About this file
This is a Request for Proposals (RFP) from the National Institute of Standards and Technology (NIST) for Post-Earthquake Data Collection Procedures for Functional Recovery. The solicitation seeks a contractor to conduct research and data collection related to earthquake engineering and functional recovery, with a focus on post-earthquake reconnaissance missions. The contract is an 18-month firm fixed-price purchase order, with quotes due by August 27, 2025, and will be evaluated on technical capability and price.
Key requirements include demonstrating prior experience in publishing on earthquake engineering topics, conducting post-earthquake reconnaissance missions, and familiarity with functional recovery for earthquake hazards. Offerors must submit a two-volume quote: a technical volume (maximum 15 pages) detailing approach, key personnel, and prior experience, and a price volume with a firm fixed pricing breakdown. The contractor must be an active SAM registrant, comply with various federal acquisition regulations, and be prepared for security processing as a low-risk contract. Quotes will be evaluated to determine the best value to the government, with an emphasis on technical capability and understanding of the Statement of Work.

It must disclose your approach in sufficient detail to provide a clear and concise presentation that includes the requirements of the quote instructions.
• Volume I – Instructions. Volume I shall be single spaced, maximum of 15 pages (does not include attachments), and shall be printable on 8.5 x 11-inch paper containing text no smaller than font size 12 – Times New Roman.
