About this file
This document outlines specifications for a partial discharge monitoring system solicitation from the Department of the Interior Bureau of Reclamation. The Bureau of Reclamation seeks to procure two continuous online partial discharge monitoring systems for permanent installation on existing 115kV and 230kV cable circuits located near Montrose, Colorado. Each system must be capable of monitoring three-phase cables up to 5,000 feet in length operating between 115kV and 230kV, and trending key partial discharge metrics over long durations through a web-based management system. Additional requirements include the ability to locate partial discharge sites, set customizable alarm thresholds, record and store a minimum of 120 days of partial discharge data, and measure frequencies from 10kHz to 20MHz. The systems must utilize split-core radio frequency current transformers or other sensors installed on the cable sheath ground bond near terminations, have IP65-rated enclosures, and meet specified vibration and electromagnetic compatibility standards. Installation will be performed by the Bureau of Reclamation. Products must be delivered to the specified address in Montrose, Colorado by the date associated with solicitation number 140R4023Q0071.

Specification for Partial Discharge Monitoring System
1.0 Introduction and General Requirements:
The Bureau of Reclamation has a requirement for two continuous on-line Partial Discharge (PD) monitor systems are sought for permanent installation on two existing sets of 3-phase bulk-power, transmission-class, high-voltage cables; one cable circuit is rated at 115 kilo-Volts (kV) and the other circuit is 230kV. These cable circuits do not contain any known splices along their entire length. The PD monitors are to be installed, by the Government, at two different powerplants near Montrose, Colorado. Each cable circuit consists of three individually shielded cross-linked polyethylene (XLPE) insulated power cables and their respective terminations. No parallel cables are present in either of these existing, service-aged installations. The cables are installed in either a cable vault or a combination of a cable vault and direct-buried. Installations of the monitor systems shall not require disconnection of any portion of the monitored cables nor the monitored cable’s terminations. Fiber optic cable communication is available between the cable terminations in both locations for communications connections needed between components of the monitoring system.
1.1 PD System Operating Environment
1.1.1 Indoor and outdoor locations with operating Temperatures between at least -22 degrees F to +131 degrees F
1.1.2 Humidity: Up to 95% relative humidity (non-condensing)
1.2 PD Monitoring
1.2.1 Monitored Cable
Each system shall be capable of continuous monitoring of PD generated from a three-phase set of cables, operating in the range of 115kV to 230kV, being up to 5,000 ft. in length, and constructed as shown in Attachment A.
1.2.2 Partial Discharge Monitoring System
The system shall be designed for permanent installation and provide continuous, on-line PD monitoring for bulk-energy transmission high and extra high-voltage-class cables rated nominally at 115kV and 230kV.
1.2.3 System Requirements:
Each system shall:
1. trend key PD metrics over long durations.
2. use a web-based management system for access to data and display of live or recorded PD data.
3. have capability to set alarm points for key PD parameters and the ability to communicate alarms to remote locations.
4. have the ability to locate single or multiple PD sites, caused by insulation or other defects, then automatically calculate and report the approximate defect location along the monitored cable’s entire length.
5. be capable of being powered by 120Vac, 60Hz. All other power supplies required shall be internal to the system and provided by the system supplier.
6. operate accurately, without fault or degradation of data fidelity, in an electrically noisy environment such as high-voltage substations or powerplant environments.
7. have U.S. based support for product warranty, technical questions, and equipment repair and shipping locations.
8. Be capable of recording and storing a minimum of 120 days of PD-related data. The system shall also be capable of sampling PD at a rate of at least 125 Mega Samples per second (MS/s).
9. have the option to perform frequency-selective measurements (filtering) where the center frequency and bandwidth are user-selectable and infinitely adjustable within the ranges of the measurement equipment.
10. be capable of measuring frequencies from, and including, 10 kilo-Hertz (kHz) to 20 Mega-Hertz (MHz) or better.
11. have the capability to record and display live, high-resolution, phase-resolved PD plots and data (e.g. streaming files). Live data shall be capable of being recorded and retained on the system. Recording of live, high-resolution phase-resolved PD data, shall be invoked automatically according to user-defined alarm limits (set points) for autonomous recording of PD events when excursions occur. Play-back (review) of these files for should be readily available for review and analysis by the user.
12. Be capable of plotting high-resolution, phase-resolved PD (PRPD) events during play-back of data files to enable the user to perform pattern recognition and categorization of the patterns.
13. Allow the user to 'cut-and-edit' the 'streaming data files' to omit non-useful information or focus on specific events of interest.
14. utilize manual or automatic gating or noise rejection schemes to reject user-selected noise from the PD measurement(s).
15. measure PD channels simultaneously such that data may be presented to the user in a representation of the partial discharges from all three phases.
16. record and report, live, the following partial discharge measurement metrics:
a. Display feature that shows real-time data (e.g. PD charge value, pules count, pulse count rate, calculated voltage-waveform, power dissipation of measured PD signals).
b. Phase-resolved partial discharge data.
1.3 PD Sensing Devices
1.3.1 Utilize split-core radio-frequency current transformers (RFCTs) or other sensors for detecting PD events.
1.3.2 The system shall detect partial discharge via sensors that are installed on the monitored cable’s sheath ground (earth) bond connection near the monitored cable’s termination. Installation of the system shall not require disconnection of any portion of the monitored cable nor its terminations.
1.3.3 For Radio Frequency Current Transformers (RFCTs) the aperture (window) diameter shall have in inner diameter of least 2 inches.
1.3.4 RFCT Frequency Range (at -6 dB): 80kHz to 40MHz
1.4 Interface
1.4.1 Web Browser and RJ45 Port
The system shall have a web browser interface for configuring the system, viewing real time PD data and historical trends, and analyzing and downloading raw data. The web browser shall be accessible via an RJ45 port that comes installed with the system and proprietary software shall not be necessary in order to access and interact with the interface.
1.4.2 Dry Contacts for Alarming
The system shall be equipped with Form C dry contacts for remote indication of alarms. The system shall provide alarming for multiple customizable PD thresholds as well as issues with the system.
1.4.3 Communication Between System Components
Any system components requiring installation of communications cables between the components by the user shall have a fiber optic interface connection.
1.5 Enclosures
Provide enclosures for the system that are intended for harsh outdoor environments. IP65 shall be the minimum standard for the enclosures.
1.6 Vibration
The system shall be rated for 10-150Hz frequency, 2 g continuous 10 cycles per axis acceleration, per standard EN 60068-2-6.
