TECHNICAL EVALUATION

Digital Surgical Microscope

OFFEROR’S QUALIFICATIONS:

Award will be made to the Best Value offer. Offers shall meet technical acceptability evaluation criteria below:

**ALL factors must be rated ACCEPTABLE to be considered for award.

Technical Factors:

a) Proposed digital surgical microscope shall meet the specifications listed on the Salient Characteristics Sheet. The Salient Characteristics Sheet contents is pasted below for reference:

1. Digital microscope that can be used during surgery without ocular lenses. System can also be used with ocular lenses in a secondary mode of operation. System allows surgeons to perform surgeries with or without ocular lenses.

2. Display: 4k resolution, 3D display at least 50” in size.

3. Digital microscope capable of overlaying biometric, demographic, and surgical tracking information/ text on top of displayed, real time surgical images without hindering the surgical field. This includes, but is not limited to, cataract assist functions, intraoperative OCT imaging, phaco vitrectomy values, and patient demographics.

4. Includes intraoperative OCT imaging functionality.

5. System has an automatic adjustment feature that automatically changes microscope settings per individualized surgeon workflows.

6. System is capable of software/ computer aided cataract surgery. The system shall be loaded with software that assists with the alignment of toric Intraocular Cataract Lenses (IOLs). The software shall assist with estimation of corneal curvature, help with position incisions, size/ shape capsulorhexis, conduct relaxing incisions, and help by aligning the IOL.

7. System capable of DICOM image transfer and connection to TRM approved middleware that allows for enhanced workflow and ophthalmic image management.

8. System capable of fundus viewing.

9. System delivered with and compatible with glasses for 3D visualization (required feature).

10. Power: 110/ 120 V, 60 Hz operating device.

11. System meets or exceeds the following technical specifications:

Dual 4k Chip Cameras 4k 3D video display/ monitor at least 50” in dimension.

Focus Range: ≥ 70 mm Slit widths: 0.2, 2, 3, 4 [mm] Slit height: 12 mm Magnification Factor Range: 0.4x – 2.4x Focus mechanism: Electric Motor Based.

Motorized tilt range: + 90 degrees to -20 degrees.

Microscope Base Footprint: ≤ 1,100 square inches Microscope Unit Height: ≤ 6.5 feet

12. System delivered with:

Wireless foot pedal/ controls.

OCT software Fundus viewing system (required equipment for fundus viewing).

Any required sterilization trays (at least 3) for lens holders, lenses, and any other instruments/ accessories that require sterilization.

Any required cabling to interface microscope system to digital display.

Contractor Capability:

a) Contractor is able to install and configure the digital surgical microscope. Contractor can provide OEM FSEs to complete installation and configuration work.

b) Contractor is able to complete comprehensive system testing for the digital surgical microscope that is provided. Contractor can provide OEM produced testing documentation to CNVAMC Biomedical Engineering. Contractor is able to certify that the digital surgical microscope is safe and ready for patient use after testing is completed.

c) Contractor is able to provide clinical in-service/ training to CNVAMC surgeons and end-users. Contractor is able to provide any required on-going/ continuous clinical education to CNVAMC surgeons thus that they are certified and trained to utilize the system without vendor support. Contractor is able to provide on-site training and support with CNVAMC surgeons during multiple surgical cases with the newly provided microscope system.

d) Contractor is able to provide copies of all OEM service literature, including any necessary service and maintenance software, keys, and or passwords.

e) Contractor is able to provide a turnkey installation and implementation for all provided hardware and software components.

f) Contractor is able to comply with all Terms and Conditions in the SOW.

Warranty: Contractor shall be able to provide manufacturer warranties on all provided hardware and software.

Acceptable ALL of the minimum acceptable criteria are clearly met by the proposal. The offerors proposal meets the technical capability requirements.

NOTE: Once the proposals have been determined to be "technically acceptable," award will based on cost/price only.

Unacceptable

Not all of the minimum acceptable criteria are met by the proposal. An unacceptable proposal contains one or more deficiencies. Proposal fails to meet specified minimum technical capability requirements.

The following table will be used for each proposal received to score each Best Value factor as to whether it is Acceptable or Unacceptable.

Relevant Experience/Past Performance: The Relevant Experience/Past Performance evaluation will assess the relative risks associated with offeror’s likelihood of success in performing the requirement as indicated by that offeror’s record of Relevant Experience/Past Performance.

Offeror must provide at least two (2) customer of reference which shall demonstrate relevant past performance. These references shall contain name, address of facility, contact name, phone number, dates of service, and contract number, if applicable. The experience shall be of similar size and scope.
