STATEMENT OF WORK/REQUIREMENTS DOCUMENT
Title: Bipolar Power Supply for vSANS spectrometer Requesting Lab: 610.2
I. BACKGROUND INFORMATION
Purpose/Objective: The National Institute of Standards and Technology (NIST) Center for Neutron Research (NCNR) routinely performs Small-Angle Neutron Scattering (SANS) measurements on magnetic materials and nanostructures using electromagnets that require at a minimum a 120 V, 60 A current-regulated power supply. Our present power supply is at the end of usability and intermittently fails. Additionally, it has become increasingly important for our neutron users that the polarity of the magnet with respect to its drive current be programmatically switchable using our NICE data acquisition software package, rather than requiring a staff member to be physically present and flip a manual switch for every polarity reversal (the current situation which restricts the number of conditions that can be measured during any given experiment). To best fit with our existing equipment, the power supply will be compact, transportable from beamline to beamline, and preferably air-cooled.
II. SCOPE
The need can be satisfied with either a single bipolar power supply (minimum of 120 V, 60 A) or two bipolar power supplies of equal power (both minimum of 60 V, 60 A) that will independently drive different coils of the magnet.
III. MINIMUM REQUIREMENTS
The contractor shall furnish bipolar power supplies consistent with the specifications. The contractor shall also furnish manuals and any necessary software or protocols required for operation of the power supplies. The power supplies can consist either of one or more self-contained units each in a single chassis, or one or more self-contained units each in a single chassis in combination with a current-sensing and regulator unit in a separate chassis, as long as the overall specifications are met.
1. Power Output
a. Voltage range 120 V or greater (60 V required if intended to use two bipolar power supplies)
b. Current range 60 A or greater
c. 18 bits of settable current resolution.
d. Short term current stability must be better than 100 ppm over 8 hours. Preference is given to solutions with stability less than or equal to 10 ppm.
e. (If a pair of power supplies intended to operate in parallel) Support an auto-parallel mode, in which a pair of power supplies suitably interconnected is given a setpoint, and each assumes half of the current load.
2. Power Input Acceptable line voltages/currents are:
120 VAC±10%, single phase, < 16 A 220 VAC±10%, single phase, < 25 A 208 VAC±10%, three phase, <50 A/phase 380 VAC±10%, three phase, <25 A/phase 400 VAC±10%, three phase, <25 A/phase If multiple power supplies are used it is preferable that that the entire assemble can be powered by a single power receptacle.
3. Operation
a. Local The power supplies shall have displays that display voltage and current, 4 or more digits each.
Front panel controls that can override computer control are preferred but not required
b. Remote
i. The remote-control interface must be RS232, IEEE488, 10/100/1000 Ethernet, SFP, or an equivalent open electrical standard.
ii. The remote-control protocol shall be fully described by the manufacturer Open protocol standards such as SCPI, EPICS, Modbus/TCP, EtherCAT, EtherNet/IP are preferred
4. Safety
a. Power supplies shall be outfitted with internal protections (e.g., overvoltage, overcurrent, regulation fault, ground fault) as well as external interlocks.
b. In the event of power failure (unanticipated AC power interruption), the power supplies must be able to shut down without damage. When the power is restored, the power supplies must come up in a standby state where the output of the power supply is disabled until commanded by computer or operator panel to start operations.
5. Mechanical
a. 19” EIA relay rack form factor preferred
b. Air cooling is preferred, but water cooling is available. If the power supplies require cooling water an interlock system is required to ensure that cooling water is flowing before the supply output is enabled.
IV. DELIVERY TERMS
Delivery shall be F.O.B Destination and shall occur no later than six (6) months from date of award.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. V. INSPECTION & ACCEPTANCE
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Performance Tests:
NCNR will inspect all parts upon delivery for evidence of damage incurred in shipping.
NCNR will make every effort to complete inspection not later than 30-60 days after receipt of parts.
However, in many cases, inspection cannot be completed within this timeline due to unforeseen circumstances. In these cases, NCNR will perform a visual inspection, perform some measurements, and otherwise take all steps necessary to accept the parts and authorize payment within 30 days after receipt of parts.
NIST may choose at its discretion to forego this part of acceptance testing.
A visual inspection of the equipment will be performed by the NIST Subject Matter Expert (SME) to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.
Ownership of the equipment shall transfer to NIST upon acceptance by the Government.
The Government will test, inspect, and accept or reject the equipment within (insert working days it will take to inspect, accept or reject) of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.
VI. WARRANTY
The Contractor must agree to a warranty period of six (6) months from the date of acceptance. The warranty period shall commence upon final acceptance. All costs and responsibilities associated with parts, labor, travel and shipping shall be covered under the warranty.
VII. PAYMENT SCHEDULE
Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after installation and acceptance by the Contracting Officer of fully installed system, AND
1. After the successful completion of the testing requirements set forth in this document under section set forth in this document, AND
1. After successful demonstration by the instrumentation that it performs IAW the technical requirements set forth in this document AND
1. After receiving an invoice submitted properly, IAW the purchase order terms and conditions.
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
