ATTACHMENT A

SCOPE OF SERVICES AND REQUIREMENTS

1. INTRODUCTION

1.1. The City of Santa Clara (hereinafter “City”) is soliciting proposals from qualified firms (“Proposer” or “Contractor”) to provide software licensing, maintenance and support services for a cloud-based community risk assessment (CRA) software (“Software”) to collect and provide analytic metrics of local data in Santa Clara, CA in support of the Santa Clara Fire Department (SCFD).

1.2. Currently SCFD is using the CRAIG1300 Dashboard.

2. SOFTWARE REQUIREMENTS

2.1. The software shall:

2.1.1. Be a cloud-based Software as a Service (SaaS) accessible from a standard web browser, including but not limited to, all currently supported versions of Microsoft Edge, Google Chrome, Mozilla Firefox, or other browsers.

2.1.2. Must comply with the National Fire Protection Association (NFPA) 1300 Standard

2.1.3. Provide analytics of incident data collected from the City and other agencies through metrics, graphs, and other visualizations in a centralized location that is accessible by the City and the public. Data may include, but not limited to fire-related calls, EMS rescues, etc.

2.1.4. Include current and historical geographic data for the following, but not limited to:

2.1.4.1. Population

2.1.4.2. Educational and cultural origin backgrounds

2.1.4.3. Occupations

2.1.4.4. Dwelling and business units, including age of building

2.1.4.5. Social and environmental

2.1.4.6. Utilities

2.1.4.7. Transportation

2.1.5. Provide an interactive dashboard to view data

2.1.6. Be accessible online and free to the public

2.1.7. Not require a username and password, or other identifiable information like age, email address, location, etc., to access data and metrics

2.1.8. Provide online instructions on the application page of how to use the application

3. TECHNICAL SUPPORT AND MAINTENANCE SERVICES

3.1. Shall include unlimited incidents.

3.2. Shall be available by email, telephone, and online.

3.3. Must respond to service requests within 72 hours.

3.4. Contractor shall notify the City at least 14 days in advance of deploying any service impacting modifications (excluding emergency patches/fixes), system updates, upgrades, or planned downtime.

3.5. Contractor shall notify the City at least 14 days in advance of its intent to release any major improvements or enhancements to the software and include a description of the intended improvements or enhancements.

3.6. Software maintenance shall be performed with minimal impact to City’s operations.

3.7. Provide access to a help desk or support portal that includes documentation, FAQs and help desk ticket information.

4. TRAINING REQUIREMENTS

Contractor shall provide training and documentation to the City on the software as follows:

4.1. Initial training shall be at a minimum in an interactive webinar format to ensure City users have a good understanding of the software and its features and functionality.

Training shall include, but not limited to:

4.1.1. Software overview and capabilities

4.1.2. User management

4.1.3. User roles and permissions

4.1.4. Data management

4.1.5. Audit trails and activity queries

4.2. Annual remote training for new hires at no additional cost to the City.

4.3. Remote training for system changes as they occur at no additional cost to the City.
