Statement of Work
Construct Modular Lab
Sugarcane Research Center 501 Bull Run Road, Schriever, LA 70395

STATEMENT OF WORK:
Contractor shall furnish all labor, materials, and supplies to perform the following work for U. S.
Department of Agriculture, Agricultural Research Service, Sugarcane Research Center, 501 Bull Run Road, Schriever, LA 70395
All work shall be completed in accordance with all local, state, and federal codes and regulations. All work should meet the manufacturer’s requirements for all equipment used in the project. All work shall also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1). The P&P 242.1 document can be found at: http://www.afm.ars.usda.gov/ppweb/PDF/242-01M.pdf. All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.
Contractor is responsible for inspecting the site and for determining the exact dimensions and requirements of the project with input from site personnel prior to submitting proposal and detailed cost breakdown.
Contractor shall obtain at own expense all permits, licenses, and inspections required by all local, state, and federal authorities. Contractor shall submit written specifications for all materials and supplies to be used and included in the bid.
Contractor’s working hours shall be scheduled to coincide with the normal working hours (8am-5pm) at the site. Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the Contracting Officer’s Representative (COR) at the site at least three days prior to the need.
Contractor shall notify and schedule utility outages at least 24 hours in advance.
During work, contractor shall maintain a safe work area around the site of repair and clearly mark danger areas with cones and safety tape. All unused and demolition materials shall be removed from the site by the contractor and shall not be placed in the owner’s disposal areas. The contractor will be responsible for replacing at their cost any property damaged at the site during the construction process.
PROJECT REQUIREMENTS:
Provide all labor, equipment, and materials required to:
Design, build and install an approximately 2100 sq.ft. prefabricated modular lab building with full utilities, exterior security LED lighting, and HVAC systems at Schriever Farms, LA that meet all Lab requirements and specifications. The new modular lab building will mirror the existing modular building types other than the floorplan. All building utilities will be tied into the new modular lab from the existing utility systems (water, electrical, sanitary, phone, etc.) and a gravel access road will be extended from the existing road to the front of the lab for parking and access. Concrete sidewalk will be poured from the handicap ramp up to the lab building to the handicap parking spot which will also be a concrete slab large enough for a handicap van and tied into the new sidewalk. All other parking will be gravel. All ADA requirements will be met for access to the lab. The Floorplan is attached to this SoW as well as the blueprint photo however the actual blueprints will be available for inspection during the site visit. The design of the new modular Lab building, interior spaces, utilities, personnel access, etc. will be part of the interactive Design/Build process between Lab personnel and the Contractor. Any separate space designated as a “Lab” in the http://www.afm.ars.usda.gov/ppweb/PDF/242-01M.pdf design of the new modular building that contains a chemical hood shall have single-pass air and at least 8 fresh air changes per hour in occupied mode and 4 air changes per hour in unoccupied mode. All construction plans and schedules shall be approved by the Lab RL, EPM and CO prior to any purchase of materials and beginning of construction activities.
Site Visit:
Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.
Utilization of Bio-Based Products:
As required by the Farm Security and Rural Investment Act of 2002 and the Energy Policy Act of 2005 (7 U.S.C. 8102(c) (3)), the Offeror certifies, by signing this offer, that bio-based products (within categories of products listed by the United States Department of Agriculture in 7 CFR part 3201, subpart B) to be used or delivered in the performance of the contract, other than bio-based products that are not purchased by the Offeror as a direct result of this contract, will comply with the applicable specifications or other contractual requirements.
The contractor shall utilize products and material based from bio-based materials as applicable, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. Recycling.
Contractor shall make best effort to recycle any construction debris created during the contract.
Safety: The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 14 days of contract award. Contractor shall furnish a Site-Specific Safety Plan (SSSP) and the Government shall review the SSSP prior to the beginning any construction activities. SSSP shall be in typically accepted industry format.
Detailed Bid: Provide all materials, labor, and equipment to fully and successfully complete the Statement of Work described in this document. Proposal cost detail shall be in MS Excel and the work description shall be in MS Word.

CONTRACTOR RESPONSIBILITY:
The project will be performed per the following specifications:
1. All work shall comply with existing local, state, and national codes, including guidelines and specifications included in the Americans with Disabilities Act. 2. Contractor will verify all dimensions and quantities of materials and existing site conditions prior to beginning work.
3. Contractor shall keep work area clean daily and take measures to control debris while work is being performed.
4. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.
5. Contractor will provide daily reports of work performed to the COR.
6. Contractor shall remove and dispose of all construction related materials from all work areas daily and remove these waste materials from the site on a weekly basis.
7. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.
8. Contractor must have a superintendent responsible for overseeing this project.
9. Contactor will provide their restroom facility.
Material / Submittals:
The material for the entire work shall be as specified above. Submittals on all materials used on this project shall be submitted to the Contracting Specialist as noted in this document. The documents detailing the material covered by the submittals will be provided electronically.
Installation Procedure:
Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work between working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall be responsible for always protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.
Damage to Property:
Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government.
Inspection and Acceptance:
A government representative shall inspect and approve the work performed on this project. The Contractor shall schedule inspection a minimum of 10 days in advance, in writing, to the Contracting Officer.
Project Schedule:
The completion of this project shall not exceed 270 days from date of notice to proceed with the repair of the roof of the main building and then the garage taking priority. A request for time extension must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
Work Hours:
Contractor work hours shall be Monday through Friday, seven (7) A.M. to five (5) P.M. with the exception of Government holidays or at the discretion of the site with written approval obtained a minimum of 24 hours in advance.
