STATEMENT OF WORK

FOR

ISO/IEC 17020 Reaccreditation for National Response Team (NRT)

1. PURPOSE AND SCOPE:

The purpose and scope of this work is for the reaccreditation of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), National Response Team (NRT) Program, to include all personnel, equipment, and administrators that constitute the NRT Program, under the ISO/IEC 17020 standard (Conformity assessment – Requirements for the operation of various types of bodies performing inspection).

The NRT’s mission as an investigative body is to provide on-site technical expertise & investigative support related to significant fire & explosives incidents. The NRT was first accredited to this standard in May 2019. Achieving reaccreditation from an independent, non-governmental, conformity assessment provider under this standard provides the NRT with external validation of its methods and standards of performance of testing and inspections. In addition, it results in formal recognition for competence to perform specific methods conducted by an independent third-party using a defined set of international standards.

2. OBJECTIVE

The objective of this work is for the NRT to formally apply for reaccreditation under the ISO/IEC 17020 standard, and be assessed by a third-party, non-governmental accrediting organization; be awarded accreditation specifically for a four-year cycle under the ISO/IEC 17020 standard; conduct appropriate maintenance activities to sustain accreditation; and, be prepared to apply for reaccreditation by the end of the four-year accreditation period.

3. REQUIREMENTS

The contractor selected to perform this work shall be an independent, non-governmental, accrediting organization accredited to perform this type of conformity assessment under ISO/IEC 17011 (Conformity assessment – General requirements for accreditation bodies accrediting assessment bodies) standard. In addition, the contractor shall be accredited & authorized to accredit qualified applicants to the ISO/IEC 17020 standard.

5. DELIVERABLES

5.1. Deliverables listed below shall be normally submitted to the Branch Chief

(Quality Manager) electronically or physically to the address in section 6.1.2 of this SOW and become the property of ATF/NCETR/ACE. The COR, or other persons designated by the COR, may choose to have specified deliverables submitted directly to the COR electronically or physically to the address in section 6.1.1. of this SOW and become the property of ATF.

5.2. The vendor shall process the reaccreditation application from ATF/NCETR/ACE for suitability, and provide guidance/direction regarding the assessment process, timelines, documents needed, and other instructions as necessary.

5.3. The vendor shall conduct appropriate on-site assessments as routinely conducted by the vendor during conformity assessments.

5.4. The vendor shall conduct appropriate off-site assessments as routinely conducted by the vendor during conformity assessments.

5.5. The vendor shall provide both written and verbal results of the assessment process, to include non-conformities, as routinely provided by the vendor during conformity assessments. These results should be provided in hard copy or electronic format.

5.6. If warranted, the vendor shall award accreditation with an award date, and date of expiry four years from the award date.

5.7. The vendor shall prepare timely and appropriate itemized invoices for work performed.

5.8. The COR, or other persons designated by the COR, will review all draft and final deliverables within 10 business days to ensure accuracy, functionality, completeness, professional quality, and overall compliance with contract or task order requirements.

5.9. The vendor shall ensure the accuracy and completeness of all deliverables. The Government will consider errors, misleading statements, incomplete and/or irrelevant information, excessive rhetoric, or repetition as deficiencies and the contractor shall make corrections at no additional cost.

5.10. Marking and Delivery: The vendor and the COR will finalize the method in which report deliverables are to be submitted and marked for delivery. Report deliverables may be required to be submitted electronically and in hard copy.

5.11. The list of deliverables is indicated above. All deliverables shall be in the format listed unless otherwise approved by the COR.

7. DATA RIGHTS, DISTRIBUTION LIMITATIONS AND MARKINGS

7.1. Data Rights:

7.1.1. Except for those rights identified in the Contract, Section H-4, the contractor shall deliver all other products and documents from this effort with unlimited rights to the Government (52.227-14). All data and reports shall contain the following:

7.1.2. The U.S. Government retains Unlimited Rights. Unlimited rights means right to use, modify, perform, display, release, or disclose technical data in whole or in part, in any manner and for any purpose whatsoever, and to have or authorize others to do so.

7.2. Distribution/Release Limitation Statements:

7.2.1. The contractor shall mark all documents generated under this effort with the following markings. This does not preclude any special marking due to classification. The contractor shall mark all classified documents in accordance with the DOD 5200.22-M, Industrial Security Manual, Section 11-19 or DOD 5200.1-R, Information Security Program Regulation, Chapter IX and the applicable security classification guide. See Contract Section D for the distribution statement and document markings for this effort.

7.2.2. DISTRIBUTION STATEMENT:

7.2.2.1. Products and information developed under this effort are

Distribution C.

7.2.3. Destruction Notice.

7.2.4. The contractor shall include a destruction notice on all Technical documents marked with Distribution Statements as follows.

DESTRUCTION NOTICE – For classified documents, follow the procedures in DOD5200.22-M, National Industrial Security Program Operational Manual, (NISPOM), Section 7, paragraph 5-700 or DOD 5200.1-R, Information Security Program Regulation, Chapter 1X. For unclassified, limited documents, destroy by any method that will prevent disclosure of contents or reconstruction of the document.

7.2.5. Markings.

7.2.5.1. All documents shall be marked Distribution Statement C

8. SECURITY

8.1. This project is UNCLASSIFIED BUT SENSITIVE.

9. GOVERNEMNT FURNISHED INFORAMTION, EQUIPMENT AND

FACILITIES

9.1. Government (ATF) furnished equipment is as described:

9.1.1. Workspace to include, tables, desk/chairs, power outlets/strips, and telephones.

9.1.2. Other facilities equipment and materials and supplies as needed.
