STATEMENT OF WORK (SOW)
Rental Storage Units
1.0 INTRODUCTION
The Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A) is a unique member of the U.S. Intelligence Community (IC). I&A is the only IC element statutorily charged with delivering intelligence to our State, Local, Tribal and Territorial (SLTT) and private sector partners, and developing intelligence from those partners for the Department and the IC. The Facilities and Logistics Branch has the responsibility to manage all facilities and logistical requirements for the Office of Intelligence & Analysis (I&A).
1.1 SCOPE
The Contractor shall provide three (3) compliant rental storage units.
1.2 OBJECTIVE
The objective of this requirement is to procure three (3) storage units large enough to secure new and excess furniture along with government supplies in support of the Office of Intelligence & Analysis (I&A) mission. Since there are no storage facilities at the Nebraska Ave Complex (NAC), these storage units are an urgent need to I&A’s Facilities/Logistics continued mission. Further, these storage units will greatly improve productivity, greater customer service, and rapid responses to all facilities/logistics requests and services.
2.0 SPECIFIC REQUIREMENTS/TASKS
2.1 Task One: Rental Storage Units
2.1.1 The Contractor shall provide three (3) 10 x 30L rental storage units or equivalency.
2.1.2 The storage units shall have surveillance 24 hours a day, seven days a week.
2.1.3 The storage units shall be accessible 7 days a week.
2.1.4 The storage units shall be located in the immediate Washington, D.C. area within a 3-mile radius of the Nebraska Avenue Complex located at 3801 Nebraska Ave NW, Washington, D.C. 20528.
2.1.5 The storage units shall be located within a climate-controlled building to ensure government property is not damaged by inclement weather conditions.
3.0 Period of Performance
The period of performance for this purchase order is one (1) twelve-month base period and four (4) twelve-month option periods.

The primary place of performance will be contractor’s facilities that is within 3 miles radius of the Nebraska Ave. Complex NW Washington DC 20528.
5.0 Delivery Schedule
I&A intends to utilize the storage units within 3 days after award.

(a) Definitions. As used in this provision, "covered telecommunications equipment or services" and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) ( https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".
(c) (1) Representation. The Offeror represents that it □ does, □ does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)

FAR 52.217-9 Option to Extend the Term of the Contract (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor at any time within the term of the contract, provided that the Government gives the Contractor preliminary written notice of its intent to extend at least (30) days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months.

General Quotation Preparation Instructions
The Quotation shall clearly demonstrate the Quoter’s understanding of the overall and specific requirements of the SOW to convey the Quoter’s capabilities for transforming their understanding into accomplishments for performing the requirements.
Information requested herein shall be furnished in writing fully and completely in compliance with instructions. The information requested and the manner of submittal is essential to permit prompt evaluation of all Quotations on a fair and uniform basis. Simple statements of compliance (i.e., “understood”; “will comply”) without the detailed description of how compliance will be met may not be considered sufficient evidence that the proposed services can technically meet the requirements of this Solicitation. Accordingly, any Quotation in which material information requested is not furnished, or where indirect or incomplete answers or information are provided, may be considered not acceptable for evaluation.
After submission of a Quotation, the Quoter may submit a revised Quotation at any time prior to the due date for Quotations. If a revised Quotation is submitted, the Quoter shall clearly indicate the version to be used for consideration. Any resubmissions shall be a complete response. Any resubmissions that do not include a complete Solicitation response will be excluded from consideration.
The Contracting Officer will retain one copy of each quotation, successful and unsuccessful.
Quotation Preparation Costs
The Government will not pay any costs incurred by any Quoter in the preparation and submission of a quotation in response to this Solicitation.
QUOTATION CONTENT AND SUBMISSION INSTRUCTIONS

Quotations shall be valid for a minimum of thirty (30) days.

Each Quoter shall submit a quotation, which consists of two (2) electronic volumes, as described below:

Information contained in each volume shall be complete to the extent that evaluation of one volume may be accomplished independently of, and concurrently with, evaluation of the other.

VOLUME I – TECHNICAL QUOTATION
The Technical Quotation submission shall be limited to no more than 5 one-sided pages. The Quoter shall not include any price information in Volume I.

The Quoter’s technical submission shall demonstrate the firm’s capability to perform the requirements outlined in the Solicitation. Quoters shall provide a technical Quotation that includes the following evaluation factors:
Factor 1: Technical Understanding and Capabilities
The Government will evaluate the Quoter’s Technical Capabilities in meeting this requirement relative to the Quoter’s knowledge and technical ability to perform the requirements set forth in the RFQ.
Factor 2: Past Performance
The Government will evaluate relevant past performance of each Offeror. The Offeror and any proposed Subcontractor who will perform technical work relevant to the SOW shall identify two (2) ongoing or successfully completed projects performed by the Offeror or Subcontractors that demonstrate recent and relevant past performance. Recent is defined as within the last three years. Relevant is defined as work similar in scope and size to the work identified in the SOW. Further, Offerors shall include a list of all relevant DHS on-going contracts or contracts, if any, completed for the specified period. Quotations shall also provide the information outlined in Attachment I, Past Performance Information Form.
