPE STATEMENT
The contractor shall provide all services and labor to update two (2) existing laboratories with casework and cabinetry at the USDA Center for Medical, Agricultural and Veterinary Entomology, (CMAVE) in Gainesville Florida.
The contractor shall include all services and field labor, equipment (including manlifts, cranes, rigging, and digging equipment if needed), materials, testing and personal protective equipment necessary to perform the work.
No Government equipment or services will be available for use by the contractor.
1.1. Base Bid
The contractor shall provide a technical proposal and detailed cost breakdown for the entire project as specified in this statement of work. Descriptive literature and written specifications for the equipment and cabinetry included in the proposal must be included with the bid.
1.2. Site Visit
Contractors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.
Contractor is responsible for inspecting the site and ensuring compatibility of all materials and equipment.
Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be completed at www.sam.gov/portal/public/SAM
2. CODES AND STANDARDS
Relevant Codes and Standards apply and are not limited to the following:

All work must meet ARS 242.1M “ARS Facilities Design Standards” for the defined scope of this project in addition to meeting all Local, State and Federal codes, and latest IBC codes. The document is attached electronically as a separate PDF file.
3. PROJECT REQUIREMENTS
The contractor shall provide all services and labor to upgrade two laboratories at the Center for Medical, Agricultural and Veterinary Entomology in Gainesville Florida. The existing labs are approximately 360 sqft each with existing casework. One sink with base cabinet in lab-1 will remain in place. Stainless steel tables will be reused. Two existing fume hoods will remain in place. All other casework is to be removed and disposed of.
The existing black countertops are known to contain asbestos material. These countertops shall be handled and disposed of according to all applicable local, state, and federal codes and regulations pertaining to asbestos.
3.1. Existing Casework Removal
The following casework is to be removed by the contractor and disposed or re-used as noted.
All lab equipment will be removed by site personnel and temporarily stored until the renovations are complete. The contractor will not handle, move, or store lab equipment except for the casework specifically mentioned in this document.
1) Lab-1; remove and dispose (room 260)
a. Wooden base cabinets along the common wall.
b. Black (asbestos) countertop along the common wall.
c. Wooden wall cabinets along the common wall.
d. Wooden floor cabinets in the center island.
e. Black (asbestos) countertop on the center island.
f. Wooden wall shelving on the long sidewall
g. Wooden desk with hutch cabinet on the long sidewall
2) Lab-1; remove and salvage for re-use (room 260)
a. Stainless steel table(s) along the long sidewall
3) Lab-2; remove and dispose (room 259)
a. Wooden base cabinets along on the long sidewall
b. Black (asbestos) countertop along the long sidewall
c. Wooden (white) wall shelves on the long sidewall
d. Sink, base cabinet and black (asbestos) countertop on entrance wall
e. Two island tables and countertops in the center of the room
f. Wooden printer stand along the common wall
g. Wooden wall cabinet along the common wall
4) Lab-2; remove and salvage for re-use (room 259)
a. Stainless steel table along the common wall
3.2. New Casework supply and Installation
The following casework is to be provided and installed by the contractor. Detailed specifications for the new casework are included in this document.
1) Lab-1 (room 260)
a. Base / Wall Cabinets with stainless steel countertop; three 30” sections and one 24” section per attached schematic.
b. Wall cabinets; two 30” sections with window doors per the attached schematic.
c. Labconco; 5ft Logic+ Series Class II, A2 Biological Safety Cabinet Model 3025
Series with Duplex Receptacle, MyLogic color display and digital touch pad, and 2” vacu-pass cord and cable portal.
d. Island; back-to-back base cabinets with 8” chase and stainless-steel countertop;
three 30” sections and one 24” section per attached schematic. Countertops to include provisions to accommodate existing plumbing fixtures in the center of the table (including one large sink and two small sinks). Refer to the attached pictures.
2) Lab-2 (room 259)
a. Base Cabinets with countertop on the long sidewall; three 30” sections and one 24” section per the attached schematic.
b. Wall shelving on the long side-wall; two 60” section per the attached schematic.
c. Sink, base cabinet and countertop with Watersaver faucet and eyewash station fixtures.
d. Wall cabinets; one 48” section with window doors per the attached schematic.
e. Two adjustable height tables for the center island. Height adjustments shall accommodate table-top elevation from finished floor from 30” to 37” high.
3.3. Wall Repair and Painting
Contractor shall include minimal wall repair and painting to include only patching and touch up paint where disturbances remain from the equipment removal phase. Concrete walls are be patched with mortar-based filler and troweled flat. Plaster walls are to be patched with like materials, either plaster or gypsum wallboard and gypsum joint compound. Spots that have been repaired shall be touched up with paint of the same type and color as the surrounding wall surfaces.
3.4. Utilities
Existing base cabinets and center islands in both labs have piping and electric power integrated into each unit. Base cabinets have an open area chase between the back of the cabinet and the wall that enclose power wiring to electrical outlets that are integrated into the step-out splash curb on the old countertops (as shown in the photos). The table island has piping and electric wiring below the tabletop running from a series of compressed gas cylinders along the length of the table to service lab equipment placed on top of the tables as shown in the photos. The cabinet island has an open chase area between the cabinetry underneath the countertop. This area encloses power wiring and piping to service lab equipment placed on top of the tables, and three sinks built into the countertop. The contractor shall include the careful removal of this existing piping and electric wire/conduit before removing the casework.
The contractor shall install new piping and electrical wiring/conduit with the installation of the new casework. The new base cabinets will include the open area chase between the back of the cabinets and the wall, but this area will not be used for electric wiring at this time. The new base cabinets will not have electric outlets built into the countertop splash curbs. The contractor shall install new outlets just above the new splash curbs on the wall with conduit or wire molds and surface mount boxes.
The new table island will be similar to the old tables. The contractor shall include replacing the gas cylinders, piping, and electric wiring under the tables just as they were with the old table islands.
The new cabinet island will be designed to accommodate much of the existing plumbing, sinks and wiring that were removed with the old cabinet island. The contractor shall include supply and installation of all necessary plumbing, piping, and wiring to accommodate the service points designed into the cabinet island countertop.
Contractor shall include installation of the WaterSaver faucet and eyewash fixtures when installing the new sink and base cabinet. This base cabinet will include an open area chase in the back similar to the other base cabinets. This new sink will replace an existing sink and cabinet. Therefore, the potable water is already in place.
3.5. Casework Specifications
All casework (base and wall units) shall be powder coated steel construction laboratory grade furniture with stainless steel wire pulls on all doors and drawers. Location representative is to determine the color of choice from the list of available “standard” colors offered by the manufacturer.
Adjustable height tables shall be powder coated steel construction laboratory grade furniture.

Stainless steel countertops, where specified on the schematics, shall be Inter Dyne Systems brand countertop, 304 stainless steel with #4 uniform brushed surface finish.
Epoxy resin countertops, where specified on the schematics, shall be black, 1” thick Epoxy Resin. Epoxy countertops over base cabinets that are against a wall shall have 4” high splash curbs. Splash curbs shall be manufactured into the countertop in a single pour for a continuous shape without cracks, crevices, or seams that need caulking. Fastening separate 4” epoxy splash curbs to flat countertops with fasteners, glue, epoxy or caulk is not permitted.
The sink and base cabinet assembly shall include a drop-in style stainless steel sink with WaterSaver Lab Fixtures to include the following:
• WaterSaver L422-8VB Renewable laboratory mixing faucet, deck mounted, 8” swing vacuum breaker gooseneck, with aerator, wrist blade handles for hot and cold water, and replaceable stainless-steel seat assembly.
• WaterSaver EW1022 eyewash/drench hose unit, deck mounted with chrome plated brass squeeze valve, replaceable stainless-steel seat, internal filtration, and GS-Plus spray heads with dust covers.
3.6. Disposal
The black countertops are known to contain asbestos and therefore shall be hanndled and removed in accordance with local, state, and federal laws and requirements concerning hazardous waste.
If other hazardous materials are present, (IE; glycol, refrigerant, oils, etc.), they shall be properly disposed of according to all applicable local, state, and federal codes and regulations regarding hazardous waste disposal.
Dispose of removed materials, waste, trash, and debris in a safe manner and in frequent intervals, in accordance with applicable laws and ordinances and as prescribed by authorities having jurisdiction.
Removed equipment, materials, trash, and debris shall become the property of the Contractor. Location of disposal site and length of haul shall be the Contractor's responsibility.
4. CONTRACTOR RESPONSIBILITIES
The contractor shall provide a complete and functional installation, including all labor, supervision, tools, materials, equipment, apparatus, transportation, rigging and other equipment and services necessary to accomplish the work in accordance with the intent and meaning of this statement of work.
Site Access during Covid-19 recovery will require additional steps. At this time, contractors are to have their temperatures taken, and will be asked a series of questions regarding your general health and exposure to others with symptoms of illness (coughing, fever, short of breath, etc.). Contractors will also be asked if they have a mask. Contractors must wear masks while in public spaces. Masks are not required when performing project work outside of public spaces. These access requirements are subject to change at any time without warning.
The project work shall be performed per the following guidelines:
1) Contractor will verify all dimensions and site conditions prior to beginning work.
2) The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS employees.
3) Contractor shall remove and dispose of all construction related materials from all work areas daily and remove these waste materials from the site weekly.
4) Contractor is required to manage the project and consult with the Government prior to beginning all work phases.
5) Contractor shall perform work in a manner that minimizes the impact to daily operations of the facility and its workers. The building will be occupied during construction work.
6) Contractor will provide daily reports of work performed to the AO and weekly status updates to the EPM.

8) Contractor must have a superintendent on the jobsite when crews are performing the installation work.
9) Contactor will provide their own restroom facility.
All work is to be performed according with building codes, ordinances and laws of the Authority having jurisdiction on the project. When the requirements of the building codes, ordinances and laws conflict with any other part of the building codes, ordinances and laws, the most restrictive requirement shall prevail.
The contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the contractor’s expense, to pre-damaged condition to the satisfaction of the COR.
The contractor shall keep the construction site clean and free of debris at all times. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the contractor shall remove all unused material, trash, and debris resulting from the work to the satisfaction of the COR.
5. DOCUMENTATION REQUIREMENTS
5.1. Submittals
Submittal reviews and responses to RFIs shall be accomplished in a maximum of 7 days for the contractor AND the Government for a total of 14 days.
Electronic files of all required documents necessary to describe the complete design intent shall be transmitted to the EPM, LM, and CO with electronic files in PDF format.
The following submittals are required for approval:
1. Floor plan layout drawing for both laboratories showing type, size, dimensions of new casework locations.
2. Sectional elevation drawings of proposed casework assemblies with dimensional information as they are to be installed in the laboratories.
3. Manufacturer’s documentation for all proposed parts and equipment including outline drawings, data sheets, brochures, owner’s manuals, spare parts, warranty etc.
5.2. Pre-Construction Submittals
Prior to Construction Notice to Proceed (NTP) the following submittals must be submitted to the Contracting Officer (CO) for approval.
1. Work Schedule including daily start/stop time.
2. List of contract site personnel
3. Site Specific Safety Plan (SSSP)
6. SPECIAL REQUIREMENTS
6.1. Permits
Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the contractor shall obtain these items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.
7. SAFETY REQUIREMENTS
The contractor is responsible for complying with all local, state and federal safety codes and regulations.
The contractor will submit a Site Safety Specific Plan (SSSP) to the Contracting Officer within 14 days of contract award. The Government shall review the SSSP prior to the start any construction activities.
Safety and health matters, as they relate to the work, are the exclusive responsibility of the contractor. The contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions that may be required by law or local authorities for the protection and security of the grounds, facilities and personnel.
8. PERIOD OF PERFORMANCE
The completion of this project shall not exceed 120 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
8.1. Work Hours:
Contractor work hours shall be Monday through Friday, 7:30 A.M. to 4:30 P.M. except on Government holidays. Any changes to work schedule shall be submitted to Contacting Officer for written approval three days prior to schedule change.
9. WARRANTY
The contractor shall provide and submit a single written warranty, stating that all portions of the work are in accordance with Contract requirements. Guarantee all work against faulty and improper material and workmanship for a period of one (1) year from date of final acceptance by the USDA, except where manufacturer guaranties or warranties are for longer terms. The contractor shall correct any covered deficiencies which occur during the guarantee period within 24 hours after notification.
