STATEMENT OF WORK

FOR THE

Microwave System Upgrade

1. Background.

Critical upgrade of GLA’s current microwave system that supports police and emergency management camera and radio systems.

2. Scope.

Upgrade existing microwave systems with improved carrier bandwidth and environment support at multiple RF network sites in which improved connectivity is needed to maintain a safe working environment. Also upgrade current BDA distributed antenna system at WLA Bldg 500 hospital.

4. PERIOD OF PERFORMANCE

08/23/2024 – 08/24/2025

VENDOR TASKINGS/PERFORMANCE

1. Removal/Installation at Mt. Disappointment and Sepulveda ACC/WLA/LACC

1.1.1. Vendor must coordinate project planning and Engineering for the system

1.1.2. Vendor will remove existing point-to-point (PTP) microwave equipment (Dish, ODU(Outdoor Unit), IDU(Indoor Unit), cabling and grounding

1.1.3. Vendor will install upgraded microwave dish(s),grounding and cable routing to indoor IDU (Indoor Units) located in building and to Outdoor Units at Mt. Disappointment and Sepulveda ACC/WLA

1.1.4. Vendor will provide inventory and staging of equipment prior to installation at both locations.

1.1.5. Vendor must test verification, wireless connectivity/validation of equipment prior to installation at all locations.

1.1.6. Vendor will align and optimize microwave paths for maximum secured throughput at all locations.

1.1.7. Vendor will upgrade cable supports, mount, and tower face mount at Mt. Disappointment

1.1.8. Vendor will program Indoor Units and set parameters for path alignment at Mt. Disappointment and Sepulveda and WLA/LACC

1.1.9. Vendor will provide protective housing and cabling from existing panel to 20amp racked outlet at Mt. Disappointment

1.1.10. Vendor will terminate and test fiber optic cable, patch panel, enclosed UPS after installation.

1.1.11. Vendor will remove existing battery systems at Mt. Disappointment and Sepulveda ACC

1.1.12. Vendor will install 1 set 5kwh batteries (3- 5kwh batteries) at Sepulveda ACC and 2 sets of 3 5kwh batteries with proper grounding to all required equipment at Mt. Disappointment

1.1.13. Vendor will upgrade current conventional analog BDA DAS system to a simulcast trunking system to meet current radio system needs at WLA Medical Center.

1.1.14. Vendor will engineer, optimize, deploy the Bidirectional ampliphier and BDA system

1.1.15. Vendor will provide system CAD drawings for Mt. Disappointment radio building and tower and for SACC penthouse.

Required Qualifications Vigilant Certified technician Hanwha Techwin Authorized technician Avigilon Certified technician QOGNIFY (ONSSI) Video Management Software (VMS) Certified Cambium Networks Certified R-56 Certified Motorola Solutions Premier Service Partner (PSP) US Secret Service (USSS) clearance for physical access to the microwave RF site.

Training

2. Vendor must provide Technical Training and Related Materials to VA POC or designated staff as needed.

Travel

3. Vendor must travel between Sepulveda Ambulatory Care Center and Mt. Disappointment for testing and alignment and installation

Security Requirements:

4. Security Requirements for Unclassified Information: The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract.

5. The contractor shall have physical administrative access to the equipment included in this contract.

6. The contractor shall not have access to VA sensitive information; thus the C&A requirements do not apply, and that a Security Accreditation Package is not required.

7. The Contract shall inform the POC prior to adding or removal of equipment along with providing documentation for both equipment added or removed.

8. The Contractor shall not remove any hard drives off station. All hard drives shall be turned in to the POC.

9. Records Management Language for Contracts. The following standard items relate to records generated in executing the contract:

10. Citations to pertinent laws, codes, and regulations such as 44 U.S.C. chapters 21, 29, 31, and 33; Freedom of Information Act 5 U.S.C. 552; Privacy Act 5. U.S.C. 552a; 36 CFR Part 1222 and Part 1228.

11. The Contractor shall treat all deliverables under the contract as property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as determined to be in public interest.

12. The Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records.

13. The Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act.

14. The Contractor shall not create or maintain any records containing any government Agency records that are not specifically tied to or authorized by the contract.

15. The Government Agency owns the rights to all data/records produced from this contract.

16. The Government Agency owns the rights to all electronic information and all supporting documentation created as part of this contract. The Contractor shall deliver sufficient technical documentation with all data deliverables to permit the Agency to use the data.

17. The Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format, mode of transmission, or state of completion.

18. No disposition of documents shall be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage, or alienation of Federal records is subject to the files and penalties imposed by 18 U.S.C. 2701. Records shall not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules.

19. The Contractor is required to obtain the Contracting Officer’s approval prior to engaging in any contractual relationship in support of this contract requiring the disclosure of information, documentary material, and/or records generated under or relating to this contract. The contractor is required to abide by Government and Agency guidance for protecting sensitive and proprietary information.

20. No photography of VA premises is allowed without written permission of the Contracting Officer.

Inspection and Acceptance Criteria

21. The VA POC will oversee receipt, inspections, and accountability for non-expendable equipment.

22. If vendor delivers damaged commodities, vendor is to replace them at no Government cost.

23. WARRANTY

24. Standard warranty for the installation

25. Standard warranty for the products.

26. Vendor will repair and or replace at no cost to government any damage to facilitates to VA standards.
