Basis of Award

Project: Refuse Waste Collection

Award shall be based on Best Value. Award will be made based on best overall proposal considering Technical, Management Plan, and Past Performance. Non-price factors are all evaluated on an acceptable/unacceptable basis. To be considered technically acceptable all offerors must receive a satisfactory rating for all factors.

(1) Technical Approach:

a. Offeror must provide business licenses with the proposal.

b. Offeror must provide business insurance with the proposal.

c. Offer must be in business for five or more years.

d. Offeror must provide capabilities statement specifying the ability to manage and provide service directly related to transport and disposal of municipal waste.

(2) Management Plan:

a. Offer must provide a Department of Transportation number for transport of general waste.

b. Offer must submit a Management Plan addressing the process of how waste will be transported and disposed including contingency plans if normal process is disrupted.

(3) Relevant Experience/Past Performance:

a. Offers must provide at least one (3) reference.

b. Offeror must provide at least one (3) past contract of equal or greater value that were successfully completed that demonstrate previous work experience. Provide description, dollar value, and Point of Contact (s) including phone numbers.

Each factor will be scored as Acceptable or Unacceptable as defined below. Each proposal will be evaluated against the Statement of Work and the stated evaluation criteria. Each proposal is evaluated using the same standards.

Best Value

Acceptable:

ALL of the minimum acceptable criteria are clearly met by the proposal. The offeror's proposal meets the performance and technical capability requirements defined in the

Statement of Work.

NOTE: Once the proposals have been determined to be "technically acceptable," award will based on best value.

Unacceptable

Not all of the minimum acceptable criteria are met by the proposal. An unacceptable proposal contains one or more deficiencies. Proposal fails to meet specified minimum performance and technical capability requirements defined in the SOW.

The following table will be used for each proposal received to score each Best Value factor as to whether it is Acceptable or Unacceptable.
