Acquisition Plan Action ID: 36C246-23-AP-1162

1. Contracting Activity: The Department of Veterans Affairs, Network Contracting Office 06, 100 Emancipation Dr., Hampton, Virginia 23667, for the Salisbury VAMC, 1601 Brenner Avenue, Salisbury, NC 28144. PR#: 659-23-1-048-0046 and PR#: 659-23-1-048-0047.

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount:

The Salisbury’s Nursing Educational Team needs requires brand name only SimCapture Software and one Nursing Anne Stimulator to train staff members. The simulator offers safe and realistic practice on core nursing skills. The instructional software and equipment provides highly realistic patient training.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This is a brand name justification. This is an upgrade to the system currently utilized at the facility. This brand is also utilized at the national simulation learning center. Procuring a different brand would lead to additional costs to the government and be cost prohibitive as it would not be compatible with the equipment in use at the facility. Because this brand is in use at the national simulation learning center, if another brand were to be procured, the software currently utilized for debriefings and simulations would not be compatible.

4. Description of market research conducted and results or statement why it was not conducted:

Searches were conducted utilizing FPDS, GSA, VIP, NAC, and SAC. The manufacturer was contacted to identify authorized distributors. Multiple small businesses were identified that can meet this requirement.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-

1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
