STATEMENT OF NEED

VEMCO Acoustic Receivers

PR 0040483269

A. Background:

The USGS, Cooperative Research Units in Reston, VA, supporting the Ecosystems Mission Area requests the purchases of (28) VEMCO VR2W-69kHz Coded Acoustic Receiver (69KHz) with Bluetooth Lithium Metal

Tadiran 5930/F Battery NOT included. The primary use is to support the field program of the Wisconsin

Cooperative Fisheries Research Unit for monitoring the movements of lake whitefish, walleye, muskellunge, and lake sturgeon in Lake Michigan to meet research objectives associated with fisheries management, aquatic sciences, and resource conservation.

The USGS mission essential functions involve providing information that supports decision makers and resource managers in the preservation of life, health and safety of the American people, and related information delivery systems for global monitoring and reporting. The resources identified in this procurement support research in fisheries, fish ecology, and aquatic science on a variety of fish populations and communities and directly support the educational training of graduate research students and the ability of the USGS to capture, process, monitor, report, and distribute scientific data in a timely manner. In making this procurement decision, USGS considered alignment with DOI IT Transformation goals, alternative solutions, bandwidth and IT security impacts, portability, interoperability, and life cycle requirements.

(End of Statement of Need)

Brand Name Justification States the Following Part

Nature of Action Being Approved

Procurement of 28 VEMCO VR2W-69kHz coded acoustic receivers with Bluetooth lithium tadiran 5930/F battery not included to track various VEMCO tagged fish in Lake Michigan and Green Bay tributaries from authorized

VEMCO resellers.

Statutory Authority

The proposed action may be awarded on a sole source basis under the authority of FAR 13.106-1(b)(1)(ii), “Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).”

Rationale Supporting Use of the Citation.

The equipment described above will be used as part of an existing network of VEMCO receivers and VEMCO acoustic tagged fish that are being used to address important research questions associated with Great Lakes fish species. Due to the existing and established infrastructure, valued at $307,000.00, the requested receivers must be compatible and have the ability integrate.

The coding system and technology used by VEMCO, was invented by VEMCO and is the proprietary intellectual property of VEMCO. Other manufacturers have not worked with VEMCO and are not privy to the technology used.

Their products are not compatible with VEMCO products.

This system works by implanting tags into fish. Tags emit unique signals that are detected by receivers deployed in specific locations to monitor movements of tagged fish. We have used VEMCO equipment for all of our research on fish movements in Lake Michigan, therefore all of or fish have been tagged with VEMCO tags and all of our data have been recorded by VEMCO receivers. Using different receivers at this point could result in different probabilities of detecting our tagged fish and this would affect our results as we would have to account for this change in technology. This change could result in unnecessary loss of data or significant efforts to try to determine how detection probabilities might differ, complicating our ability to interpret results. It would be very hard to explain a shift in technology in a report or publication.

Furthermore, we utilize the Great Lakes Acoustic Telemetry Observation System (GLATOS) data portal for streamlined uploading and sorting data from the receivers; these data sets are enormous (millions of lines). This portal also allows us to determine if our fish are detected on other receivers in the Great Lakes. Additionally, this portal allows other researchers around the Great Lakes to see if their tagged fish are detected on our receivers. This portal utilizes data files and formats produced by VEMCO receivers, therefore use of different receivers will not allow us to use this portal without significant effort and could result in loss of data for not just us, but researchers around the Great Lakes.

Future Plans to Permit Competition.

Competition currently exists in the reseller market for these products. Future requirements for same/similar items will be competed to the maximum extent practical. The Government shall conduct continuing market research in an effort to identify solutions that meet specifications/requirements in the future.
