Location Map:
Statement of Work: Contractor will provide all new equipment, labor and materials for this SOW. Contractor to Demo existing fan coil units (approximately 33 units). Contractor to install new Trane fan coil units (or approved equal), new 2x2 drop vents for supply ventilation (approximately 20), and all new wiring and devices in order to operate fan coil units, for the R.W. Harned Building #1 at ARS MS State.
Project Objective: The objective of this project is to replace existing fan coil units and vents in Building 1, Harned Building, ARS MS State. (Approximately 33 units). Contractor to provide and install all new fan coil units and vents.
Contractor to install new ceiling tiles around ceiling mounted units and vents with matching tiles. Paint around the floor mounted units. The basis for design is included on page 9 in this SOW. Contractor to install and hard wire all field devices to operate all new fan coil units. This Project is located within Bldg. #1 R.W. Harned Bldg., USDA-ARS MS State, 150 Twelve Lane, MS State, MS 39762. Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Site Visit: Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. This project is located at USDA-ARS in MS State, MS.
Utilization of Bio-Based Products: The contractor shall utilize products and material based from bio-based materials, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR). Products can be found at:

Safety: The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 14 days of contract award. The Plan shall include phone numbers and maps to the local Dr.
Office and nearest Hospital.
Base Bid: Contractor to demo existing fan coil units, piping, controls, electrical wiring and install new fan coil units, disconnects, piping, and electrical wiring to operate fan coil units. Contractor will provide all new equipment, materials, and labor necessary to install new fan coil units.
Task List:
• Demo existing Johnson Controls and automated logic controllers, any other controllers, field devices, actuators, sensors, and water valves on all fan coil units. (note: all fan coil units have isolation valves so demo and replacement can occur without shutting down the whole building at one time.)
• Demo existing fan coil units (approximately 33) and disconnect from piping, controls, disconnects and electrical wiring
• Demo 3-way valves on the 2- main AHU’s that serve lab spaces and install new 3-way water valves.
• Install new fan coil units (approximately 33), controls, disconnects, piping, water valves, sensors and new electrical wiring to operate fan coil units.
• Install new ceiling tile around new ceiling mounted units, and paint around the new floor mounted units.
• Install all new field devices, pipe sensors, mechanical actuators, and water valves on all fan coil units
• Install all new room thermostats for each fan coil unit
• Test and balance all devices and verify the operations manually through individual control

Energy Efficiency
The exclusive use of Electronically Commutated Motors (ECM) incorporates the latest technology for optimized energy efficiency, acoustical abatement, maintenance free and extended motor life.
Each ECM:
• has a built-in microprocessor that allows for programmability, soft ramp-up, better airflow control, and serial communication.
• lowers operating costs on average of 50 percent (versus a PSC motor).
• has a reduced FLA option that allows the unit to ship with a nameplate FLA rating much lower than a typical unit.
Indoor Air Quality (IAQ)

Controls

o are factory-mounted, configured and tested to minimize field setup and improve reliability.

o automatically determine the unit’s correct operating mode (heat/cool) by utilizing a proportional/integral (PI) control algorithm to maintain the space temperature at the active setpoint, allowing for total comfort control.
• Monitor unit operation using Tracer® TU building management system with Tracer® ZN520 and UC400-B.
• To customize unit control, Tracer® TU or Rover™ software will allow field modification of Tracer® ZN520 default settings. UC400-B uses Tracer® TU.
Flexibility
• Two, three, and four-row coils allow greater design flexibility in two and four-pipe systems.
• One-row steam or hot water reheat coils for dehumidification on units with ZN520 controls.
• Fan motors are available for either high static, up to 0.5-inch external static pressure, or free discharge applications.
• Piping is factory assembled, mounted and tested. Units are also available without piping.
• Reheat coil piping is available on 2-pipe units with hot water reheat coils and either a fan speed switch or Tracer® ZN520 and UC400-B.

Quality
• Coils and piping packages are air and leak-tested before mounting on the fan coil.
• Coil piping connections are also air and leak-tested after mounting on the unit.
• All control end devices and moving components (fans and motors) are computer-tested after units are complete.
Serviceability
• Touch-safe control box.
• Integrated user interface with real language LED display.
• Built-in tachometer.
• Filters are easily removable and changed without removing the front panel on vertical cabinet units.
• Motors are easy to disconnect from the fan board, allowing easy service.
• The main and auxiliary drain pans are easily removable and wipe clean with a wet cloth.
• The manual output test function is an invaluable troubleshooting tool. By simply pressing the test button on the Tracer® ZN520 service personnel can manually exercise outputs in a predefined sequence.
Fan Coil Unit’s location:
All proposals shall be in unlocked MS Word format and all cost proposals shall be detailed and presented in unlocked MS Excel format with formulas working.
Contractor Responsibility:
1. Contractor will verify all dimensions and site conditions prior to beginning work.
2. Contractor will perform the work as listed in the above outlined Base Bid.
3. Contractor shall keep work area clean daily and take measures to control debris while work is being performed.
4. Contractor is required to manage the project and consult with the Government prior to beginning all work phases.
And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.
5. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.
6. Contractor must always have a Foreman on the job while working on this project.
7. Contractor will provide their own restroom facility and dumpster.
8. Contractor will remove all demolished material and debris from the worksite and dispose off-site.
Material / Submittals:
The Contractor shall supply all materials necessary to successfully complete the project and deliver a functioning system as required. Submittals on all material incorporated into the work, including shop drawings and specifications, used on this project shall be submitted to the EPM and Contracting Specialist as noted in this document. Electronic submittals are acceptable otherwise three written submittals are required.
Execution of Work:
Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work between working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.
Damage to Property:
Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government.
Inspection and Acceptance:
A government representative shall inspect and approve the work performed on this project. The Contractor shall schedule inspection a minimum of 10 days in advance, in writing, to the Contracting Officer.
Project Schedule:
The completion of this project shall not exceed 120 days from date of Notice to Proceed. A request for time extension must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in support of the schedule alteration. Notice to Proceed may be delayed to account for manufacture and delivery times.
Work Hours:
Contractor work hours shall be Monday through Friday, seven (7) A.M. to four (4) P.M. with the exception of Government holidays. Any changes to work schedule shall be submitted to Contacting Officer for written approval 7 days prior to schedule change.
