2. INTRODUCTION

This document establishes the project requirements and specific services to be provided for installation of gate access, control and automation. It provides a schedule for the contract deliverables, relates project budget information, and outlines the unique project needs.

3. CONTRACT PROJECT

4. STANDARDS, REQUIREMENTS, AND GUIDELINES

Final approval and acceptance of workmanship and materials shall be based on these standards, requirements, and guidelines. All work shall meet or exceed the following:

• All applicable Federal, State and Local rules and regulations related this type and scope of work

• Equipment Manufacturer guidelines

• Florida Electrical Code / National Electrical Code

• Florida Fire Code

• Underwriters Laboratory Gate Operator requirements (UL 325)

• ASTMF 2200-17 Standard Specification for Automated Vehicular Gate

Construction

• Chain Link Fence Manufacturers Institute (CLFMI)

• ASTM F1184-16 Standard Specification for Industrial and Commercial Horizontal

Slide Gates

5. SCOPE STATEMENT

Contractor shall provide all required permits, tools, equipment, materials, services, installation labor and utility locates necessary to perform the work and provide a complete functioning and integrated gate system.

5.1. CONTRACTOR RESPONSIBILITIES

Prior to the start of work and upon receipt of the Notice to Proceed, Contractor shall provide the following to the Contracting Officer:

A. Copies of any Business, occupational or Trade licenses required by code e.g.

Business, General Contractor, Electrical, etc.;

B. Copies of Certificates for each access control installer from manufacturer e.g.

Lenel; verified training and qualifications necessary to perform access control integration;

C. Contractor's emergency contact numbers for 24/7 response.

Prior to the start of work and within eight (8) business days of date of the Notice to Proceed, Contractor shall provide the following to the Contracting Officer:

A. Written notification on company letterhead confirming all required utility locates have been completed;

B. Proof that all required permits necessary for the project have been obtained.

Contractor shall not begin work until these documents have been provided and the Notice to Proceed has been issued. Contractor's failure to meet this timeframe may result in contract termination with no penalty to the Government. Contractor shall be solely responsible for any impact this delay has on the Completion date.

Exception: Authorization from the Contract Administrator that has been received in writing in response to a written request from the Contractor to extend the project completion date, executed prior to the “eight (8) business days” interim period, noted above.

5.2. SITE SECURITY AND ACCESS

Site Security and vehicle access are primary concerns during this project; Contractor shall ensure that site security is not compromised, and vehicle access is not impeded throughout the course of their work. Contractor shall coordinate with the Project Manager on any required closures 24 hours prior to work. At no time shall the site be left unsecured.

Failure to secure the site shall result in the Agency using a contract Security Company to provide on-site protection and deduct all associated costs from Contractor's final payment.

5.3. USE OF BRAND NAMES

Any brand or trade names used by USDA in bid specifications are for the sole purpose of describing and establishing the standard of quality, performance, or characteristics desired and are not intended to limit or restrict competition. The only exception is the Lenel equipment which is required because of compatibility requirements. Contractors may submit bids for substantially equivalent products for other designated items identified in the document. However, all such brand substitutions shall be at the sole discretion of USDA. Any bid submittal proposing to use equipment other than what is specified shall be accompanied with manufacturer cut sheets and other supporting documentation sufficient to show without question that it is of equal or superior quality. It is the sole responsibility of the Bidder to provide this information with their bid submittal in a clear and concise fashion.

Failure to provide this information with Bid Submittal documents shall be grounds for bid rejection.

5.4. FIELD MEASUREMENTS AND LOCATES

Contractor shall be solely responsible for determining utility locates, on-site layout, measurements, and ensuring interoperability of all components and/or proposed equipment associated within the scope of this project. This shall include but not be limited to existing site or structural conditions, dimensions, distances, trenching routes, and termination points, required for the following:

• Modification, fabrication, and installation of gates and fence components and hardware

• Installation of gate controller and pad placement

• Installation of power sources, conduit, wiring and connections

• Installation of access control equipment/components/programming

• Installation of video surveillance equipment/components

5.5. PROJECT REQUIREMENTS

The following shall not be considered a definitive narrative of the work nor shall it identify all materials required to complete the project or be limited by the following descriptions. It will be the Contractor's sole responsibility to design, layout, implement and complete all work necessary for each facet of the project to ensure proper integration, function and operation.

This project has seven facets:

1. Modification of existing vehicle gate

2. Installation of new chain-driven gate operator and concrete mounting pad

3. Installation and termination from point of presence of communications, high and low voltage electrical

4. Installation and integration of access control equipment, components, and pedestals

5. Installation of all required gate safety and operational devices, exit loops and power back up system

6. Installation of video surveillance equipment, including a pole to mount the camera

7. Comprehensive Testing

5.6. DELIVERABLES

Project shall consist of the following:

5.6.1. GATE:

As needed modification of existing manual drive-through gate frame and hardware;

installation of new sealed rollers, roller safety guards, double front truck roller assembly, track and wheel brackets, rear track wheels, receiver bracket, and other miscellaneous hardware components and fasteners as necessary.

5.6.2. GATE CONTROLLER AND PAD:

Installation of new chain-driven Liftmaster Elite gate operator, Mode l #SL3000501UL (or approved equivalent). Back-up battery system, and keyed lock option on Controller shroud. Gate Operator shall be placed on and attached to a rebar reinforced poured in place concrete pad per manufactures specifications.

5.6.3. LOOPS & SAFETY DEVICES:

Installation of all gate safety devices including edge contact sensors with transmitters & receiver, infrared photocells, and safety loops, as required.

5.6.4. ELECTRICAL & COMMUNICATIONS:

Installation and termination of all communications, high and low voltage wiring, inclusive of trenching, conduit, connector's and other hardware necessary for operation and function of gate operator, loops, safety devices and access control equipment.

Communications, high and low voltage wiring shall be installed in two adjacent conduit runs no shallower than 2 feet and no deeper than 3 feet, each in close proximity to the other, and with trace tape installed the full length of each run. A clear and comprehensive red line drawing shall be provided to show the exact location of each route the the electrical and communications wiring.

All cables shall be run from the gate to the nearest point of electrical and communications contact and tied in to the main system located in Building 89.

Power is already at the existing gate. Breaker location and existing power conduits need to be identified and marked. Extend power from gate to new access enclosure.

Communication wiring (fiber optics) should be run to Bldg. 11.

5.6.5. ACCESS CONTROL & MOUNTING PEDESTAL:

• Installation of one (1) Lenel interface module (LNL-X2220) in a weather proof enclosure at gate location;

• Installation of two (2) single reader, gooseneck style pedestals one (1) inside and one outside of gate installed at a minimum depth of 2.5' in concrete;

• Installation of four (4) 4" steel bollards, with rubberized protective covering and reflective coating, set in concrete at a minimum depth of 2.5', two (2) per pedestal located adjacent to gooseneck style pedestals;

• Installation of two (2) HID pivCLASS RPK40-H card readers part# 921PHPTEK000UE-OSDP, to be installed on pedestals inside and outside of gate

• Installation on one (1) 4 port level 2 hardened switch, one (1) 12vdc power supply for LNL-X2220, surge protection, battery backup.

Access control equipment shall be integrated with gate operator and existing Lenel equipment only by a Lenel certified integrator in cooperation with gate installer and others as necessary. New readers will be added to existing USDA ePACS

5.6.6. VIDEO SURVEILLANCE:

Provide and install one (1) fixed day/night camera directed at the vehicle gate. The Contractor Officer's Representative will approve the final location. Camera shall be integrated into the existing Video Surveillance system. The camera shall have minimum 8MP resolution capable of clearly recording faces and license plates.

Lighting fixtures covering the specified recording area shall come for LED floodlights with minimum of 5000Kelvin color rendition.

One camera will not be able to capture both faces and license plates. An 8MP camera, IP67 rated dome on pendant mounted behind entry card reader would capture driver as they enter and a second camera inside and facing the gate could capture the license plate as vehicle exits. Camera(s) will be assigned ip address(s) and connected to existing Exacqvision Network Video Recorder.

All disturbed areas impacted by project work shall be returned to as good or better condition than found.

6. PERFORMANCE REQUIREMENTS

All equipment, materials, and components shall be installed and or terminated using methods recognized as good commercial practices and pass without exception in the applicable trades. Contractor shall ensure workmanship meets or exceeds these expectations.

6.1. EQUIPMENT INSTALLER QUALIFICATIONS

Gate and controller installation:

• Requires a company experienced with a minimum five (5) years of successful and verifiable commercial experience installing automated gates and controllers similar in design, manufacture, and scope.

Access control installation:

• Requires a minimum of five (5) years of verifiable commercial experience, success and in-service performance of this type of work and equipment installation.

• Requires a Lenel certified installation company (VAR*) who has successfully completed the installation, programming, and interfacing of Lenel/HID access control with automated gate systems. At a minimum 1 Master certified Lenel installer shall be on-site during this facet of the project.

Electrical installation:

• Requires a minimum five (5) years of verifiable commercial experience, success and in-service performance in the electrical construction trade.

Video surveillance installation:

• Requires a minimum five (5) years of verifiable commercial experience in successfully installing video surveillance similar in design and manufacturer, and successful in-service performance of this type of video surveillance systems.

7. PROJECT TIMEFRAME

All work must be completed within the forty-five (45) days of Notice to Proceed. It is understood and agreed that time is of essence in the performance and completion of this project. The successful Contractor by award and acceptance of this work agrees the timeframe is adequate to provide all specified equipment and perform all necessary tasks.

8. PROJECT CLOSEOUT

Prior to payment, Contractor shall provide training and a detailed walk through with the owner's representative(s) explaining the functional components and troubleshooting techniques. This training shall include instruction on how operate the gate, identify and handle controller error codes, all safety features and maintenance requirements.

In addition, Contractor shall provide the following:

• Manufacturers original installation, operation and maintenance documentation for all equipment provided and installed

• Copies of all warranties; including equipment warranties, installation, and workmanship.

• List of contact names and numbers for 24/7 troubleshooting calls and/or on-site services for operational issues, during the warranty period.

*Service, repairs and troubleshooting shall cover a 1-year period beginning on the date of final acceptance by the Owners representative.

9. WARRANTY

Prior to Payment, contractor shall provide manufacturer's standard limited warranty covering Gate Controller/Operator against failure resulting from normal use for a period of 3 years, from date of purchase. Failure is defined as any defect in manufacturing that prevents the gate from operating in a normal manner.
