About this file

This statement of work describes a requirement for technical grade liquid carbon dioxide and telemetry services. The National Institute of Standards and Technology Center for Neutron Research requires approximately 1 million pounds of carbon dioxide annually to be delivered to its 52,000 pound storage tank located at its Gaithersburg, Maryland campus. The contractor must fill the tank as requested and maintain the level between 20-40% capacity. Telemetry units must be installed on the tank to monitor the level remotely through a contractor-provided website. The contractor is responsible for maintenance and monitoring of the units. The period of performance is one base year with four one-year options. The contractor must meet delivery requirements within 72 hours of an order and comply with all security and safety procedures to access the NIST campus.

STATEMENT OF WORK

Title: Technical Grade Liquid Carbon Dioxide Requesting Lab: National Institute of Standards and Technology (NIST) Center for Neutron Research

(NCNR)

I. BACKGROUND

The NCNR is part of the National Institute of Standards and Technology in Gaithersburg, Maryland. Its activities focus on providing neutron measurement capabilities to the U.S. research community.

It is national center for research using thermal and cold neutrons, offering its instrumentation for use by all qualified applicants. Many of its instruments rely on intense beams of cold neutrons emanating from an advanced liquid hydrogen moderator.

Our mission is threefold:

To operate the NCNR safely as a cost-effective national resource.

To conduct a broad program of research using neutron techniques, and to develop and apply new neutron measurement techniques.

To operate the NIST Center for Neutron Research as a national resource for researchers from industry, university, and other government agencies.

This acquisition is necessary to allow for the safe and efficient operation of the Nuclear Reactor associated with the NCNR. Failure to procure this product would cause the reactor to cease operation.

The product will be utilized in a gaseous state as a purge gas to minimize radioactive releases to the environment.

Purpose/Objective: To fill our CO2 Bulk Tank with Technical Grade; Liquid; Grade B; 99.5 percent purity;

bulk and provide a telemetry service for CO2 Bulk Tank.

II. SCOPE

The contractor shall deliver and fill a Government owned 52,000-pound storage tank with Carbon Dioxide (CO2) in accordance with the tasks specified in this document, for a base period of 12-months plus four 12-month option periods, inclusive of FOB Destination Delivery Terms when applicable.

System Description The CO2 Storage Tank at the NCNR is Tomco 2675CA storage tank with the following specifications:

Nominal Capacity: 52,000 pounds Design Pressure: 353 psig Maximum Allowable Working Pressure: 350 psig Minimum Design Metal Temperature: -40°F Height: 125 inches Length: 31 feet Width: 90 inches Liquid Level Gauge: Differential pressure indicator type with 6-inch dial Pressure Gauge: 0 to 600 psig with 6-inch dial Insulation: 4” Polyurethane with 1.6-millimeter aluminum outer jacket Refrigeration: Low-Temp Air-Cooled Condensing Units, Environmentally Safe R-404A refrigerant

III. GENERAL REQUIREMENTS:

The Contractor shall provide all support for project oversight, administration, and technical execution of this task order. The Contractor is responsible for maintaining accurate records of project activities.

IV. TASKS

Task 1 – Deliver Carbon Dioxide The Contractor shall fill a Government owned 52,000-pound storage tank with Carbon Dioxide on an AS REQUESTED basis for a period of one year from the date of award.

The Contractor shall deliver a certificate of Conformance which each CO2 delivery.

Carbon Dioxide Specifications: Technical Grade; Liquid; Grade B; 99.5 percent purity; bulk. Deliveries of carbon dioxide that do not meet these specifications will be rejected by the Government and replaced by the Contractor at no additional cost to the Government.

Estimated Usage: The total estimated usage for one year is 1,000,000 pounds. Usage totals are estimates only. NIST shall pay for the actual amount of the delivery

Task 2 – Telemetry Not later than the start date for CO2 delivery, the Contractor shall install wireless telemetry unit(s) on Government owned 52,000-pound CO2 storage. Installation must be scheduled in advance with the Contracting Officer Representative (COR) or alternate COR (ACOR).

The telemetry unit shall be rented from the Contractor throughout the period of performance. The Contractor shall be responsible to maintain all telemetry units in working order and to manufacturer’s specification throughout the period of performance. Repair, replacement, periodic calibration at no additional cost to the Government throughout the period of performance.

The Contractor shall be responsible to monitor all telemetry units to ensure that fills are completed.

The Contractor must ensure that telemetry unit readings are available via a Contractor provided, password protected website. Telemetry unit readings must be available for reference by NIST. The Contractor shall provide passwords to all NIST Authorized callers not later than 15 days after the telemetry unit installations have been completed.

At the discretion of the COR or ACOR, the Contractor may be required to provide a daily report, via email. The report must include, at a minimum, the date and time of each fill, the vessel name, the current tank level, and the unit of measurement.

Minimum Percentage of 20%: The Contractor shall not let the 52,000-pound CO2 storage tank level go below the Minimum Percentage of 20% tank capacity, unless approved by the COR/ACOR.

Reorder Percentage of 40%: The Contractor shall reorder a delivery if the 52,000-pound CO2 storage tank level reaches the Reorder Percentage of 40% tank capacity, unless approved by the COR/ACOR.
