DEPARTMENT OF VETERANS AFFAIRS
STATEMENT OF NEED
A. GENERAL INFORMATION
• Title: Sterile Processing Service Scope Cabinets
• Scope of Work: Malcom Randall VA Medical Center seeks to purchase scope drying cabinets for the Sterile Processing Servicer (SPS).
• Delivery and Installation:
• The Contractor shall deliver and install all the supplies required within sixty (60) calendar days or less from the date of award, unless otherwise directed by the
Contracting Officer (CO).
• Delivery will be made during normal business Malcom Randall VAMC warehouse business hours excluding all federal holidays.
i. Lake City VA Medical Center, 619 W Marion Ave, Lake City, 32025:
Warehouse business hours are Monday – Friday, 8:00am – 4:00pm.
ii. Federal holidays are: New Year’s Day, Martin Luther King Luther King
Jr. Day, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.
• All supplies shall be delivered in one complete order, no split delivery/shipments.
B. GENERAL REQUIREMENTS
Contractor’s quote shall comply with the below salient characteristics:
• Cabinet must have the following dimensions for ability to meet facilities room requirements:
o Minimum of 89-inches and maximum of 93-inches high o Minimum of 35-inches and maximum of 37-inches wide o Minimum of 20-inches and maximum of 22-inches deep
• Each cabinet must hold 16 Endoscopes
• Scope Cabinet must be Stainless Steel
• Each cabinet shall have a single glass panel per door to be able to easily identify scopes.
• All HEPA filters must meet 99.97% retention rate of particles that have a size >0.3μm
• 120v Power with slot on the top rear of the cabinet to allow all electrical to be organized.
• The scope cabinet must be positive pressure and have both intake and exhaust fans for the external scope drying component. Cabinets with intake only fans will not be accepted.

• HEPA filtered system for external scope drying component must have an adjustable fan timing system that activates each time the door is closed.
• Must have a HEPA filtered with secondary compressed air system for internal lumen/channel scope drying component.
• External scope drying component HEPA filters must be removable and replaceable without removing any endoscopes or unlocking the main cabinet doors.
• Visual display of individual scope drying cycle for internal lumen/channel scope drying component.
• Short 10-minute drying cycle for quick turnaround for internal lumen/channel scope drying component.
• 45 LPM of HEPA filtered air through each individual scope
• Continuous venting cycle for overnight storage for internal lumen/channel scope drying component
• Must have single-use direct scope connectors eliminates the need to sterilize and track scope connections after each use.
• Quick connect HEPA filter for easy exchange system for internal lumen/channel scope drying component.
• All Major components must be designed and manufactured in the USA.
• The Scope cabinet itself must carry a standard 12-year warranty.
• Must allow scope to hang free without bunching, coiling, or the touching of sides/bottom of cabinet.
• The internal lumen/channel scope drying component shall have a clinical study with the significant significance of better than p<.001 showing adequate time.
• Must meet AORN and SGNA standards for flexible endoscope storage
• All disposable connectors ordered must be compatible with Olympus scopes.
C. MAINTENANCE AND SERVICE
Per cabinet, per year, preventative maintenance and service available for the first 3 years of the system. To include preventative maintenance of entire system and service of all major components. To include replacement of any components that are not in working order and replacement of all HEPA FILTERS and any tubing that is in need. All service to all cabinets must be in a 6-hour window including access to all cabinets for the service technician. Service must be in place at time of delivery of cabinets.
