Statement of Work:
Contractor shall provide all materials, labor, and equipment to remove and replace the HVAC system installed in USDA Buildings 54 & 55 (Pesticide Lab) located at 2381 Rainwater Road, Tifton, GA 31793.
Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid.

Site Visit:
Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.
Safety:
The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer (CO) within 7 days of contract award. The Plan shall include phone numbers and maps to the local doctor’s office and nearest hospital.

All employees of the general contractor or subcontractors shall have the 10-hour OSHA certified Construction Safety course and/or other relevant competency training. Supervisors shall have completed the 30-hour OSHA training.
Base Bid:
Provide all equipment, labor, and materials necessary (including dumpster/container if applicable) to:
• Remove obsolete chiller and air handler at the Pesticide Lab.
• Provide chiller and air handler; reconnect electrical wiring and piping to existing chilled water tank. Chiller and air handler shall meet the capacities detailed in the schedules located in the appendix at the end of this SOW.
• Reconnect existing controls to chiller and air handler.
• Connect AHU to existing ductwork.
• Repair any damaged ductwork.
• Insulate newly installed ductwork and piping where applicable.
• Provide factory startup of newly installed chiller and air handler and test to ensure the air and water flows and output temperatures are as indicated in the equipment schedules in the appendix.
• Provide system operational training to government personnel.
• Provide all quotes as turn-key completed work.
• Work shall be accomplished in accordance with all local, state and federal codes and regulations.
All proposals shall be in unlocked MS Word format and all cost proposals shall be detailed and presented in unlocked MS Excel format with formulas working.
Contractor Responsibility:
1. Contractor will verify all dimensions and site conditions prior to beginning work.
2. Contractor will perform the work as listed in the above outlined Base Bid.
3. Contractor shall keep work area clean daily and take measures to control debris while work is being performed.
4. Contractor is required to manage the project and consult with the Government prior to beginning all work phases and to work in a manner that minimizes the impact of the work on Government operations, research, and functions.
5. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.
6. Contractor must always have a Site Supervisor on the job while working on this project.
7. Contractor will provide their own restroom facility and dumpster.
8. Contractor will remove all demolished material and debris from the worksite and dispose off-site.
9. The Contractor shall confine all operations on Government premises to areas authorized or approved by the CO or Contracting Officer Representative (COR).
10. Employees of general contractor and subcontractors shall comply with ARS security management program, obtain permission from the CO/COR, be identified by project and employer by wearing contractor issued identification badges (if required) at all times on ARS property, and restricted from unauthorized access.
11. The Contractor shall hold and save the Government, its officers, and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.
Material Submittals:
The Contractor shall supply all materials necessary to successfully complete the project and deliver a functioning system as required. Submittals on all material incorporated into the work, including shop drawings and specifications, used on this project shall be submitted electronically to the CO and COR for review and approval prior to purchasing materials.
Demolition Procedure:
1. The contractor shall always be responsible for protecting their work and ensuring the safety of their crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.
2. All items demolished shall become property of the Contractor and be removed by Contractor from ARS property.
3. Recyclable materials shall be recycled, and the savings shall be included in the contractor’s quote, therefore passed on to the government.
4. Contractor shall be responsible for providing disposal records where applicable.
Damage to Property:
Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government at Contractor’s expense.
Inspection and Acceptance:
A government representative shall inspect and approve the work performed on this project. The Contractor shall schedule final inspection a minimum of two (2) days in advance with the COR.
Project Schedule:
The completion of this project shall not exceed 60 days from date of Notice to Proceed. A request for time extension must be submitted to the CO in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
ARS reserves the right to close down or shut down the project site and order the Contractor’s employees off the premises in the event of a national emergency or Government shutdown. The Contractor may return to the site only with the written approval of the CO/COR.
Work Hours:
Contractor’s working hours shall be scheduled to coincide with the working hours of the Tifton location which are 8 a.m. to 4:30 p.m. Should it be necessary to work hours other than the regular working hours, the contractor shall arrange for access to the area with the CO and COR two (2) days prior to the need.
