Statement of Need

Background:

The North Florida/South Georgia VA Healthcare System, Lake City VA Medical Center located at:

619 S Marion Ave Lake City, Florida has an emergency Brand Name or Equal requirement for One (1) Air-Cooled Chiller to replace the current Air-Cooled Chiller servicing the Community Living Center Building 82. This replacement is due to the mechanical failure(s) and is non-repairable.

Objective:

Disconnect and remove old chiller and relocate to a specified on-site location for temporary storage. Deliver and install the new chiller on the concrete pad and connect to the current electrical and chilled Water systems.

Kick Off Meeting: TBD after award: Conduct site visit with the Contracting Officer (CO) and Facilities Management Point of Contact (POC) prior to removal of old chiller and discuss installation of the new chiller to verify utilities, connection point sizing, and current concrete slab dimensions.

Scope:

• Disconnect existing chiller to include all mechanical and electrical utilities.

• Deliver 200-ton air cooled chiller.

• The new chiller to be installed on the old chiller concrete pad south of Building 82.

• Expand and upgrade current concrete pad as needed to support the new Chiller.

• Contractor reconnects the new chiller to the current chiller water piping.

• Provide and install Chilled water isolation and bypass valves.

• Contractor runs electrical wires and connects to current electrical transformer.

• Provide and install an electrical disconnect at the Chiller.

• Connect chiller to the Siemens Desigo Building Automated System (BAS).

• Connect to BAS using BACnet (BCI-C) Communication Interface

• Chiller must be operated and monitored via BAS.

• Setup Chiller to run via the BAS.

• Provide chiller programming in the BAS.

• Provide graphics for the chiller in the BAS.

• Provide for chiller alarms in the BAS.

• Test Operation of Chiller

• Ensure the Chiller maintains proper chiller water temperature, flow, and differential pressure to provide optimum Chiller performance and maintain building 82 temperatures.

• Put the Chiller into operation and commission.

• Provide all documentation to the Contracting Officer (CO) and the POC. Also, provide an electronic version of the documentation including warranties and guaranties.

NOTE: Salient Characteristics of Air-Cooled Chiller requested are based on current equipment on- site: Trane RTAF-200

Qualifications/Certifications

• The contractor shall be qualified and have the required levels of professional and technical experience to perform the work required by this statement of work.

• The contractor and all the individuals working on the project site must have taken the OSHA Certified 10-hour construction safety course.

Safety Regulations

• All applicable safety regulations shall be observed during all work of this contract.

• The VA Safety Officer shall have full authority to see that the contractor obeys all safety rules and regulations relative to the fulfillment of this contract.

• Provide the necessary barricades/signage where required.

Scheduling and Hours of Work

• All work shall be scheduled with the POC and the CO.

• The 10 holidays observed by the Federal Government, are New Years Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas or any other day specifically declared by the President of the United States to be a national holiday.
