1.0 Background
The purpose of this Statement of Work (SOW) is to replace an inoperable SpectraMax 190 Molecular Devices plate reader EE # 70907 that was used by the Phoenix VA Health Care System Research Section.
All items are designated as "Brand Name or Equal" and subject to clause 852.211-73 included in this solicitation. Manufacturer, model no., and salient specifications are listed for reference only; products meeting or exceeding the listed specifications will be considered as equal. Alternate products proposed shall be accompanied by a manufacturer's product specification sheet.
The SpectraMax 190 was purchased in 2012 and was used by VA Researchers to conduct multiple wave-length ultraviolet/visible light life science applications enabling analyses of DNA, RNA, protein and other metabolic products obtained from cells and a variety of biologic fluids. This instrument is critical for projects involving diabetes, obesity and heart disease that are actively being conducted at the PVAHCS.
The machine it is replacing is currently inoperable and is beyond economical repairability. There is an additional functioning SpectraMax EE# 30771 in the lab but currently it only meets the minimal need to conduct experiments.
The requested upgraded unit will provide the following enhanced analytic capabilities:
1. Multi-label reading
2. Color absorbance
3. Fluorescein, Chemiluminescence and Western Blot scanning
4. An upgraded standalone PC will be provided that will support the upgraded software package needed to operate the system. Although new, importantly, this system will also allow for re-analysis of data that has been previously collected on the SpectraMax 190 system.
In accordance with Appendix A, Handbook 6500.6 Checklist blocks 6, the C&A requirements do not apply to this requirement, and Security Accreditation Package is not required. Due to the non-technical nature of this requirement, in reference to no. 7 there is no information to be protected.
2.0 Tasks: The contractor shall provide all personnel, materials, and equipment required for tasks outlined in this performance work statement (PWS).
2.1 New SpectraMax iD5 Standard Multi-Mode Microplate
SpectraMax iD5 Standard Multi-Mode Microplate Detection Platform will include
a. Monochromator-based Spectral Absorbance, and Monochromator-based and filter-based: Fluorescence, Luminescence, Fluorescence Polarization, and Time-Resolved Fluorescence, On-board Touchscreen for standalone acquisition with user access control, NFC Personalization, SoftMax Pro Software (4 perpetual licenses)
b. Integrated Shaking and Temperature Control, Power Cable, LAN Cable, and Standard Filter Set including Excitation filters: TRF 350nm, FP polarized filter vertical and horizontal (400nm - 750nm) and Emission filters: TRF 490 nm, TRF 616 nm, FP polarized filter vertical and horizontal (400nm - 750nm).
c. Compatible with 6- to -384 well plates. Compatible with ScanLater Western Blot Membrane Holder, SpectraDrop Micro-Volume Microplate and 22 mm SpectraCuvette Adapter Plate.
d. 12 months parts and labor warranty.
e. 12-month MDCare PhD Technical Support Plan.
f. SpectraMax iD5 TRF Enhancement Module for enhanced TRF reads including TRF, HTRF®, TR-FRET, and enhanced ScanLater™ western blot detection.
g. SpectraDrop™ Micro-Volume Starter Kit Contains: SpectraMax adapter Two 24-well sample slides One 4uL sample cover One 2uL sample cover and storage case.
h. PC, NOTEBOOK BUNDLE, Dell Latitude, Windows 10, 14.1" WXGA. Includes: MS
Office Home and Business, Adobe Acrobat Standard
2.2 Travel:
The travel is included in the contract.
3.0 Shipping and Delivery: All materials as applicable for this required shall be shipped to the following location: (if applicable)

4.0 Tasks: The contractor shall provide the following:
The period of performance is 14 days after receipt of award.
The Contractor shall treat all deliverables under the contract as property of the U.S. Government for which the Government shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest.
The Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or records.
The Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected from release by the Freedom of Information Act.
The Government Agency owns the rights to all data, records, supporting documentation (paper and electronic), produced as part of this contract.
The Contractor must deliver sufficient technical documentation with all data deliverables to permit the Agency to use the data.
The Contractor is required to obtain the Contracting Officer’s approval prior to engaging in any contractual relationship in support of this contract requiring the disclosure of information, documentary material, and/or records generated under or relating to this contract. The contractor is required to abide by Government and Agency guidance for protecting sensitive and proprietary information.
No disposition of documents shall be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage, or alienation of Federal records is subject to the files and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules.
5.0 Workstation Requirements: The contractor shall provide the following:

6.0. Information Security and HIPAA
The reader uses deidentified samples and is not used for patient diagnosis or treatment. There is no identifiable Patient data (PII or PHI). The sample images are stored on the PC’s standalone Hard Drive. Additionally, the Plate Reader has a separate Service Login which prevents unauthorized users from reviewing any sample data. The device is located in the Research laboratory that is secured by a Cypher Lock w/VA Police monitoring. Any images or information from the SpectraMax is for Research purposes and used in accordance w/approved Research protocols.
In reference to Handbook 6500.6 Appendix A Checklist Block 6, this equipment does not connect to the network. Therefore, the C&A requirements do not apply, and a Security Accreditation Package is not required.
In reference to Block 7, the information captured, stored and produced by this equipment is de-identified and not sensitive. Therefore, the following from Appendices B and C apply:
Appendix B: The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract.
Appendix C:
VA will own this equipment. If vendor needs access during delivery, assembly, install or repair, the contractor shall be escorted by a VA employee to ensure there is no exposure to VA sensitive information.
If the contractor is required to be on site for more than two consecutive days, Privacy Training, TMS Course VA10203, is required and available at https://www.tms.va.gov/SecureAuth35/.
The contractor will provide all consumable supplies necessary for training and competency assessment of hospital staff. Proof of training will be provided to the COR upon request.
If warranty repair is done off-site, all hard drives or other data storage devices will be removed, and if done on-site will be purged of data, prior to contractor access.
