STATEMENT OF WORK
WIRELESS ACCESS POINT /NETWORK UPGRADE
TUBA CITY BOARDING SCHOOL
TUBA CITY, ARIZONA
Part 1 - Background: Arizona Navajo North Agency, Bureau of Indian Education (BIE), Information Technology Department must upgrade, upgrade/add wireless access points indoor and outdoor throughout TCBS campus. Pull terminate end-to-end fiber cable from Cafeteria to four portable trailers used for classrooms, with switches, and WAP install/configuration. Add seven outdoor high density wireless access points throughout TCBS campus. Pull and terminate end-to-end for wireless bridge from our big gym to the dorm, and a wireless bridge from building 1702 to TCBS warehouse across the street.
Purpose:
TCBS Wireless/network upgrade to ensure students, and staff have sufficient access to resources for student growth, and staff to sufficiently do their work for students here at TCBS. Upgrades will be needed to support student wireless devices furnished to students for online schools.
Project Location:
The project is located on the Navajo Indian Reservation at the BIE, Arizona Navajo North Agency, Tuba City Boarding School (TCBS), Tuba City, Navajo County, Arizona. 1701, 1702, 1703, Dorm, Cafeteria, Site Visit:
The Contractor is strongly encouraged to conduct a site visit during the bidding process at no cost to the Government via advanced arrangements with the following BIE, Tuba City Boarding School personnel:

Statement of Work:
· Contractor shall provide and install additional indoor high density wireless access points throughout TCBS campus. WAPs will be in buildings and may be installed on drop down ceilings. One WAP will be mounted on wall and will require plastic cable runway in building TC10. New data drops will be terminated end-to-end from WAP, to nearest IDF. This will include the replacement of a Cisco Wireless Link Controller. Andy licenses will be included as well.
· Contractor will replace existing WAPS that won’t work with new wireless new controller. Contractor will be responsible for ensuring all WAPs will be compatible with new Wireless controller.
· Pull terminate end-to-end fiber cable from Cafeteria to four portable trailers used for classrooms, with switch, and WAP install/configuration. Install will require four fiber optic termination blocks, adapter panels, and end-to-end terminations from portable trailers with black boxes installed to walls in portable classrooms to nearest IDF which is the cafeteria. Fiber cables will be pulled through existing conduit installed underground to each portable building. Will require four Cisco data switches, and configuration of said switches, and fiber connectors.
· Add eight outdoor high density wireless access points throughout TCBS campus. Install will require drilling through walls, run new network cable, and may require metal conduit run, with metal boxes if required. Outdoor WAPs will be terminated end-to-end, will also require new Cisco WLC with licenses to accommodate all existing, replacements, and added WAPs.
· Pull and terminate end-to-end for wireless bridges from TCBS big gym to the dorm, and a wireless bridge from building 1702 to TCBS warehouse across the street. Install will require drilling through walls, and may require metal conduit run, with metal boxes. All bridges will be Cisco in make and will require new cable drops from nearest IDF on main buildings, and end locations. If any conduit is to be run contractors will following guidelines below. Will most likely require drilling through walls. Will require run of cable to nearest IDF to activate data switch.
· All network equipment wireless access points, wireless link controllers, switches, components, and bridges are to be Cisco in make.
Contractor Responsibilities Contractor will have a background clearance completed for all staff coming onto TCBS campus before the project will be begin, and contractor/vendor will contact the contracting officer for background clearance upon contractor/vendor selection/award.
The Contractor will be responsible to pay for all local, State and Navajo Nation construction permits as required.
The successful Contractor will conduct a site visit and participate in pre-project meeting with the Contracting Officer (if BIA CO accepts the project) and IT Department, and BIE Facility Management staff to review and discuss the contract work requirements.
The Contractor must establish a Safety and Health Program in accordance with current OSHA regulations for compliance by his employees working at the project site during the construction phase.
The Contractor will be responsible to install barricades and signage to warn employees and the general public of the on-going construction work.
Any work, identified above, shall be performed by Service Contractor/Vendor. Any unforeseen circumstances that require additional funding needs to get approval from contracting official.
Contractor must have an active UEI number Note that warranty of construction shall be no later than one (1) year after final acceptance of the work. Contractor shall remedy at his own expense any failure of the work to conform to the SOW and any defects of materials, workmanship, provide that the Government gives the contractor notice of such failure or defect within a reasonable time after receipt of notice thereof, the Government shall have the right to replace, repair, or otherwise remedy such failure of the defect at the contractor’s expense.
Construction Performance Time:
Construction shall commence after all material submittals have been reviewed and approved by the BIE designated COR. Duration for construction shall be Ninety (90) Calendar days from the date Notice to Proceed is issued.
1. The Contractor may begin submitting materials to the COR for review and approval upon notice of contract award. The construction will begin when all materials are approved and upon issuance of Notice to Proceed by the Contracting Officer. The Contractor may not begin construction activities until Notice to Proceed is issued and all materials are approved by the designated COR.
1. Contractors will work from 8 a.m. to 5 p.m. Monday thru Friday. Any work during Holidays will not be allowed.
1. Period of Performance for the Wireless access replacement/adds will be 90 from issuance of the Notice to proceed.
Part 2 - Products

· All networking equipment/devices will be Cisco in make to follow BIA equipment purchasing guidelines.
Codes and Standards:
The Contractor shall comply with all applicable safety codes and standards, mandated and adopted safety and accessibility codes, standards, and policy applicable to the BIA/BIE. The Contractor will be required to develop a Covid-19 Compliance Plan and submit the plan for review and approval by the designated BIE COR. The Contractor shall implement this plan for use at the project site during construction. Masks with at least three layers are required on campus at all times.
1. The Contractor’s Superintendent shall perform daily sign-in and sign-out procedures at the Facility Management Office. This requirement is due to the Covid-19 pandemic.
1. No Alcohol, drugs, or tobacco products is allowed on TCBS Campus
Part 3 - Execution
Demolition and Preparation of surfaces:
a. Demolish in an orderly and careful manner as required to accommodate new work. Clean areas worked each day prior to leaving project areas. Complete demolition work to cause as little inconvenience as possible to building occupants.
b. Perform demolition in accordance with applicable authorities having jurisdiction. The Contractor shall except were noted otherwise take possession of materials being demolished. All salvageable items not otherwise noted or indicated become the property of the Contractor. Remove all materials from the site and dispose at an EPA-Approved landfill off the Navajo Nation lands.
c. The Contractor is prohibited from depositing construction debris into dumpsters assigned to the school or staff housing area. Burning of material on site is not permitted under any circumstances.
d. Patch and repair construction and finish where materials are removed or altered. Where cutting and/or removal of existing materials or construction results in unfinished and/or damaged surfaces not scheduled for application of new finish materials, patch, fill or otherwise prepare surfaces and finish to match adjacent undisturbed existing surfaces (surrounding construction).
Installation Vendor/contractor will take down existing WAPs and replace with new WAPs in selected locations. Vendor/Contractor will pull new cables to new data drops and install WAPs in selected areas. Using hardware included with WAPs, if no hardware included with WAPs vendor/contractor will supply necessary hardware for installation. Vendor/contractor will setup WAPs, WLC, bridges, and switches and configure as well. Vendor/contractor will setup all equipment necessary to make all equipment live and ready for use. All equipment will be in working order and shall be of Cisco in make.
Training Contractor shall provide TCBS End User Training on the Centralized Administration Software and End User training for IT Staff and other staff members that will use new system.
New Cabling Required As stated above vendor/contractor will swap out WAPs, pull new network cable, and fiber cables in selected locations.
*All cabling will follow the BICSI Telecommunications Distributions Manual (TDMM), 14th edition. All cabling will be neat and workmanlike manner. All metal, and plastic conduit shall follow the newest edition of NEC, and BICSI, and shall also be neat and of workmanlike manner. All plastic cable runways will be screwed down to walls regardless of tape attached to runway, all metal conduits will be strapped down with proper straps, and screws. All conduit, and boxes that house network cable shall be inspected by TCBS Facility Manager, and POC. All walkthroughs for potential cable, conduit, and box installation will conducted with POC, and Facility Manager.
Programming Vendor/contractor will setup Cisco networking equipment and run centrally through Main data center/server room, and IDF per buildings.
Warranty All new components and new cabling will have a one-year warranty on parts and labor.
Client Responsibilities Tuba City Boarding School will key Contractor access to the buildings where Cisco Equipment/cables install will take place, TCBS will provide access to locations for project completion. TCBS will Provide all 110VAC electrical power.
