About this file
This Statement of Work (SOW) details a requirement for the National Institute of Standards and Technology (NIST) to acquire a high-speed real-time automation controller and data acquisition system for thermo-mechanical testing. The system must be a single self-contained benchtop or server-rack instrument with specific technical requirements, including a 64-bit quad-core processor, field programmable gate array (FPGA), 8 true differential analog inputs, 8 fully isolated thermocouple inputs, digital input/output modules, and analog output capabilities. Key software requirements include a real-time Linux-based operating system, compatibility with programming languages like C/C++, Python, LabVIEW, and Simulink, and the ability to run on Windows 11.
The contract requires delivery of the complete instrument, associated software, and operations manual within 60 calendar days after award, with a one-year warranty covering all parts, labor, and travel. The system will be delivered F.O.B. Destination to NIST in Gaithersburg, Maryland, with the NIST Subject Matter Expert performing installation. The contractor must provide online tutorials, example codes, and ensure all components are new, with no used, remanufactured, experimental, prototype, or "gray market" components accepted. Due to limited site access, the awardee must confirm shipment details with the Designated Government Official and Contracting Officer prior to delivery.

STATEMENT OF WORK (SOW)
TITLE: High Speed Real-Time Automation Controller and Data Acquisition
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST), Materials Science and Engineering Division (MSED) is involved in the development of advanced measurements to better understand the material response to temperature and mechanical loading for the automotive, aerospace, and marine industries.
Purpose: The purpose of this requirement is to provide a high-speed real-time automation controller and data acquisition system. The system will be used to perform thermo-mechanical testing over a wide range of temperatures and heating rates with simultaneously controlling and automating various aspects of the experiments and data recording.
II. SCOPE OF WORK
The Contractor shall provide one (1) data acquisition and real-time control instrument that meets the following minimum technical requirements.
III. MINIMIMUM REQUIREMENTS
The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award.
Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Line Item 0001:
Description: High Speed Real-Time Automation Controller and Data Acquisition Quantity: One (1) Each.
A. Technical Specifications
The Contractor shall provide an instrument that meets or exceeds the following specifications:
Hardware Requirements
• Be a single self-contained benchtop or server-rack instrument with the specification below and with the capability of adding at least 2 additional inputs and output modules for future needs.
• Have a 64-bit quad-core processor running at least 1.2 GHz (or more) with 4 GB of ram (or more) and 8 GB of eMMC (or similar) memory (or more) with a standalone embedded controller and software (see Software requirements below) and have a field programmable gate array (FPGA) for real-time signal processing. The FPGA is sized to meet the requirements below.
• Have an analog input module that includes 8 true differential analog inputs (or more) with 1 M-ohm impedance (or more) at 24 bits (or more) at 50 thousand samples per second (or more) per channel simultaneously with input ranges from +/- 500 mV (or less) and to +/- 10 V (or more) (software selectable per channel). Each input channel shall contain an independent analog-to-digital converter (ADC). The inputs shall be channel-to-channel isolated and channel-to-chassis isolated.
• Have a thermocouple input module that includes 8 fully isolated thermocouple inputs at a sampling rate of 1500 samples per second per channel simultaneously (or more). The thermocouple inputs must have a built-in cold junction for at least thermocouple Type K, Type J, and Type R. The resolution of the thermocouple input shall be sufficient to achieve a resolution of 0.1 ˚C within the complete temperature range for thermocouple Type K, Type J, and Type R.
• Have software or hardware-timed digital input/output module of 8 digital inputs (or more) and 8 digital outputs (or more) current sourcing at 50 thousand samples per second (or more) per channel simultaneously. The digital inputs and outputs shall be capable of 5 VDC.
Digital inputs can be either sinking or sourcing.
• Have an analog output module that includes 8 analog outputs at 50 thousand samples per second at +/- 10 volts per channel with a 16-bit resolution.
• Capable of measuring and recording all the analog inputs, thermocouple inputs, and digital inputs, simultaneously, while also simultaneously outputting all the analog and digital outputs.
• All the analog inputs and thermocouple inputs shall be capable of digital filtering (Bessel IIR type or similar) (programable per channel). The maximum cut-off frequency (-3 dB) for the analog inputs and thermocouple inputs shall be at least 22.5 kHz and 675 Hz (45% of the maximum sampling rate), respectively.
• Include real time proportional–integral–derivative (PID) control on the analog inputs and the thermocouple inputs.
• Have a latency between the measured analog inputs and PID control analog output equal to 100 microseconds (or less) for 4 simultaneous PID control loops. The latency also includes performing real-time digital filtering of the analog inputs before updating the PID output.
• Contain quick connect connectors for each input and output OR a break-out board (or screw terminal panel) must be provided for all the inputs and outputs.
• Include an operations and maintenance manual covering proper operation, routine maintenance, and troubleshooting for the instrument and controlling software. The manual may be supplied in hard copy or electronic format (or both).
• The device shall be calibrated with certificates prior to arrival.
Software Requirements:
• Operating software on the controller shall be a real time Linux based operating system.
• Contain the full version of the instrument software and license, which can be used simultaneously by multiple users. If the instrument software is LabVIEW or Matlab/Simulink, a NIST site license will be used.
• Programming languages to control the controller and data acquisition shall include C/C++, Python, LabVIEW, and Simulink. All related software and licensees to use and operate the instrument shall be included.
• The software and programing of the controller shall run on Windows 11.
Tutorials and Example Code:
• Provide online tutorials and example codes to operate the device.
