Superior National Forest LED Upgrade
Statement of Work (SOW)
Background The Kawishiwi, Laurentian, LaCroix and Tofte Ranger Districts within the Superior National Forests have a need for LED light conversion. The purpose of this project is to convert T5, T8 and T12 fluorescent tube fixtures to low wattage, 5000K, direct drive LED bulbs. All T5 fluorescent bulb fixtures shall be converted to direct drive LED T5s. All T8 and T12 fluorescent bulb fixtures shall both be converted to direct drive LED T8s. Excess materials i.e., ballasts and fluorescent bulbs to be removed and disposed of by contractor.
GENERAL REQUIREMENTS
1.0 Description of Services:
The contractor shall provide all management, supervision, labor, personnel, transportation, materials, equipment, and supplies, except as otherwise specified, necessary to provide services at the Kawishiwi, Laurentian, LaCroix and Tofte Ranger Districts. All work shall be performed in accordance with this statement of work and all federal, state, and local laws and regulations.
2.0 Location and Description:
The project is located within the Superior National Forest on the Kawishiwi Ranger District in Ely, MN, Laurentian Ranger District in Aurora, MN, LaCroix Ranger District in Cook, MN, and Tofte Ranger District in Tofte, MN. The Kawishiwi, Laurentian, LaCroix and Tofte Ranger Districts are located at the following addresses:

2.1 Accessibility:
These sites are accessible by paved parking lots with sidewalks leading to the buildings. The parking lots and sidewalks are routinely cleared of snow during the winter months.
3.0 Performance Period:
This project is expected to be completed 60 days after the award of the contract.
4.0 Prework Conference:
Prior to commencement of work, the Contracting Officer Representative (COR) will schedule a meeting with the contractor to discuss the contract terms, work requirements and schedule. At the conference, the Contractor shall designate, in writing, the name and phone number of the Contractor’s on-site representative and their contract responsibilities and authority.
5.0 Contractor Representative:
Provide an onsite contract representative who will oversee the performance of the work specified in this contract. Designate in writing to the CO, the name of the contract representative and an alternate(s) who shall have the authority to act for the Contractor on all contract matters relating to daily operation of this contract. Notify the CO/COR at least 10 work days in advance of any subsequent change of personnel in this position. Replacement personnel shall have the same level or better experience as the person being replaced.
6.0 Government-Furnished Items:
Not applicable- Contractor shall be responsible for all materials, supplies and services.
7.0 Hours of Operation:
The contractor may work Monday-Friday between the hours of 8 a.m. and 4:30 p.m.
8.0 Federal Holidays:
No work shall be performed on a Federal holiday.
9.0 Bio-Based Cleaning Products:
Not applicable
10.0 Qualifications Of Contractor Or Employees:
The Contractor and his/her employees shall be capable and experienced in the type of work mentioned below in section 14.0 Tasks. The on-site supervisor shall have experience and demonstrated ability in the tasks mentioned in section 14.0 Tasks. The Contractor shall provide a list of employees authorized to work under this contract.
11.0 Safety and General Requirements:
11.1 Safety
Contractor will be responsible for performing their own lockout-tagout safety procedures.
The Contractor shall comply with all Federal and State safety requirements for the type of work to be performed. Refer to the Occupation Safety and Health Standards (OSHA) for details of these and other safety requirements.
11.2 General
The Contractor shall take all precautions necessary to minimize and restore all construction impacts. All existing work and conditions impacted or modified by the contractor shall be replaced with like kind at the contractor’s expense.
11.2.1 Damages
All cutting, patching and repairs on systems shall be coordinated with COR at the weekly construction meeting in advance of the work. The Contractor is responsible to fix, and repair affected areas on un-approved work to the original condition or better.
11.2.2 Housekeeping
Keep project neat, orderly, and in a safe condition at all times. At the end of the work week a more thorough cleanup and policing shall be performed. All debris shall be removed and properly disposed.
11.2.3 Smoking
Smoking inside Forest Service buildings is prohibited, cigarette butts shall not be discarded on the ground.

• Direct Drive LED Replacement Bulbs for 24” Fixture
• Direct Drive LED Replacement Bulbs with Emergency Backup for 48” Fixture
• Direct Drive LED Replacement Bulbs with Emergency Backup for 24” Fixture
• All miscellaneous fittings and electrical
14.0 Tasks
The purpose of this project is to convert several T5, T8 and T12 fluorescent tube fixtures to low wattage, 5000K, direct drive LED bulbs. T5 fluorescent bulb fixtures shall be converted to direct drive LED T5s. T8 and T12 fluorescent bulb fixtures shall both be converted to direct drive LED T8s. Tasks will involve working around employee workspaces. Some fixtures may be as high as 15ft from ground level. All excess materials i.e., ballasts and fluorescent bulbs to be removed and disposed of by contractor. Costs associated with preparation, clean-up and disposal shall be included in the following tasks.
T1: LaCroix District Office
• Remove existing bulbs, remove ballasts.
• Re-wire fixture for direct voltage
• Install direct drive LED replacement bulbs
• Replace all troffers screens and fixture appurtenances
T2: Laurentian District Office
• Remove existing bulbs, remove ballasts.
• Re-wire fixture for direct voltage
T3: Tofte District Office
• Remove existing bulbs, remove ballasts.
• Re-wire fixture for direct voltage
T4: Kawishiwi District Office
• Remove existing bulbs, remove ballasts.
• Re-wire fixture for direct voltage
Contractor warrants that all services, deliverables, and work products under this contract shall be completed in a competent manner consistent with standards in the trade, profession, or industry.
Final product shall be of good quality, fit for ordinary use, and have no material defects.
Contractor must install direct drive LEDs that include a minimum 5-year warranty period.
Preapproved direct drive LEDs are: Keystone Technologies DirectDrive Series, Sylvania LEDlescent Ballast-Free. If the contractor chooses to use an “or equal” product, product data sheets must be submitted a minimum of 2 weeks prior to start of work period for review and approval.
