A discounted Open Market firm-fixed priced quotation and technical quotation package shall be submitted by 2:00 PM

EST, Wednesday, April 6, 2022. This will be a Small Business Set-Aside. Quotations shall be submitted to the

Contracting Officer at ndemby@usgs.gov. Faxed or mailed quotations will not be accepted. Vendor shall supply the

USGS with a thorough quotation package demonstrating how they meet all requirements within the SOW. Quotation package shall be thorough enough to allow the USGS to perform a proper evaluation.

The following additional information must be supplied along with your quotation. Failure to submit this information may deem your quotation non-responsive and your quotation may not be considered.

1) Vendor must submit a quotation which will be reviewed by the Contract Specialist and USGS Technical

Liaison. The quotation must reflect all of the technical specifications as attached in the Request For Quote

(RFQ).

The award resulting from this RFQ will be based on lowest price technically acceptable (LPTA) quote. In determining technical acceptability, the following non-pricing criteria will be considered, not listed in any the particular order of importance:

• Technical – Vendors ability to meet all aspects of the requirements listed in the Statement of Work/Specifications

• Experience – Vendors experience with the task outlined in the Statement of Work/Specifications

• Past performance – General recent experience and references (within the past two years)

Price Evaluation: Vendors shall quote a discounted Open Market firm-fixed price rate for the following options: (Security

System Upgrades and four (4) twelve (12) month maintenance option periods). Please make sure the line items are separated within the pricing quotation. Price will be evaluated based on the total sum of the following:

Statement of Work

GENERAL INFORMATION

The U. S. Geological Survey’s (USGS), National Civil Application Center (NCAC), has a secure facility at its site in Reston, Virginia. This facility currently uses Intrusion Detection Systems (IDS) and a Keyscan based technology for the Access Control and Badging System (ACB), and camera system. These systems were initially installed by Honeywell and upgraded in 2008 and the HSS & PIR upgraded in 2018. The purpose is to procure an upgrade to the existing IDS, the ACB, the camera system, and maintenance for the system for a base year and four option years.

The Government-owned system is located at the address below:

The system is primarily located in the secure Advanced Systems Center (ASC) facility at the address above;

however, part of the system to be covered by this requirement extends to equipment located in a communications closet and Guard Post 1 in the main USGS headquarters building at the same address, which is referred to as the “National Center”.

OBJECTIVE

The purpose of this Statement of Work is to outline the duties of the awarded Contractor to complete the upgrade and maintenance services for the IDS, ACB System and camera system in accordance with the terms and conditions and specification set forth below for the life of the Contract/Agreement.

STATEMENT OF WORK

The Contractor shall furnish all labor, materials, equipment, expertise (relating to the equipment and the software associated with the system) and all other items necessary to provide complete maintenance and upgrade service for the IDS, the ACB system and camera system. The Contractor shall 1) field verify all measurements and materials needed 2) shall inspect and field verify that the current IDS is in 100% working order and operational prior to and after services are performed. This means the Government will under no circumstances bear responsibility for a non-operational or malfunctioning system. 3) shall ensure that the

Government receives a copy of the initial and final inspection service ticket for verification and records management, 4) shall ensure that all newly installed hardware and devices meet or exceed the specifications of the existing IDS, ACB system and camera system.

The equipment designated for this project shall meet National Industrial Security program standards and FAR

52.204-25. All security wiring for the project will be installed within an Electrical Metallic Tubing (EMT) conduit and existing cables will be placed within an enclosed raceway. The Contractor shall use EMT compression fittings on all conduit standards.

The Contractor shall include all labor, materials, accessories, and miscellaneous items necessary for the installation of a complete operational security system even though each item is not specifically mentioned or

140G0122Q0066 described. The Contractor shall perform all tasks indicated in these specifications. Equipment for this project must be new equipment ONLY; NO remanufactured or “gray market” items. All new equipment must be covered by the manufacturer’s warranty for at least one year after installation. All equipment must meet 889 compliance requirements.

In addition, the contract shall include a 1-year warranty on all parts and labor and a 4-year maintenance service agreement, including preventive maintenance, for the systems. The service agreement will account for all parts and labor to fix the systems. Inclusive of the service agreement, the Contractor will test the systems twice yearly to ensure complete system operability.

All devices shall be tested by the Contractor with a Government representative on site to monitor the testing.

Included with the initial bid, the Contractor shall submit in writing, verification that they in fact employ factory authorized service technicians that have the appropriate certificate to perform the work on the current IDS at

UL2050 standards – in writing the company name and contact information of the company they intend to subcontract so that the Government may confirm that they are acceptable and approved. All service technicians must be U.S. citizens.

These upgrades are a mandatory requirement for the facility in accordance with the Intelligence Community

Directive (ICD) 705 and Underwriters Laboratories 2050 (UL 2050) Standards. Blueprints can be viewed at the site visit. Drawings and/or blueprints are the property of the United States Government. Copying, dissemination, or distribution of these drawings, plans or specifications to unauthorized users is prohibited.

Any or all documents provided at the site visit must be properly destroyed when no longer needed. It is incumbent on the contractor to verify the accuracy of the information (drawings / blueprints) provided by the government.

SOW Specific Task Requirements

This information is only to be used for the purposes of the proposed vendor to provide the Government with a proposal. This information shall not be distributed and must be properly destroyed when the information is no longer needed.

SECURITY PANELS

Upgrade or replace the two (2) existing perimeter security control panels within the SCIF, if necessary. Power supplies shall be mounted to the control panels with back-up batteries meeting ICD 705 requirements.

All wire runs (unless in 100% conduit) will be of Plenum rated wire.

The contractor is required to run the necessary LAN Network (cabling) connection from the panels for the IDS and the ACB. The Contractor must specify what power supply is required for the panels, which the

Government may install prior to the work.

The Government is responsible to establish a secure network connection between ASC and the USGS National

Center IDS. The exact location of all devices shall be determined at the time of installation by the Government

Representative.

MOTION DETECTION

The Contractor may use the existing passive infrared sensors (PIR) in the areas to detect forced entry into the

SCIF. The PIRs may be replaced if they do not meet current security standards or is not compatible with the upgraded system. In addition, the Contractor may upgrade the High Security Sensors (HSS) if needed to meet

ICD 705 and UL 2050 standards.

KEYPAD

The Contractor may use the existing IDS keypads to activate and deactivate the systems as needed.

BUILDING COMPONENT STANDARDS

HSS – High Security Sensor Level 2 – tamper proof to meet UL634 Level 2 High Security Standards for SCIFs.

ALARM MONITORING

SCIF IDS will be monitored after hours by the USGS National Center Guard Post 1. It will be managed from inside the SCIF.

The Contractor may completely install a new security system or upgrade the current system. The liability for installation and complete testing is the sole responsibility of the Installer and including verification of proper reporting of all zones into the monitoring station. The Contractor shall have working knowledge of the alarm system being installed. If installation issues arise, the Installer shall contact the equipment manufacturer’s

Technical Support for the system being installed.

CLOSED-CIRCUIT TV SYSTEM

Currently the ASC has 16 cameras with DVR (30-day recording) and monitors in 4 locations (that transfer after-hours to the National Center guard’s office on the same campus) The ASC security office and National Center guard’s office can control the pan/tilt/zoom functions. We would like to have the option to expand the monitoring locations within the SCIF. We would also like the option to replace all existing cameras, depending on price.

ACCESS CONTROL AND BADGING (ACB)

Currently we have 40 readers with different group levels for doors. The new system must be able to generate badges and use badge printer (on a different contract) unless the upgrade includes a new badge printer. This is managed from within the SCIF and is also monitored by the ASC Lobby Guard. The ACB does not go to the

National Center.

SUBMITTALS

The Contractor shall electronically provide submittals of all proposed supplies, hardware and devices for approval. The reviewer has 5 days to review and approve or reject proposed supplies, hardware and/or devices.

FIELD REVIEW – Read Carefully

It is the Contractor’s responsibility to base their bid on the existing conditions of the building and equipment.

Upon a site visit, the potential bidder shall take all means necessary to inspect the current area and equipment to base their bid on what service measures will be necessary to complete the project. A Contractor’s proposal to perform the work is the indication that the Contractor has field-verified the area and equipment and is bidding on all aspects of the project based on current conditions. The Contractor shall perform field verifications of measurements and counts of all items. The Contractor shall be responsible for field-verifying all dimensions prior to installation of any component.

GENERAL INFORMATION FOR ALL AREAS

If the Contractor breaks or damages any of the existing systems, it is the Contractor’s responsibility to replace and match existing damaged item/s, with no additional cost to the Government. The Contractor shall take the utmost care as to not cut or damage the LAN or Phone lines and any other system/s that may be within, above, behind or below the walls, ceilings, or floors, where construction is occurring.

ACCESS REQUIREMENTS AND SPECIAL SECURITY CLEARANCE REQUIRMENTS

All Prime Contractor and Subcontractor personnel entering the Facility interior or external mechanical rooms must be legal citizens of the United States of America. A valid picture I.D. shall be required for entrance into the Advanced Systems Center (ASC) or the National Center (NC) buildings on the USGS campus. Contractor shall provide a list of all companies and their employees needing access to the work site a minimum of three (3) days prior to the work commencing to the security personnel office (fax 703-648-7873). If this information is not provided in advance, the construction staff will be denied access to work.

While performing work at any location within the secure facility, all non-cleared Prime Contractor and

Subcontractor personnel who do NOT possess a TS/SCI clearance must be escorted at all times. The secure facility security staff will provide escorts for the duration of the project.

BUILDING CODES

The Contractor shall perform all work in accordance with the most recent National Electrical Code (NEC), National Fire Protection Association, and Virginia Uniform Statewide Building Code as applicable to commercial and institutional facilities.

PROJECT SCHEDULE

Within (5) business days after the award date of the contract, the Contractor shall submit in writing a schedule of construction for the entire project. The schedule shall indicate the exact dates the Contractor will be on-site. The schedule shall indicate the dates major components of the work will be accomplished.

When preparing the schedule, the Contractor shall consider lead times for utility outages and material/equipment procurement and shall consider the permitted hours of work indicated in Time of Work

Performance clause. The Contractor shall notify the Contracting Officer Representative (COR) immediately if any anticipated on-site date is expected to change from the original schedule. The Contractor shall be

140G0122Q0066 responsible for determining the labor staffing levels needed to complete the project by the established delivery date.

HOURS OF WORK

The Contractor shall perform the majority of the work during Monday thru Friday, 7:00 am to 5:00 pm.

CONTRACTOR STAFFING/MATERIALS

The Contractor shall be responsible for determining the labor staffing levels (crew size, etc.) required to complete all phases of the project by the established completion dates as per submitted project schedule, taking into consideration the required completion date established by the Government and set forth in the contract.

The Contractor shall be the Prime Contractor in all cases. The Prime Contractor shall bear complete responsibility of the work of subcontractors, and shall supervise, direct, and control the work of Subcontractors at all times. The Prime Contractor is responsible for ensuring all material is in place prior to the date of installation. The Contractor shall also provide a “Key personnel” list.

PROGRESS INSPECTIONS

During Contractor performance of the contracted work, the COR will perform on-site progress inspections of the work. These inspections will occur at any time during the course of the contract. Progress inspections will be performed to determine if the Contractor is making reasonable progress toward completing the work in order to meet the scheduled delivery date as set forth by the contract and to ensure that the Contractor is performing the work in accordance with the technical requirements.

UTILITY SYSTEMS OUTAGES

The Contractor shall be responsible for determining the need for an outage of any utility system in order to perform the required work. The Contractor shall contact the COR to request all systems needed for outage to perform the required work. After the Contractor notification, it may take at least 72 hours to process the outage request and commence with the outage.

PERFORMANCE AND INSPECTION OF ELECTRICAL WORK

All electrical systems work specified in this contract shall be performed by a licensed master electrician or by a journeyman electrician(s) supervised by a master electrician. The Contractor shall submit a copy of the master electrician’s license to the Government at the time of quote submittal.

All electrical work shall be performed in accordance with the most recent issue of the National Electrical Code

(NEC). The Contractor shall ensure that all work performed on load center panels and distribution panels meets

NEC requirements, including but not limited to:

• Panel left in clean condition upon completion of work.

• All covers securely installed onto panel box.

• All new circuits installed are clearly marked and identified on panel circuit index card. If the card does not exist, the Contractor will provide a new index card and install the card inside of the panel with new circuits indicated on the card.

WORKSITE CLEANLINESS

Since the work will be performed during business hours, the Contractor shall ensure that the site is thoroughly cleaned and vacuumed on a regular basis periodically throughout each day while the work is in progress. The surrounding area will be occupied during normal hours each regular business day.

STORAGE OF MATERIALS, TOOLS AND SUPPLIES

The Contractor may store materials, tools and supplies on the ASC loading dock. There are no other areas in the building in which the Contractor can store materials, tools, and supplies. The Contractor is advised to secure materials, tools, gang boxes, etc. as effectively as possible during the period of work using Contractor supplied locking devices. The Government is not responsible for any lost, stolen or damaged items that are left unattended on the property.

TRANSPORTING OF DEBRIS AND MATERIALS

The Contractor shall provide all equipment necessary for transporting debris from the job site and for stocking and transporting of materials (including Government furnished materials) to the job site. There is a construction dumpster on the USGS property, but it is not to be relied on. The Government is not responsible for

Contractors’ debris if the dumpster is full and cannot be used.

WEARING OF IDENTIFICATION

All Contractor personnel will be required to provide a valid government issued photo identification when entering the USGS ASC and/or NC Buildings. Upon entry into the USGS NC Building, all personnel will be scanned by a magnetometer and all packages, bags, etc. will be x-rayed by a Linescan machine. Upon satisfactory scanning and acceptance of photo identification by the Guard Service, Contractor personnel will be issued a Visitor Badge that must be worn on exterior clothing and must be visible at all times. Visitor badges must be turned in to the Guard Desk upon exiting the building, and a new Visitor Badge must be issued upon each re-entry.

FINAL INSPECTION

Upon completion of the contracted work, the Contractor shall notify the COR in writing. The COR will schedule an inspection of the worksite and will perform the inspection at the site to determine if all work performed by the Contractor meets the requirements of the contract. The Contractor may be present at the site during the final inspection by the COR. The Government will determine the date of acceptance of the work after the final inspection has been performed.

WARRANTY

All materials and craftsmanship shall be guaranteed for 1 full year upon completion of the project.

It is the Contractor’s responsibility to base their bid on the existing conditions of the building and equipment.

Upon the site visit, the potential bidder shall take all means necessary to inspect the current area and equipment to base their bid on what service measures will be necessary to complete the project. A Contractor’s proposal to

140G0122Q0066 perform the work is the indication that the Contractor has field verified the area and equipment and is bidding on all aspects of the project based on current conditions.

CONTRACTOR PERSONNEL

Contract Manager. The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name and phone number of this person and the name(s) and phone number of the alternate(s) who shall act for the Contractor when the manager is absent, shall be designated in writing to the

Government Point of Contact at the time of award.

Contractor Personnel Qualifications. All Contractor field technicians shall be certified by the manufacturers on the specific equipment to be maintained. Field technicians must have received training through Original

Equipment Manufacturer (OEM) maintenance courses or equivalent courses offered by other qualified training sources which are recognized by the OEM. The Contractor shall maintain a list of maintenance technicians, qualified for the system, during the period of performance. Each maintenance technician, in addition to having attended the requisite training and being certified to repair the covered equipment, shall possess a substantial amount of experience on the equipment he/she will service. At least one year of experience is desired. The

Contractor shall submit in writing verification tat they in fact employ factory authorized service technicians that have the appropriate certification to perform work on the current IDS, ACS and camera system at UL2050 standards. The Government will not allow trainees to service the equipment in this agreement; trainees may accompany service technicians, but at no additional cost to the Government.

Backup maintenance plan. The Contractor shall have a backup maintenance plan or approach for when the equipment remains inoperable for more than four (4) hours after remedial maintenance commences. If the equipment remains inoperable for more than four (4) hours after remedial maintenance commences, the

Contractor shall provide higher-level support to augment the efforts of the Contractor's maintenance personnel, originally sent to resolve the problem.

Security Requirements. All of the systems covered under this agreement are located in secure facilities. All

Contractor personnel who enter the secure facility shall possess United States (U.S.) Citizenship. Contractor personnel shall comply with all Government regulations regarding security procedures, wearing of badges, access lists, safety procedures, etc. The Contractor shall conform to all Government security regulations where the Government permits access and shall not jeopardize the security and confidentiality of the USGS Access

Control and Badging systems. This shall include but not be limited to: alterations of passwords, user IDs, data, or software without the express permission of the Government Point of Contact (POC). These security requirements are based on various Intelligence Community Directives (ICDs) that govern operations at the

ASC, including at least ICD 705, 705.1, 705.2, and Specifications for ICD 705. The directives can be found by searching on the internet for Intelligence Community Directives.

QUALITY ASSURANCE

At the completion of each service call, the Government POC must be present to observe the Contractor’s test in order to verify that the system is fully functional. The Government POC’s acceptance of the test results shall constitute acceptance and completion of each service call.

HOURS OF OPERATION

The Advanced Systems Center (ASC) is open Monday through Friday; it is closed on weekends and Federal

Government holidays. The USGS/ASC and NC is closed on the following Federal Government holidays:

• New Year’s Day

• Birthday of Martin Luther King, Jr.

• President’s Day

• Memorial Day

• Juneteenth Day

• Independence Day

• Labor Day

• Columbus Day

• Veteran’s Day

• Thanksgiving Day

• Christmas Day

PERIOD OF PERFORMANCE

The period of performance for this requirement is approximately 30 days after award, with four additional option years:

• Base Period: Date of Award through 30 days for installation and eleven (11) months maintenance

• Option Period One: 12 months

• Option Period Two: 12 months

• Option Period Three: 12 months

• Option Period Four: 12 months

DEFINITIONS

Remedial Maintenance. Remedial maintenance shall be treated as unlimited emergency maintenance calls.

Remedial maintenance is performed as required, and shall be performed, therefore, on an unscheduled basis.

Remedial maintenance shall include all transportation, test equipment, labor, and parts required for return of a malfunctioning system to full operating condition.

GOVERNMENT RESPONSIBILITIES

Government Point of Contact (POC). The COR will provide a point of contact that will provide as much information as possible on the malfunction to allow the Contractor to properly select personnel and equipment to be dispatched to the system site. The Contractor shall only respond to service calls from the Government designated point of contact or designated alternatives.

FACILITIES

Communications. The Government will provide telephone communications as related to the repair/maintenance of the systems under this requirement.

Access. Subject to security regulations, the Government will provide the Contractor access to the systems and equipment to perform maintenance services. USGS will escort Contractor personnel at all times while in the secure areas. It is the responsibility of the Contractor maintenance personnel in concert with the Government representatives to establish an access time, should a conflict arise.

CONTRACTOR-FURNISHED ITEMS AND SERVICES

GENERAL INFORMATION. The Contractor shall furnish everything needed to perform maintenance services and emergency repairs according to all its terms and conditions.

The Contractor shall provide the Government with a phone number for the service calls. The phone number should have a low frequency of use and should be monitored 24 hours a day, 7 days a week. This phone number shall be provided to the USGS COR within 2 business days upon award.

Field Service Report. The Contractor shall prepare a report which will be completed each time a maintenance technician visits the site in response to a service call. A copy of the report will be emailed to the Government

POC and the COR upon completion of the service call. This report shall contain as a minimum but is not limited to the following items:

• The time and the date the call was received, the name of the caller, and the caller’s description of the problem.

• The time and the date support personnel arrived at the system site. Also included shall be the name of the technician(s) who performed the maintenance.

• If the Government agreed to a schedule which is later than the response time required by this Statement of Work, that agreement must be included with the report.

• Type and model number of the specific equipment inspected and/or serviced.

• Description of the malfunction and services performed to correct the problem.

• List of Field Change Orders/Engineering Change Order installed (Government approval point of contact).

• All times spent for repair and travel, listed separately.

• Time and date functional system is returned to the Government.

• List of all parts replaced including revision level of these assets.

• Contract/Agreement number.

• Site location (ASC)

• Any estimates for future required work (as needed) that will incur additional costs not associated with this task order/maintenance agreement.

• Any Contractor personnel who enter the USGS facility must be U.S. citizens.

SPECIFIC TASKS

The Contractor shall furnish full coverage (on-call) fixed-price maintenance which covers all labor, materials, accessories, test equipment, miscellaneous items necessary and expertise required to restore the covered systems to normal operation after a request for service has been placed. When any system or equipment covered under this agreement is inoperable, the Contractor shall return the system or equipment to an operable condition within 8 hours after notification of inoperability by the Government. The Contractor shall be responsible for all connections to all computers that are part of the IDS, including fiber modules.

Full coverage maintenance shall include:

• Equipment preventive maintenance, if recommended by OEM.

• Unlimited remedial maintenance calls during the open hours for each site. The remedial maintenance shall be performed after notification by the Government that the system or equipment is inoperative. If the equipment remains inoperable for more than four (4) hours after remedial maintenance commences, the

Contractor shall provide higher-level support to augment the efforts of the Contractor's maintenance personnel who were originally sent to resolve the problem. The downtime shall not exceed 8 consecutive clock hours for critical equipment that controls the main entry and exit points.

• Malfunctioning equipment part or component replacement. Replacement parts that are brand name, equal to the brand name, or superior to the brand name shall be used.

• Reconditioning of equipment at no additional charge.

• Installation of Contractor sponsored engineering change orders (ECOs) and field modifications/alterations (FCOs). The Contractor shall be responsible for all OEM recommended

FCO/ECO installations. All FCOs/ECOs regardless of their complexity require prior approval of the

Government and must be documented.

• Software Releases and Upgrades. Contractor shall provide all new software releases and upgrades to the

Government within 30 days after they are issued by the OEM and shall be installed on a schedule that is mutually agreeable to both the Contractor and the Government.

• Response Time for Remedial Maintenance. The Contractor shall provide a 4-hour response time for remedial maintenance during all open hours of the facility. This means that the Contractor's maintenance personnel shall arrive at the designated point within four (4) clock-hours of the time that the Government makes actual contact with the Contractor through the designated maintenance point of contact that remedial maintenance is required. Response time is measured only during the open hours for the facility.

140G0122Q0066 o Contractor may be asked to provide labor, materials, accessories, test equipment, miscellaneous items necessary and expertise to perform other services relating to equipment installations, removals, and moves of the Government-owned equipment, as requested by the Government POC. These are optional tasks, which may not be performed by the Contractor without the official modification or

Notice to Proceed (NTP) given by a warranted Contracting Officer.

o Specific optional tasks include the following:

▪ Update the inventories of the systems components, to include model number or part number, version number for software, serial number, description, and location within the facility.

o Removal and re-installation of equipment resulting from Government-directed configuration changes.

o Troubleshooting and repair of components of the ACB System that are not on the list for full maintenance but are associated with those items.

o Providing and installing upgrades which are not part of the full maintenance coverage o Repair of related components that were not previously on the maintenance list.

o The Contractor’s maintenance personnel shall arrive at the designated point within twenty-four (24) hours of the time that the Government makes actual contact with the Contractor through the designated maintenance point of contact that an optional service is required. Weekends and holidays are not counted toward this 24-hour response time. The Government may, at its discretion, request a longer response time for a particular service. In that case, the mutually agreed upon schedule shall be documented on the Field Service Report.

o Parts and labor provided for an optional task shall be warranted for a minimum period of ninety (90) days. Manufacturer’s warranties that exceed 90 days shall convey to the Government.

o There shall be no additional charges for time spent by maintenance personnel after arrival at the site awaiting the arrival of additional maintenance personnel and/or delivery of parts, etc., after a service call has commenced.

o All software and firmware provided shall be free of malicious code.

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or

""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
