Explosives BPA
1. OVERVIEW
The National Center for Explosives Training and Research (NCETR) is home for seven explosive training programs. These programs train approximately two-thousand students each year on a variety of topics including but not limited to: product identification, application, effects, safe-handling, and disposal. Explosives from multiple manufacturers are used. Therefore, the Bureau of Alcohol, Tobacco, Firearms and Explosives plans to award multiple Blanket Purchase Agreements (BPAs) to purchase Explosives and Explosive Supplies for the NCETR.
2. SCOPE
Explosives manufacturers use different explosives and different ratios of explosives, it is their proprietary mix. Different parts of our training courses address different manufacturing companies thus addressing different high explosives. To maintain continuity in our training programs some products require specific manufactures, as listed.
Contractors must provide supplies listed in the specifications in Attachment A NCETR- Explosives List. Contractor must provide their own list of available explosives consistent to those listed in the specifications. All specifications must meet or exceed salient characteristics. A detail listing of specifications must be provided for “ALL” items.
Ability to add new explosives.
3. TERM OF BPA
BPA will be for five (5) years.
4. BPA CALL ORDERS
Supplies will be delivered in response to funded BPA Call Orders issued against the BPA Setup. BPA Call Orders issued against the BPA Setup shall serve as funding documents.
The awarded BPA Setup will not be the funding document. The Government expects delivery time to destination on any given delivery order on average not to exceed eight
(8) weeks. The Government may also pick up the explosives and explosive supplies from vendors location.
