Statement of Work (SOW) FY21 Uninterruptible Power Supply (UPS)

09/16/2021

1.0 Background

1.1 General Information

Bureau of Reclamation’s Lower Colorado Basin Phoenix Area office in Glendale, Az has a requirement to procure and install a replacement rack mounted Uninterruptible Power Supply (UPS) systems that provides power to critical electrical systems in the event of an electrical outage during a limited period of time. Critical electrical systems include computer network infrastructure, phone systems, fiber optic equipment, fire alarms, emergency exit signage, etc.

1.2 Work Coordination.

The Contractor shall coordinate scheduling through the Contracting Officer’s Representative (COR) and to arrange access to the property. No dock or forklift is available. A pallet jack is available onsite. Delivery truck size is limited to a 26-foot trailer. The Government team be able to properly store the new equipment, upon delivery in a temperature-controlled environment.

Any contractor procedures dealing with special tasks/equipment, including Safety coordination for building limitations to entry and exit shall be submitted 15 days prior to mobilization. A Job Hazard Analysis (JHA) will be prepared by the contractor to identify all hazards specific to the work to be performed on site. The USBR will provide wording related to SARS-COVID19 based on the current stage of quarantine. This JHA may be reviewed and commented upon prior to the start of on-site work but shall be reviewed and adjusted/amended as necessary upon the first day of work on site, and each day thereafter when any changes in conditions or activities impact the safety practices and mitigations contained in the JHA and when new activities are added. At the start of each day the JHA will be reviewed with all employees performing the work. No change in the approved plan and JHA shall be implemented without written concurrence of the Contracting Officer. Any limits to building entry or exit needed by the contractor will be coordinated with the COR. USBR reserves the right to require the contractor to make changes in the Safety Program and operations as necessary to assure the safety and health of all persons on or near the site along with all other sections of RSHS, 29 CRF 1926, WAC, and all other federal, state, and local codes and regulations as they apply.

a. The RSHS handbook can be downloaded electronically at http://www.usbr.gov/ssle/safety/RSHS/rshs.html for no charge for use in connection with the specifications in accordance with the notice titled “Notice of Safety and Health Requirements and of Safety Handbook Availability – Reclamation.”.

2.0 Objectives

2.1 Contractor will remove and dispose of existing UPS as part of the contract.

2.2 The contractor will provide and install a new 30 kVA UPS with 480Y/277-volt input, dual voltage (208 volt and 110 volt) output and rated at 120 minutes at a minimum of http://www.usbr.gov/ssle/safety/RSHS/rshs.html

2.3 The unit shall include the following features:

2.3.1 Simple Network Management Protocol (SNMP) interface, or equivalent, to provide automated notification.

2.3.2 A power input filter is required to filter harmonics on the input.

2.3.3 An internal maintenance bypass must be included along with full external wraparound bypass for complete isolation during service visits.

2.3.4 The unit must provide a computer interface and power management software to allow UPS monitoring and shutdown capabilities.

2.3.5 The offered unit must have a minimum of three output power distribution lines each capable of handling regulated/uninterruptible 208V/110V equipment.

2.3.6 Vendor may use existing output distribution lines or replace existing distribution lines with equivalent electrical capability.

2.4 Include in the cost of the bid all electrical work, new batteries, installation, software, delivery, and startup.

2.5 All parts and service shall have a minimum five-year warranty.

2.6 Service after the sale is required. The service shall consist of two elements: 1) providing a technician for troubleshooting and repair within eight hours after notification and 2) scheduled inspection and maintenance as per the manufacturer's standards as set forth in the manufacturer's manuals or at a minimum twice annually within five years.

2.7 Electrical work must be performed by an electrician licensed in the State of Arizona.

2.8 Physical Security. Comply with physical security requirements, including escort coordination requirements.

3.0 Offerors

3.1 The Contractor shall provide the following in their Quote:

3.2 Lump Sum fixed price for all submittals, equipment, materials, and manpower to complete the project. The price of the lump sum components must be stated.

3.4 A technical narrative of the proposed work must be provided, which will include part numbers and specifications for proposed UPS equipment to meet requirements in section 2.

3.5 Dimension drawings of proposed equipment.

3.6 Provide certification by the UPS manufacturer that contractor is qualified to provide maintenance and servicing.

4.0 Delivery

4.1 Health and Safety

4.1.1 Site –Specific Safety Program

SSSP Requirements. The Site-Specific Safety Program prepared under the base contract will apply. The Contractor shall supplement the Safety Program with a task specific Job Hazard Analysis (JHA) which shall be identified in the Plan and Schedule. Submit the JHA no later than 15 days prior to mobilization – this JHA will be reviewed and commented upon by USBR Technical Representative at a minimum prior to the start of on-site work but shall be reviewed and adjusted/amended as necessary upon the first day of work on site, and each day thereafter when any changes in conditions or activities impact the safety practices and mitigations contained in the JHA and when new activities are added.

4.1.2 Safety Documentation Review and Acceptance.

Acceptance by the COR of the Contractor's JHA is required prior to the start of onsite work. Acceptance is conditional and will be predicated on satisfactory performance during field activities. No change in the approved plan and JHA shall be implemented without written concurrence of the Contracting Officer. USBR reserves the right to require the contractor to make changes in the Safety Program and operations as necessary to assure the safety and health of all persons on or near the site.

4.2 Meetings and Conferences, the Government anticipates the following conferences.

4.2.1 Post-award conference call – within 10 days of award date of this contract for the purpose of general planning and scheduling.

4.2.2 Additional meetings and conferences will be scheduled as needed.

4.3 Releases of Information.

Neither the contractor nor his representative shall release any sketch, photograph, report or other material of any nature obtained or prepared under this contract without the specific written approval of the Contracting Officer. Public, media and other queries shall be referred to the COR and/or the regional External Affairs Office.

4.4 Hazardous Materials

4.4.1 The Contractor shall be responsible for ensuring that no chemicals, grout, sealant, or other pollutants are released into the air, drainage system of the dam, or into the river.

4.4.2 The contractor shall maintain onsite the technical data sheet and SDS sheet for material used on site.

4.5 Protection of Existing Installations and Structures

4.5.1 The contractor shall safeguard the existing facilities and equipment from any harm resulting from their operations by the use of enclosures, drop cloths, coverings, etc.

Any materials necessary to provide protection of existing facilities and equipment will be furnished by the contractor, remains the property of the contractor, and upon completion of the work, will be removed from the facility area by the contractor.

4.5.2 The contractor shall repair, at the contractor’s expense, any damage to property caused by the contractor’s action or by failure of the contractor to adequately protect the property. If the contractor fails to make such repairs in a timely manner, the Government may elect to repair the damage and to charge the contractor the cost of repair.

4.5.3 The contractor shall remove all unused material, tools, and debris. The contractor is responsible for proper and legal disposal of all waste materials, oils and solvents according to hazardous waste disposal regulations. Clean up shall be inspected by Government and completed to the Governments satisfaction before final payment is made.

4.6 Final Acceptance of Work

An inspection will be conducted by the Government at the completion of all work. When the work has been completed, inspected, and accepted, final payment for the work will be authorized.

4.7 Submittals

The Contractor's cover on each submittal letter shall include reference to the job name and the Bureau of Reclamation purchase order number. Submittal review will require 14 days for review of each submittal or resubmittal, unless otherwise specified. Time required for review of each submittal or resubmittal begins when complete sets of materials required for a submittal are received and extends through return mailing postmark date. Documents, plans, and schedules identified elsewhere for submission may

Statement of Work (SOW) be in contractor determined organization and format, provided that the information content is clear, identifiable, and satisfactory to USBR and approved by the COR.

5.0 Government-Furnished Property

5.1 Government Utilities and Facilities

The following Government facilities shall be available, upon request by the Contractor, at no charge for use in the performance of service and repairs as outlined in this statement of work:

6.0 Security

6.1 Hours of Operation.

To prevent disruption of office activity, power in the computer room must be maintained Monday through Friday from 6:00 am through 5:00 pm. Installation activities that require disruption of electrical service must be performed during a weekend or evening (5:00 pm to 6:00 am) or Federal holiday to minimize office interruption. Exceptions may be granted by the COR.

6.2 On Premises Escort.

Comply with physical security requirements, including escort coordination requirements, if it is decided that an escort will be used with the contractor.

7.0 Places of Performance

All work will be performed on USBR property at the Bureau of Reclamation Phoenix Area Office, first floor Computer Room located at 6150 West Thunderbird Road, Glendale, AZ 85306.

8.0 Period of Performance

Duration. Performance period is 90 days from notice of award. On site work will be completed within 7 days of notice to proceed. Notice to proceed will be given once equipment has been delivered to the site.
