Statement of Work

Automated Transfer Switch (ATS) Replacement

Sugarcane Research Center

501 Bull Run Road, Schriever, LA 70395

STATEMENT OF WORK:

Contractor shall furnish all labor, materials, and supplies to perform the following work for U. S.

Department of Agriculture, Agricultural Research Service, Sugarcane Research Center, 501 Bull Run Road, Schriever, LA 70395

All work must be completed in accordance with all local, state, and federal codes and regulations. All work must meet the manufacturer’s requirements for all equipment used in the project. All work must also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1). The P&P 242.1 document can be found at: http://www.afm.ars.usda.gov/ppweb/PDF/242-01M.pdf. All work must be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.

Contractor must obtain at own expense all permits, licenses, and inspections required by all local, state, and federal authorities. Contractor must submit written specifications for all materials and supplies to be used and included in the quote.

Contractor’s working hours must be scheduled to coincide with the normal working hours (7am-4pm) at the site. Should it be necessary to schedule working hours other than normal working hours, contractor must arrange for access to the work area with the Contracting Officer’s Representative (COR) at the site at least three days prior to the need.

Contractor must notify and schedule utility outages at least 24 hours in advance.

During work, contractor must maintain a safe work area around the site of repair and clearly mark danger areas with cones and safety tape. All unused and demolition materials shall be removed from the site by the contractor and must not be placed in the owner’s disposal areas. The contractor will be responsible for replacing at their cost any property damaged at the site during the construction process.

PROJECT REQUIREMENTS:

The farm headhouse and greenhouse’s backup power comes from a Cummins Onan DFEK 500 kW diesel generator. Power is fed through an Eaton automated transfer switch (ATS) 800. The existing ATS is defective and must be replaced with an ATS-900, which is the current model number to replace the existing ATS 800, or approved equivalent from a first-tier manufacturer with the exact same specifications.

The current ATS catalog number is BIC8C3X40600XSU, which indicates it is a bypass/isolation contractor switch, uses an ATS 800 controller, is time delay neutral only (TDN), 4-pole, 600 amps, 480 volts, 60 Hz, NEMA 1, and U2 1008 listed. The required new controller is ATS-900.

Installation of the new ATS must be coordinated with Lab personnel and the work must not interfere with ongoing research.

CONTRACTOR RESPONSIBILITY:

The project will be performed per the following specifications:

1. All work must comply with existing local, state, and national codes, including guidelines and specifications included in the Americans with Disabilities Act. All work shall also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1) which can be found at http://www.afm.ars.usda.gov/ppweb/PDF/242-01M.pdf. All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.

2. Contractor must verify all dimensions and quantities of material and existing site conditions prior to beginning work.

3. Contractor must keep work area clean daily and take measures to control debris while work is being performed.

4. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.

5. Contractor must provide daily reports of work performed to the COR.

6. Contractor must remove and dispose of all construction related materials from all work areas daily and remove these waste materials from the site on a weekly basis.

7. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

8. Contractor must have a superintendent responsible for overseeing this project.

9. Contactor must provide their restroom facility.

Material / Submittals:

The material for the entire work must be as specified above. Submittals on all materials used on this project must be submitted to the Contracting Specialist as noted in this document. The documents detailing the material covered by the submittals must be provided electronically.

Installation Procedure:

Contractor must verify all dimensions and site conditions prior to beginning work. Contractor must schedule the work between working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No

Government equipment will be available for use by the contractor. The contractor shall be responsible for always protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor must remove from the premises all accumulated materials and rubbish caused by the project. Premises must be left in a clean, orderly, and acceptable condition.

Damage to Property:

Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities must be repaired or replaced to the satisfaction of the Government.

Inspection and Acceptance:

A government representative will inspect and approve the work performed on this project. The

Contractor must schedule inspection a minimum of 2 days in advance, in writing, to the COR.

Project Schedule:

The completion of this project shall not exceed 30-days from date of award. A request for time extension must be submitted to the Contracting Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.

Work Hours:

Contractor work hours shall be Monday through Friday, seven (7) A.M. to four (4) P.M. except for Government holidays or at the discretion of the site with written approval obtained a minimum of 24 hours in advance.
