1 ) Statement of Work:
Contractor shall furnish all labor, materials, and supplies to perform the following work for U. S.
Department of Agriculture, at the Dale Bumpers National Rice Research Center, 2890 Highway 130 E Stuttgart, AR 72160.
All work shall be completed in accordance with all local, state, and federal codes and regulations. All work shall also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1). The P&P 242.1 document can be found at: http://www.afm.ars.usda.gov/ppweb/PDF/242-01M.pdf.
All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.
Contractor is responsible for inspecting the site and for determining the exact requirements of the project.
Contractor’s working hours shall be scheduled to coincide with the normal working hours (7am-4pm) at the site. Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the Contracting Officer’s Representative (COR) at the site at least three days prior to the need.
2) Project:
The walls in the boiler room and mechanical rooms at the DBNRRC facility are typical insulated wood frame construction and have become significantly damaged and eroded over time with common maintenance activities and exposure to liquids, particularly the lower sections near the floor (refer to wall photos in appendix A). The contractor shall completely replace the damaged walls with light gauge metal stud wall framing, insulated, with ½” thick plywood covered with FRP panels on the lower 4 feet, and ½” water resistant drywall on the upper sections. Particular attention shall be given to the electrical wiring, switches, outlets within the wall and the conduit, piping, shelving, and other brackets that have been attached to the walls over the years. All these aforementioned appurtenances shall be accommodated during the wall replacement as best as practical and shall be re-attached to the new walls in the same arrangement they were previously installed.
One (1) boiler room, and one (1) mechanical room (well dimensions):
North and south walls: 18.5 ft wide x 18 ft tall East and west walls: 24.5 ft wide x 18 ft tall
This project consists of the following elements:
1. Remove and dispose of all existing wall materials and insulation of the damaged walls in the boiler and mechanical rooms
a. Electrical wiring, switches, outlets within the wall and the conduit, piping, shelving, and other brackets that have been attached to the walls will be worked around, removed, or loosened from existing walls. When new walls are being installed electrical, piping, shelving and brackets are to be placed and attached back in same place as originally installed.
2. Supply and install new walls to replace the damaged walls in the boiler and mechanical rooms.
Materials of construction for the new walls shall be equal or better than the materials listed below:

a. Light gauge metal wall stud framing and associated hardware
b. Fiberglass insulation in the wall framing from floor to ceiling
c. Water resistant treated ½” thick plywood (for lower wall sections 4 ft. high from floor on steel studs)
d. Install water resistant drywall (for upper wall sections from 4’ above floor to ceiling)
e. Install FRP panels over treated plywood sections of wall
f. Install vinyl wall base around perimeter of both rooms
3. Wall finishing
a. Apply tape, mud, and skim coat to all drywall seams (smooth by sanding for proper finish)
b. Apply two coats of primer paint to the drywall surfaces
c. Apply two coats of white satin latex finishing paint to the drywall surfaces
3) Site Visit:
Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.
Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid.

4) Safety The contractor is responsible for complying with all local, state and federal safety codes and laws.
5) Detailed Bid
Provide all materials, labor, and equipment in order to fully and successfully complete the Statement of Work described in this document. The detailed bid shall be presented in a MS Excel spreadsheet that is fully functional with formulas intact for ARS analysis of the bid. The proposal shall be submitted in MS Word. Neither type of documents will be password projected. Contractor has option of additionally submitting their proposal in .pdf format for fidelity purposes should they desire to do so but any Bid Proposal will not be accepted for review until it’s presented in MS Excel and MS Word format.
6) Contractor Responsibility:
The project has a base bid to be performed per the following specifications:
1. Contractor will verify all equipment, dimensions and existing site conditions covered in their report.

2. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.
3. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.
7) Material / Submittals:
The AE firm shall submit a draft of their report for review and comment to the Lab personnel, the EPM and the Contracting officer for a period of 10 business days. Upon review, incorporation of ARS comments, and approval by ARS personnel, the final version of the report shall be issued.
8) Installation Procedure:
Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work between working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall be responsible for protecting his work at all times and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.
9) Project Schedule:
The completion of this project shall not exceed 180 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
10) Work Hours
Contractor work hours shall be Monday through Friday, seven (7) A.M. to four (4) P.M. except for Government holidays or as otherwise arranged with the site personnel in advance.
