Project Replace existing 5-ton Heating/Cooling Package Unit (AH-2) in the horticulture Building
General Information
1.0 Scope of Work
Provide all labor, material, equipment, and supplies required to remove and dispose (1) existing 5-ton heating/cooling packaged unit and furnish and install (1) new replacement unit in-kind.
The building is owned and operated by the United States Department of Agriculture, Forest Service and is located at 30239 S. State Route 53, Wilmington, Illinois 60481.
2.0 Background
The existing Trane unit is installed on ground level on the south side of the Midewin Horticulture Building. The unit was installed in 2003 when the building was first constructed. Photos of the existing unit are attached for reference.
Contractor Requirements
3.0 Technical Requirements / Tasks
The objective of this contract is to replace the existing packaged unit with a new unit with the same performance characteristics as the original design. The required tasks include but are not limited to:
1. Remove and dispose existing unit (AH-2)
a. Disconnect power and natural gas feeds to the existing unit; remove and salvage existing i-Wave bi-polar ionizing air purifier; disconnect and close off duct connections to building; load and haul unit offsite for proper disposal, including removal and recovery of all refrigerants contained in the existing unit; Note: concrete pad beneath unit is to remain in place for the new unit.
2. Install curb adapter
a. Install manufacturers standard “roof curb” or other compatible stand that will raise the unit 12-14 inches above the existing concrete pad.
3. Install new 5-Ton unit with outside air Economizer function and new programmable thermostat
a. Furnish and deliver (1) new, fully charged with refrigerant, gas heat/electric cool, 5-ton capacity packaged unit with new thermostat and horizontal Economizer option. Re-connect natural gas and electric power feeds.
b. Field modify unit from standard downflow configuration to horizontal flow configuration if necessary.
c. Connect unit to existing supply and return ductwork using sheet metal transitions as required. Note: existing unit was not placed on a curb so new transition sections between the unit and the building must be fabricated to accommodate the new configuration.
d. Re-install the salvaged i-Wave air purifier.
4. Start-up, Test, and Balance
a. Perform initial start-up procedures as recommended by the manufacturer. Test unit in both heating and cooling modes to ensure it is operating in accordance with manufacturer’s stated performance specifications. Instruct Midewin staff on the operation and maintenance of the new unit.
The Contractor will be required to complete the tasks of this contract while working in an occupied office space. Normal working hours for Midewin employees are 8:00 am to 4:30 pm Monday through Saturday. Disruption of office activities must be kept at the bare minimum needed to accomplish the tasks. Coordination between the contractor and the COR will be required before interrupting the functions of any office staff employees.
4.0 Government Furnished
The government will provide the following items and services:
· Parking for contractor vehicles
· Use of government restroom facilities
5.0 Deliverables / Schedule
The overall performance period for completion of the task is 75 days.
6.0 Travel
All travel associated with this contract is considered to be incidental and included in the cost of the contract.
7.0 Contractor’s Key Personnel
At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor.
All contractors must have a current and active profile in Sam.gov to be eligible for an award under this requisition.
8.0 Security Requirements
Midewin Access Policies: Midewin is a non-motorized recreational area with locked gates across all vehicle access points. The public will have access via walking, bicycles, or horseback. Keys and placards will be issued to the successful contractor for all road gates. Gates are always to be kept closed and locked. If the contractor wishes they may post one of their personnel at the gate during any period when repeated trips through the gate are required. Only approved access routes are to be followed, key holders are not allowed access outside of the contract area.

Evaluation Criteria Additionally, included as an attachment to this Statement of Work is the Evaluation Criteria that will be used to make an award determination The attachment states Evaluation Factors and significant Subfactors representing the key areas of importance and emphasis to be considered in the source selection decision. Failure to provide the required data for evaluation may eliminate a contractor from contention for an award.
