Statement of Need

Background:

The North Florida/South Georgia Health Care System covers a large area which contains 17 Community

Based Outpatient Clinics (CBOCs), 3 Outpatient Clinics (OPCs) and 2 hospitals. It also supports 3 Vet

Centers and the Jacksonville National Cemetery. The equipment purchase of two trailer mounted generators would greatly increase the ability to quickly recover from facility closures due to incidents where electrical power may not be restored for an extended period.

Scope of Work:

During times of severe weather, some of our Off-Site locations are susceptible to power outages. These power outages have a direct impact to patient care and creates a need for additional trailer mounted generators that have the capability of higher power output then what is currently on premise.

The trailer mounted generators shall meet the following salient characteristics:

• Customer auxiliary power connections:

o Three – 250V, 50A California-style, twist lock receptacles o Two – 120V, 20A duplex receptacles with GFCI* o Each receptacle protected by a miniature circuit breaker, which also acts as an on/off switch o Bus bars sized for full load capacity of generator set at 0.8 power factor

• Engine electrical system:

o 24V, DC electrical system o 115A, DC charging alternator o

Electronic governor and engine controls o Oil pressure, coolant temperature, and coolant level shutdown sensors

• Manually operated Circuit breaker: 3-pole molded case breaker, 800A, UL Listed and CSA with shunt trip and LSIG trip unit

• Safety switch on lower access door – trips breaker if door is opened

• Two-wire, remote start-stop terminals

• Equipment meets the following standards: BS 4999, BS 5000, BS 5514, IEC 60034, EN 61000-6, NEMA MG 1-22 & CSA

• Full set of operation and maintenance manuals

• Voltage selection switch mounted to generator terminal box. 3-position with 480V generator and

4-position with 600V generator.

• Class H insulation system

• Base frame with integral double-wall fuel tank and leak detection switch:

o Heavy-duty, fabricated steel baes frame with specially designed lifting points o

Integral containment tray atop base frame

• Engine and generator directly couple by SAE flange

• Engine flywheel flexibly coupled to the generator rotor, with full torsional analysis completed to ensure no harmful vibration will occur in the assembly

• Anti-vibration pads between engine/generator feet and base frame

• Must be able to run fuel for 24-hour runtime @ 75% prime load
