SECTION 01110

SUMMARY OF WORK

PART 1 GENERAL

1.01 SUMMARY

A. The work outlined in these Specifications includes modifications to the Auxiliary

Spillway at Devil’s Kitchen Dam.

1.02 SITE LOCATION

A. Project location is Devil’s Kitchen Dam, located on Government land in the Crab Orchard National Wildlife Refuge, Williamson County, Illinois. Exact location of Project is indicated on the "Location Map" on the first sheet of the Drawings.

1.03 EROSION AND SEDIMENT CONTROL DOCUMENTS

A. Install and maintain sediment and erosion control features during the Work and removal of these features in accordance with applicable permits when the Work is complete.

1.04 WORK COVERED BY CONTRACT DOCUMENTS

A. Without intending to limit or restrict extent of work required under this Contract, Work to be performed comprises the following:

1. Work for the construction of the modifications to the Devil’s Kitchen Dam

Auxiliary Spillway include construction of the concrete parapet, widening of Tacoma Lake Road, removal of the existing berm, and placement of geotextile, riprap bedding, and riprap. Erosion and sediment control and traffic control will be maintained throughout construction.

2. Provide without additional compensation, any apparatus, material and labor not specifically mentioned in specifications or indicated on Drawings, that is necessary to complete or perfect any portion of work in a substantial manner and in compliance with requirements implied or intended in these Contract Documents. This includes materials, devices or methods peculiar to the apparatus or system provided.

1.05 APPLICABLE CODES, STANDARDS, AND SPECIFICATIONS

A. Comply with codes and standards applicable to each type of work and as listed in individual sections.

1. Where a conflict occurs between referenced documents and the Technical

Specifications, the Technical Specifications shall govern.

2. Where a conflict occurs between different referenced documents, the document containing the more stringent requirements governs.

3. The applicable version of a referenced document shall be the dated version specified for that document. When a date is not specified, the version current as of the date established for receipt of bids shall govern.

4. Materials, applications, and tests specified by reference to published standards of a society, association, code, or other published standards are included in the Specifications as if written in their entirety.

1.06 DRAWINGS

A. Project Drawings: The Drawings accompanying these Specifications are hereby made a part of the Contract. The Work relative to the Contract is indicated in the set of Drawings.

1.07 MODIFICATIONS

A. The Contracting Officer reserves right to make changes in order and execution of

Work done under Contract, in coordination with the Contracting Officer’s Representative, Engineer of Record, and Government Inspector, as may be necessary or expedient to carry out intent of design and Contract. No increase in unit prices over Contract rates will be paid to the Contractor as a result of such changes.

1.08 PROFILES AND TOPOGRAPHY

A. Profiles, topography, and details for the work are schematic in nature and, with the exception of dimensioned construction details, are presented only for the purpose of conveying the concept and the limit of specified work. The Contractor shall verify all details in the field. The misuse of noted information for other than that indicated and subsequent suffering of damages as a result of misuse shall not be cause for any claim by the Contractor. Information is believed to be reasonably correct but is not guaranteed.

1.09 PHYSICAL DATA

A. Become fully informed concerning location of public or private facilities and structures on, under, or over Project, which may interfere with operations. It is assumed Contractor has prepared bid and entered into Contract with full understanding of conditions to be encountered, and responsibilities in connection with that.

1.10 ADJACENT PROPERTY AND RIGHT-OF-WAY

A. Do not trespass, store material or equipment or in any other manner occupy any property outside of the construction right-of-ways, easements or limits of disturbance shown on the Drawings without written permission of the owner of the property. Any

At Devil’s Kitchen Dam 01110-3 Summary of Work August 2020 damage done by the Contractor to property outside of said work areas shall be restored immediately to the property owner's satisfaction at the Contractor's expense.

1.11 UTILITY OWNERS

A. Do not operate, move, relocate, or in any way interfere with the operation of existing utilities at, near, or outside the work area without first contacting a qualified representative of the utility involved and obtaining a written approval from this representative.

1.12 DESCRIPTION OF EXISTING FACILITIES

A. A description of the auxiliary spillway is included at the end of this Specification in a separate Appendix A.

Appendix A

Description of Existing Auxiliary Spillway

Description of Existing Auxiliary Spillway

The following description of the existing auxiliary spillway at Devil’s Kitchen Dam is provided for general information only and in no event is this information considered as a bases of accurately representing all relevant features of the auxiliary spillway needed to complete the modification to the spillway. Bidders shall make their own investigations of existing conditions, and if they do not do so, the Government will not be responsible in any way for the consequences.

The auxiliary spillway is an overflow structure controlled by an earthen berm with a crest elevation of 513.0 feet and a crest length of 419 feet. The berm has a top width of approximately 3 feet and 3:1V upstream and downstream slopes. According to the available as-built drawings for the auxiliary spillway, a portion of the berm was placed on 18-inches of riprap. The bottom of the upstream slope of the berm is also armored with 12-inches of riprap on 6 inches of filter base course.

Immediately downstream of the earthen berm is Tacoma Lake Road, a two-lane County road.

The reinforced concrete roadway is 24 feet wide. The available as-built drawings show a roadway slab thickness of 2 feet. There is are cutoffs on the upstream and downstream side of the road to a depth of approximately 5 feet and 8 feet, respectively. According to the drawings, the road is reinforced by #6 bars. The area immediately downstream of the road is lined with riprap, which was placed on a 6-inch layer of crushed stone on top of 6 inches of filter base course. The riprap was placed to a depth of 8 feet immediately downstream of the road and the depth of riprap gradually gets shallower to a termination approximately 30 feet downstream of the road. A photograph showing the auxiliary spillway berm and reinforced-concrete road is presented on Figure 1. As-built drawings showing the plan and sections of the auxiliary spillway are presented on Figure 2.

1.02 SITE LOCATION AND INSPECTION

C. Prospective bidders are strongly encouraged to attend a pre-bid conference and Site visit to become familiar with existing project conditions. The pre-bid conference and Site visit will be scheduled by the CO.

1.03 CONTRACTOR USE OF SITE

A. The Contractor shall not camp or recreate in the project area or attempt to disturb, feed, or manipulate fish and wildlife on the Refuge.

B. The Contractor is required to obey all Crab Orchard National Wildlife Refuge rules and regulations.

1.04 WORK HOURS

A. The Contractor shall not perform any work at night or on weekends unless approved by the COR. All work must be completed between dawn and dusk.

1.05 LIMITS OF DISTURBANCE

A. The Contractor shall use care to ensure no Work is performed outside of the Limit of Disturbance shown on the Drawings. The Government Inspector in consultation with the Refuge Manager, will determine the final location of the Limits of Disturbance in the field and has the right to require the Contractor to place fencing or stakes in critical work areas to delineate the Limits of Disturbance.

1.06 DRAWINGS

SECTION 01330

SUBMITTALS

1.01 WORK SCOPE

A. This Section includes provisions for providing submittals to the Engineer of Record, Government Inspector, and Contracting Officer’s Representative.

1.02 SUBMITTAL REQUIREMENTS

A. Refer to FAR 52.236-5, Materials and Workmanship, and Specifications and Drawings for Construction.

B. Do not order, use, or install any item specified as requiring a submittal prior to approval. The Contractor shall submit manufacturer's/supplier’s literature containing detailed specifications, test results, and performance data or shop drawings fully describing the items. The Contractor is solely responsible for any item that has been ordered/delivered prior to submittal approval.

C. Submittals shall be electronically transmitted to the Government Inspector, Engineer of Record, and the Contracting Officer’s Representative. Samples shall be delivered by mail or courier to the Engineer of Record.

D. The following identification data shall be contained with the submittal:

1. Contract name and number

2. Contractors name

3. Reference to the applicable specification paragraph and Drawings

4. Indication of the intended use of the item in the Work.

E. The Contractor shall allow a minimum of 10 days, or as otherwise shown in Table 1 for the Government’s review of each required submittal or re-submittal.

F. After review by the Engineer of Record, the Engineer of Record shall recommend to the Contracting Officer’s Representative that the submittals be returned marked as follows: Approved; Approved as Noted; Revise and Resubmit; or Rejected.

1. Approved: When submittals are returned Approved, it is understood that they have been found to be in conformance with the Contract Documents. The Contracting Officer’s Representative’s approval of the submittals does not relieve the Contractor from responsibility for errors or discrepancies in such submittals.

2. Approved as Noted: When submittals are returned Approved as Noted, it is understood that the submittals have been found to be in conformance with the Contract Documents, provided the changes recommended by the Engineer of Record, Government Inspector, or Contracting Officer’s Representative noted are

3. Revise and Resubmit: When submittals are returned noted Revise and Resubmit, it is understood that the Contractor shall make the required corrections and resubmit corrected submittals to Engineer of Record, Government Inspector, and Contracting Officer’s Representative. No fabrication is allowed.

4. Rejected: When submittals are returned Rejected, it is understood that the Contractor shall make completely new submittals

G. A list of required submittals is listed in Table 1 of this Section. This listing in Table 1 is not necessarily inclusive of all required submittals. See each Specification Section and the Drawings for required submittals.

H. Do not order items or perform work related to shop drawings, samples or material requiring testing prior to obtaining the required approvals of shop drawings or samples from the Contracting Officer’s Representative as recommended by Engineer of Record.

I. Where testing is required for submittal purposes of products or materials to show compliance with Specification requirements, such testing shall be performed by and at the expense of the Contractor. Testing agencies employed by the Contractor for such purposes shall be approved by the Contracting Officer's Representative as recommended by the Engineer of Record. All required test results shall be submitted and approved by the Contracting Officer’s Representative before installation. In addition, only approved products or materials shall be delivered and stockpiled/stored at the site.

1.03 SAMPLES

A. Submit all samples in duplicate.

B. Provide samples of sufficient size to permit an accurate appraisal of color, texture, finish, workmanship, and other specified characteristics.

C. Samples shall be submitted with shop drawings when both are required.

1.04 MODIFICATION COST PROPOSALS

A. Compensation to the Contractor for all work in this Section shall be included in the prices bid in the Bid Schedule for the items for which submittals are required.

1.03 DEFINITIONS

A. Definitions used throughout the Specifications and Contract Documents include:

1. Contractor, shall be the General Contractor, sub-contractors, manufacturer’s, who are responsible for completing the Work as specified herein and shown on the Drawings.

2. Contracting Officer (CO), shall be the person authorized by the U.S. Fish and Wildlife Service (USFWS) to award and administer this contract on behalf of the

Government. The CO shall make all final decisions concerning contractual matters and has sole authority to direct changes to, or make any binding agreements concerning this contract.

3. Contracting Officer’s Representative (COR), shall be the person authorized by the USFWS and appointed by the CO, to represent the CO for all technical matters that arise under this contract. The limited authorities and responsibilities of this person are specifically delegated in writing by the CO.

4. Drawings, shall be the Construction Drawings that are stamped by the Engineer of Record and designated as “Approved for Construction”.

5. Engineer of Record, who is also the design engineer, shall be Gannett Fleming, Inc. The Government Inspector will be an employee of the Engineer of Record.

6. Government, shall be the USFWS.

7. Government Inspector (GI), shall be the on-site Government representative, employed by the Engineer of Record and authorized by the USFWS to observe and document the Work performed under this contract to ensure that it conforms to the contract requirements. Duties of the Government Inspector will be defined in a separate Title III Task Order.

8. Limit of Disturbance, shall be as defined on the Drawings. The Contractor is not allowed to have materials, labor, or equipment beyond the Limit of Disturbance without prior written approval by the COR.

9. Refuge, shall mean the Crab Orchard National Wildlife Refuge.

10. Specifications, shall mean these Technical Specifications of the project that are stamped and approved by the Engineer of Record.

11. Work, shall be defined as what the Contractor shall furnish and construct, which includes all necessary personnel, supervision, facilities, tools, materials, and equipment required to completed the project as shown on the Drawings and described in the Specifications.

1.04 REFERENCES

A. For products or workmanship specified by association, trade, or other consensus standard, comply with requirements of the standard, except when more rigid requirements are specified or are required by applicable codes or these Specifications.

At Devil’s Kitchen Dam 01550-1 Vehicular Access and Parking Areas

SECTION 01550

VEHICULAR ACCESS AND PARKING AREAS

1.01 GENERAL

A. Primary access roads to the Work Site shall be the existing paved and unpaved Refuge and County roads as shown on the Drawings.

B. All other Refuge roads shall be closed to the Contractor's use during construction unless access is specifically approved by the Contracting Officer's Representative.

C. Parking areas for the Work Site shall be at the Staging and Laydown Area shown on the Drawings.

1.02 PROTECTION OF EXISTING ROADS

A. The Contractor shall be responsible for any damage to Refuge and County roads resulting from his construction activities. The Contractor shall repair all damages to Refuge and County roads, in accordance with all County and refuge requirements, at no additional cost to the Government.

B. Any damage to the existing Refuge access roads, culverts, or headwalls caused by construction activity shall be repaired by the Contractor to the satisfaction of the Contracting Officer's Representative, and at no additional cost to the Government.

1.03 PROTECTION OF EXISTING PARKING AREAS

STAGING, STOCKPILE, AND WASTE FILL AREAS

1.01 WORK SCOPE

A. This Section includes the requirements for Contractor operations in:

1. Staging and Stockpile Areas, located in the Contractor’s Staging and Laydown

Area, as shown on the Drawings.

1.02 STAGING AND STOCKPILE AREAS

A. Clean up and reclaim the Contractor’s Staging and Laydown Area at the end of construction in accordance with Section 02901: Reclamation of Disturbed Areas.

B. Stockpile all construction materials in the Contractor’s Staging and Laydown Area.

C. Stockpiling of construction materials outside the limits of the Contractor’s Staging and Laydown Area is not permitted unless approved by the Contracting Officer's Representative.

3.01 DISPOSAL OF MATERIALS

A. Vegetative materials and any other unsuitable materials encountered during excavation for roadway widening to the subgrade shown on the Drawings shall be disposed of off-site in a lawful manner by the Contractor.

B. The Refuge as the right to claim materials from the demolition of the berm. The Contractor shall deliver the claimed materials to a stockpile location on Refuge property as indicated by the Refuge Manager or representative.

TRAFFIC CONTROL

PART 1 GENERAL

1.01 SUMMARY

A. Section Includes: General guidelines for control of traffic while Project work within street Right-of-Way is being performed. The goal is to help ensure safe and efficient traffic movement through work areas and provide safety for Contractor's work force.

1.03 TRAFFIC CONTROL

A. Tacoma Lake Road is a two-lane Refuge road that runs through the Devil’s Kitchen Dam auxiliary spillway. During the Project, the Contractor may request partial or complete closure of the road to perform the Work.

1.04 SUBMITTALS

A. Traffic Control Plan:

1. If partial or complete closure of Tacoma Lake Road is requested, the Contractor shall submit a Traffic Control Plan per Section 01330 - Submittals for review not more than 15 days after the notice to proceed is issued by the Contracting Officer.

The Contractor must receive approval of the Traffic Control Plan from the Contracting Officer’s Representative prior to mobilization to the site. The Traffic Control Plan shall include the Contractor’s traffic control measures, including but not limited to, sign locations and a schedule of Contractor-requested partial and/or complete road closures.

1.05 QUALITY ASSURANCE

A. Traffic control measures are to be in accordance with Illinois Department of Transportation Standard Specifications for Road and Bridge Construction.

PART 3 EXECUTION

3.01 GENERAL

A. If Tacoma Lake Road is partially or completely closed during construction, at a minimum, signage indicating the road closure should be placed at the intersections of Tacoma Lake Road and Grassy Road and Tacoma Lake Road and Wolf Creek Road.

B. The Contractor shall provide appropriate traffic control measures at the spillway to ensure the safety of the workers.

3.02 INSTALLATION

A. Install traffic control devices immediately before the beginning of construction and keep in place as long as they are needed and remove immediately thereafter.

3.03 REMOVAL

A. Remove, cover, or turn traffic control device that does not apply to the existing condition so as not to be readable by oncoming traffic.

SECTION 01700

CONTRACT CLOSEOUT

1.01 FINAL INSPECTION

A. Request a final inspection in writing at least fourteen (14) days prior to the anticipated date of completion. Prior to scheduling the final inspection, the Contractor shall submit to the Contracting Officer's Representative documentation signed by both the Government Inspector and the Contractor stating that all punch list items are complete.

B. Work will not be considered ready for final inspection until all the Work has been completed in full compliance with all contract terms and conditions. The Contractor or his project supervisor shall be at the job site during the final inspection.

1.02 CLEANING UP

A. Refer to FAR 52.236-12, Cleaning Up.

1.03 RECORD DOCUMENTS

A. While Work is being performed, keep one job set of the drawings, shop drawings, and specifications in good, clean, and readable condition onsite. The job set drawings and specifications shall be available for review at any time by the Engineer of Record, Government Inspector, Contracting Officer's Representative, or the Contracting Officer.

B. Neatly inscribe on the drawings, shop drawings, and specifications job set all changes in work. Note changes with red pencil or red ink. Note all data and changes on the job set in sufficient detail and clarity and provide information necessary for the Engineer of Record to prepare accurate As-Built record drawings. Information shall be recorded concurrently with construction progress. The Contractor shall submit updated Red Line drawings to the Government Inspector weekly. The Government Inspector will confirm the contents of the Red Line drawings and transmit them to the Engineer of Record. Every 2 weeks, the Engineer of Record shall provide updated drawings to the Contractor, Government Inspector, and Contracting Officer’s Representative. The most current set of drawings shall be included in any pay requests. No work shall be concealed or covered in a manner that would prevent inspection until required information is recorded and approved by the Contracting Officer's Representative. Each item of actual construction shall be recorded. If record drawings are not kept up to date, the Contracting Officer's Representative shall recommend retainage be withheld from progress payments.

C. Specifications shall be legibly marked and each item of actual construction recorded including the following:

1. Manufacturer, trade name, and model number of each product actually installed, particularly optional items and substitute items.

2. Changes made by addenda and modifications.

D. Maintain operation and maintenance information, inspection certifications, and f ield test records required by individual Specifications.

E. Submit the original job set of red-lined project drawings and specifications, signed by the Site Superintendent, at the time of final acceptance and prior to final payment.

Note all data and changes on the marked-up project drawings in sufficient detail and clarity and provide information necessary for preparation of record drawings, including electronic files of survey data for instrumentation locations and elevations and any items or facilities that changed from the Drawings.

1.04 GUARANTEES, WARRANTIES, AND CERTIFICATES

A. Submit all guarantees, warranties, and certificates.

B. A 1-year warranty for all work performed is required from the date of completion as accepted by the COR.

C. An inspection of the 1-year warranty shall be scheduled and occur no later than

30 days prior the end of the warranty period. It shall be attended (as a minimum) by the COR, the Government Inspector, and the Contractor (Project Manager/Owner/Site-Superintendent) and shall document any Work deficiencies that need to be corrected by the Contractor as part of the warranty period.

D. Refer to FAR 52.246-21, Warranty of Construction.

1.05 SUBMITTALS

A. Submit record documents, test reports, guarantees, and certificates in accordance with these Specifications and Section 01300: Submittals.

1.03 DEFINITIONS

A. Unclassified Excavation: Excavation for this Project shall be considered unclassified and shall include all types of earth and soil, any pebbles, boulders and bedrock. All such materials encountered which are identified by this paragraph as unclassified shall be removed to the required widths and depths to create a finished product as shown and/or noted on the drawings and as written in the specifications. No additional compensation shall be made to the contractor for this unclassified excavation.

B. Subgrade: Prepared earth surfaces where on or over additional materials are placed or work is performed.

C. Stripping: Removing all topsoil, grass and weeds.

1.04 SUBMITTALS

A. A minimum of 10 days before delivery of Subbase Aggregate and Base Course Aggregate to the site, the Contractor shall inform the Government Inspector in writing of the source(s) from which the filter base course materials will be obtained. Furnish a certification that the materials meet the Specifications.

B. A minimum of 10 days before the start of Work, the Contractor shall submit their means and methods of placement and compaction of the Subbase Aggregate and Base Course Aggregate.

C. A minimum of 10 days before the start of Work, the Contractor shall submit their means and methods for removal of the earthen berm upstream of the roadway.

2.01 MATERIALS

A. General: All materials to be free of topsoil, plant life, lumber, metal, refuse, coal waste, slag, and cinders.

B. Riprap

1. Riprap shall be well-graded, quarried sound, angular and durable natural rock meeting the soundness, shape, and durability requirements of Illinois Standard Specification for Road and Bridge Construction, 2016, Section 1005. Stone and Broken Concrete for Erosion Protection, Sediment Control, and Rockfill.

2. Where designated on the Drawings, existing riprap located within the limits of required excavation may be stockpiled and reused. Reused existing riprap shall be free of soils, organics, or other materials.

3. Riprap that is to be imported from an offsite source shall be RR 3 as specif ied in the Illinois Standard Specifications for Road and Bridge Construction, 2016.

C. Riprap Bedding

1. Shall be RR 1 bedding material as specified in the Illinois Standard Specifications for Road and Bridge Construction, 2016, Section 1005.

D. Geotextile Fabric

1. Filter Fabric conforming to Illinois Standard Specifications for Road and Bridge Construction, 2016, Section 1080.02. In addition to the Illinois Standard Specification requirements, the geotextile shall have an apparent Opening Size Sieve No. greater than #70 with a minimum abrasion resistance of 40 pounds

E. IDOT CA 7 (Subbase Aggregate)

1. Shall be CA 7 aggregate as specified in the Illinois Standard Specifications for

Road and Bridge Construction, 2016.

F. IDOT CA 2 (Base Course Aggregate)

1. Shall be CA 2 aggregate as specified in the Illinois Standard Specifications for

Road and Bridge Construction, 2016.

3.01 PREPARATION

A. Prior to Site Work, identify all appurtenant structures noted on the Drawings. Protect all appurtenant structures from damage or displacement. Any structures damaged by the Contractor during clearing shall be repaired or replaced at no cost to the Government.

3.02 ROADWAY WIDENING

A. Excavation

1. Excavation for widening of the roadway will primarily include removal of riprap.

Excavate to the lines and grades as shown on the Drawings and as necessary to accomplish the Work. Excavated riprap may be stockpiled in designated stockpile areas for future use. Take all necessary precautions to preserve the material below and beyond the established lines of all excavations. Areas excavated beyond authorized limits shall be refilled with material recommended for approval by the Engineer of Record and approved by the Contracting Officer’s Representative to the correct lines and grades at no additional cost.

2. Unless recommended by the Engineer of Record and authorized in writing by the Contracting Officer’s Representative, all excavations shall be in the dry.

3. If the Contractor encounters material other than riprap, stop excavation and notify the Government Inspector and/or the Engineer of Record. Excavation may restart upon approval from the Contracting Officer’s Representative based on recommendations from the Engineer of Record.

B. Dewatering

1. During excavation of the area downstream of the roadway, standing water may be encountered. If standing water is encountered, stop work in that area and notify the Government Inspector and/or Engineer of Record. Excavation may continue at other locations with no standing water.

2. Dewater the area downstream of the roadway with a filtered sump. Water may be discharged downstream of the riprap area.

3. Excavation in the areas with standing water may continue once the areas are properly dewatered and approval is provided by the Contracting Officer’s Representative based on recommendations from the Engineer of Record.

C. Placement of IDOT CA 2 Aggregate in Road Widening (Subbase Aggregate)

1. Remove all vegetation within the subgrade prior to placing the Subbase Aggregate.

2. The Subbase Aggregate shall be placed to the lines, grades and cross sections indicated on the Drawings.

3. If any earth is worked into the Subbase Aggregate during the compacting or finishing operations, all Subbase Aggregate within the affected area shall be removed and replaced with new Subbase Aggregate.

4. The Subbase Aggregate shall be placed and compacted at least three days prior to the placement of the Base Course Aggregate and concrete.

5. The Subbase Aggregate shall be prepared such that after compaction, it will be smooth and conform to the alignment, grades, and cross sections shown on the Drawings.

6. Subbase Aggregate shall be compacted to the satisfaction of the Government Inspector and Engineer of Record. The manner of placing and compacting the material shall be submitted for review as outlined in Section 1.04 in this Section prior to starting this work.

D. Placement of IDOT CA 7 Aggregate in Road Widening (Base Course Aggregate)

1. The Base Course Aggregate shall be placed to the lines, grades and cross sections indicated on the Drawings.

2. If any earth is worked into the Base Course Aggregate during the compacting or finishing operations, all Subbase Aggregate within the affected area shall be removed and replaced with new Subbase Aggregate.

3. The Base Course Aggregate shall be prepared such that after compaction, it will be smooth and conform to the alignment, grades, and cross sections shown on the Drawings.

4. Geotextile:

a. Place geotextile fabric as shown on the Drawings.

b. Lay and maintain geotextile smooth and free of tension, folds, wrinkles, or creases.

c. Secure the geotextile fabric using heat bonding or other approved method.

d. Provide minimum 18-inch overlap at adjoining panels of geotextile fabric.

e. Before placing material over geotextile fabric, notify the Government

Inspector. Do not cover until after the Government Inspector provides authorization to proceed.

f. If tears, punctures, or other damage occurs to geotextile fabric during placement of overlying materials, remove overlying materials as necessary to expose damaged geotextile fabric. Repair or replace damage torn, punctured, flawed, deteriorated, or otherwise damaged geotextile fabric, as specified in Section 3.02.D.5.

5. Geotextile Fabric Repair Procedures:

a. Place patch of undamaged geotextile fabric over damaged area and at least 18 inches in all directions beyond damaged area.

b. Remove interfering material as necessary to expose damaged geotextile fabric for repair.

c. Sew patches or secure them with heat fusion tacking.

6. Base Course Aggregate shall be compacted to the satisfaction of the Government Inspector and Engineer of Record. Prior to starting this Work, the manner of placing and compacting the material shall be submitted for review, as outlined in Section 1.04, and approval received from the Contracting Officer’s

E. Placement of Riprap

1. The Riprap shall be placed to the lines, grades and cross sections indicated on the

Drawings.

2. All tapers between minimum thickness and any high points shall be at a unif orm rate. There shall be no abrupt changes in the riprap surface.

3. Riprap shall be placed to its full course thickness in one operation and in such a manner as to avoid displacing betting material.

4. Riprap shall not be placed or dropped from a height of more than 1 foot. Placing riprap by dumping into chutes or by similar methods likely to cause segregation of the various sizes will not be permitted.

5. The finished riprap shall be reasonably well graded with a minimum of voids.

Smaller rock fragments shall be used to fill in the voids between larger rock fragments in such a manner as to form a smooth, uniform, well graded layer of riprap.

F. Disposal of Materials

1. Vegetative materials and any other unsuitable materials encountered during excavation to plan subgrade shown on the Drawings shall be disposed of off-site in a lawful manner by the Contractor.

3.03 REGRADING UPSTREAM OF THE ROADWAY

A. Preparation

1. Take necessary precautions to avoid damage to existing items to remain in place.

B. Performance

1. The means and methods of performing the removal of the berm is the sole responsibility of the Contractor. The equipment used and methods of berm removal will be subject review by the Engineer of Record and Government Inspector.

C. Excavation

1. Excavate to the lines and grades as shown on the Drawings and as necessary to accomplish the Work.

2. Remove and dispose of grass and weeds that are unacceptable for mixing with topsoil, as determined by the Government Inspector and/or Engineer of Record, from all areas requiring stripping.

3. Excavated riprap may be stockpiled in designated stockpile areas for future use.

4. Take all necessary precautions to preserve the material below and beyond the established lines of all excavations. Areas excavated beyond authorized limits shall be refilled with material recommended for approval by the Engineer of Record and approved by the Contracting Officer’s Representative to the correct lines and grades at no additional cost.

5. Unless authorized in writing by the Contracting Officer’s Representative, all excavations shall be in the dry.

D. Dewatering

1. During excavation, standing water may be encountered. If standing water is encountered, stop work in that area and notify the Government Inspector and/or Engineer of Record. Excavation may continue at other locations with no standing water.

2. Dewater the area with a filtered sump. Water may be discharged downstream of the riprap area.

3. Excavation in the areas with standing water may continue once the areas are properly dewatered and approval is provided by the Contracting Officer’s Representative based on recommendations from the Engineer of Record.

E. Disposal of Materials

c. Secure the geotextile fabric using heat bonding or other approved method.

d. Provide minimum 18-inch overlap at adjoining panels of geotextile fabric.

e. Before placing material over geotextile fabric, notify the Government

Inspector and/or Engineer of Record. Do not cover until after the Contracting Officer’s Representative provides authorization to proceed based on recommendations from the Engineer of Record.

f. If tears, punctures, or other damage occurs to geotextile fabric during placement of overlying materials, remove overlying materials as necessary to expose damaged geotextile fabric. Repair or replace damage torn, punctured, flawed, deteriorated, or otherwise damaged geotextile fabric, as specified in Section 3.02.D.5.

2. Riprap Bedding

a. Riprap Bedding shall be spread in such a manner as to form a smooth, uniform layer under the Riprap. Place Riprap Bedding in maximum 6-inch loose lifts.

3. Riprap

a. The Riprap shall be placed to the lines, grades and cross sections indicated on the Drawings.

b. All tapers between minimum thickness and any high points shall be at a uniform rate. There shall be no abrupt changes in the riprap surface.

c. Riprap shall be placed to its full course thickness in one operation and in such a manner as to avoid displacing betting material.

d. A tolerance of +3 inches from the thickness shown on the Drawings will be allowed in the finished surface of the Riprap.

e. Riprap shall not be placed or dropped from a height of more than 1 foot.

Placing riprap by dumping into chutes or by similar methods likely to cause segregation of the various sizes will not be permitted.

f. The finished riprap shall be reasonably well graded with a minimum of voids.

Smaller rock fragments shall be used to fill in the voids between larger rock fragments in such a manner as to form a smooth, uniform, well graded layer of riprap.

g. The finished riprap shall be free from objectional materials, such as earth or vegetation, and pockets of small stones.

A. Excavation will not be measured for payment.

B. Furnishing and placing Riprap, Riprap Bedding, and Geotextile Fabric will not be measured for payment.

C. Furnishing and placing Subbase Aggregate will not be measured for payment.

D. Furnishing and placing Base Course Aggregate will not be measured for payment.

A. Compensation to the Contractor for all costs associated with Roadway Widening shall be made at the lump sum price bid in the Bid Schedule for Roadway Widening, which shall include excavation, removal and stockpile of riprap, dewatering, furnishing and placement of Subbase Aggregate, Base Course Aggregate, riprap, geotextile, and disposal of materials as shown on the Drawings and specified herein.

B. Compensation to the Contractor for all costs associated with Regrading Upstream of the Roadway shall be included in the lump sum price bid in the Bid Schedule for

EROSION AND SEDIMENT CONTROL

PART 1 GENERAL

1.01 WORK INCLUDES

A. Constructing, maintaining, and removing all temporary erosion protection and sediment control facilities.

1.02 DEFINITIONS

A. Erosion and Sediment Control devices as defined herein shall mean silt fences, hay bales, sediment ponds, or other devices approved by the Contracting Officer's Representative upon consultation with the Engineer and/or Government Inspector.

1.03 SUBMITTALS

A. At least 14 calendar days prior to beginning of any work, submit the product data of the proposed materials to be used to control erosion and sediment at the work site to the Government Inspector, Engineer of Record, and Contracting Officer’s Representative for review, comment, and acceptance.
