Performance Work Statement (PWS)

Traffic Systems Maintenance

Part 1

General Information

1.1 General: This is a service contract to perform semiannual (twice per year) preventative maintenance on all components of the traffic system for Tobyhanna Army Depot (TYAD). See Sections 5.1 and 5.3 for equipment information. There is also a requirement to perform repairs on an as needed basis. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. The

Contractor who performs this work shall be PennDOT Prequalified and able to show proof. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.2 Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform traffic systems maintenance as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.3 Scope: The scope of the preventative maintenance is for the contractor to inspect and test the traffic system to ensure proper operation. The contractor shall also make necessary repairs, at an additional cost to the

Government, in order to sustain a safe and properly operating traffic control system. The contractor shall respond to repairs in a timely manner (See Section 5.4.2). Upon approval by the COR of a proposal, the

Contractor shall make the necessary repair(s) to return the equipment to safe and proper working order. Once work has been completed, the Contractor shall invoice via Wide Area Work Flow (WAWF) and include, as a deliverable, a report of the work performed.

1.4 Site Visit: This requirement will have a site visit, in which attendance is highly encouraged. Date and time areprovided within the Solicitation. Use of a camera is prohibited. Please arrive 15-30 minutes prior to the start time to allow for a security check.

1.5 Period of Performance (PoP): The period of performance shall be for one (1) Base Year of twelve (12) months and two (2) 12-month option years. The period of performance reads as follows:

1.6 Quality Control: The contractor shall develop and maintain an effective Quality Control Program (QCP) to ensure services are performed in accordance within this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s Quality

Control Program is the means by which he assures himself that his work complies with the requirement of the contract. The Contractor shall provide their QCP along with their bid submission to the Contracting Officer’s

Representative (COR), Contract Specialist and Contracting Officer (KO) for review. If the Government requires changes to the QCP, the Contractor must provide a revision within five (5) business days.

1.7 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the

Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s) if applicable.

1.8 Recognized Holidays: The Contractor IS NOT required to work on the following recognized holidays:

1.9 Hours of Operation: The contractor is responsible for conducting business, between the hours of 07:00 through

16:30 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. At all times, the Contractor shall maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.10 Place of Performance: The work to be performed under this contract will be throughout Tobyhanna Army Depot, Tobyhanna, PA 18466.

1.11 Type of Contract: The government will award a hybrid contract. Semiannual (twice per year) preventative maintenance will be a firm fixed price (FFP) and on call repair work will be time and material (T&M).

1.12 Security Requirements: Contractor personnel performing work under this contract must have a completed background check prior to start of any work to be performed and must maintain the level of security required for the life of the contract. The Contractor or Subcontractor must maintain unescorted access to the Installation.

Part 2

Definitions & Acronyms

Definitions:

CONTRACTOR: A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

CONTRACTING OFFICER (KO): A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

CONTRACTING OFFICER'S REPRESENTATIVE (COR): An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

DEFECTIVE SERVICE: A service output that does not meet the standard of performance associated with the Performance Work Statement.

DELIVERABLE: Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

KEY PERSONNEL: Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

PHYSICAL SECURITY: Actions that prevent the loss or damage of Government property.

QUALITY ASSURANCE: The government procedures to verify that services being performed by the

Contractor are performed according to acceptable standards.

QUALITY ASSURANCE SURVEILLANCE PLAN (QASP): An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

QUALITY CONTROL (QC): All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

QUALITY CONTROL PLAN (QCP): Written set of procedures and activities aimed at delivering products or services that meet quality objectives for a project as stated in contract documents and other procedures, manuals and guidance.

SUBCONTRACTOR: One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

WORKDAY: The number of hours per day the Contractor provides services in accordance with the contract.

WORK WEEK: Monday through Friday, unless specified otherwise.

Part 3

Government Furnished Property, Equipment and Services

3.1 Facilities: The Government will provide access to facilities as needed to complete the requirements of the contract.

3.2 Utilities: The Government will provide access to water and electricity. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the necessary amount to accomplish cleaning vehicles and equipment.

Part 4

Contractor Furnished Items, Services and Responsibilities

4.1. General: The Contractor shall furnish all supplies, equipment and services required to perform work under this contract that are not listed under Section 3 of this PWS

4.2. Materials: The Contractor shall provide all materials necessary to meet the requirements under this

Performance Work Statement.

Part 5

Specific Tasks

5. Specific Tasks:

5.1. Locations and Equipment:

5.1.1. See the separately attached pdf titled Attachment IV Traffic Systems Maintenance Devices. This document identifies locations, functions and other details of the equipment to be maintained and repaired under this service contract.

5.1.2. After award, the contractor will be given access to drawings, schedules, pictures and any other necessary information to aid in the ability to meet the requirements of this service.

5.2. Semiannual Preventative Maintenance (Firm Fixed Price):

5.2.1. Semiannual preventative maintenance shall be performed twice per year at the convenience of the

Government with at least six (6) months in between visits. Both semiannual PMs shall be performed in the same contract year.

5.2.2. The Contractor shall inspect and perform semiannual preventative maintenance on all components of the equipment listed in Section 5.1.1.

5.2.3. The Contractor shall submit their semiannual preventative maintenance schedule based upon the period of performance within thirty (30) days of award.

5.2.4. The Contractor shall meet with the COR upon arrival and departure of each on site visit prior to the commencement of work.

5.2.5. Upon completion of preventative maintenance, the contractor shall provide a detailed report within two (2) weeks.

5.2.5.1. The report shall include dates and times, equipment descriptions with locations, work performed, significant findings, repair suggestions, and corrective actions if applicable.

5.2.6. Preventative maintenance services shall meet or exceed the requirements of the Pennsylvania

Department of Transportation Publication 191, “Guidelines for the Maintenance of Traffic Systems”.

5.3. Applicable Components to be Inspected, Maintained and Repaired:

5.3.1. Applicable components to be inspected, maintained and repaired under this contract include but are not limited to: push buttons, fans, thermostats, controllers, signal and flash load switches, transfer relays, air filters, cabinet bulbs, circuit breakers, relay sockets, relays, communication equipment, gasket material, LED modules, UPS batteries, amplifiers, detection cards, power supplies and any other devices integral to the operation of the equipment specified in Section 5.1.

5.4. Repairs (Time and Material):

5.4.1. All repairs will be completed at an additional cost to the Government.

5.4.2. The Contractor shall respond on site within 48 hours after being notified by the COR.

5.4.3. The Contractor shall meet with the COR upon arrival and before departure of each visit.

5.4.4. The Contractor shall provide a detailed proposal within one week of their visit. The proposal shall include dates and times, location(s), work performed, significant findings, repair suggestions, corrective actions along with a cost breakdown consisting of travel, labor, parts and material.

5.4.5. All repairs must have approval from the COR prior to the commencement of work.

5.4.6. All work shall be performed during normal operating hours, 07:00 – 16:30, Monday through Friday.

This excludes federal holidays.

5.4.7. Pending special circumstances as to not interfere with Tobyhanna Army Depot’s Mission, the COR may grant permission for work to be performed outside of the normal operating hours.

5.4.8. The Contractor shall schedule repairs with at least 48 hours’ notice.

5.5. Standards: The Contractor shall perform all repairs on traffic systems maintenance components throughout

Tobyhanna Army Depot in compliance with manufacturer’s recommendations, applicable laws, regulations, rules, ordinances, codes, etc. If conflicts do arise, the more stringent of the two shall be followed. The

Contracting Officer’s Representative (COR) shall be the authority having jurisdiction (AHJ).

Part 6

Applicable Publications

6. The Contractor shall abide by all applicable publications, regulations, manuals, local policies and procedures for repairs and installations. The manufacturer’s specifications and methods are priority. If conflicts arise, the more stringent shall be required. The following documents shall be adhered to during the life of this contract.
